Article 9. Ship Ownership Chapter 2. Ship of the Merchant Shipping Act
1. Vessels may be owned:
1) States;
2) citizens and non-governmental legal entities of the Republic of Kazakhstan;
3) foreign states, foreigners, stateless persons, foreign legal entities, unless otherwise provided by legislative acts of the Republic of Kazakhstan.
2. The owner of the vessel has the right, at his discretion, to perform any actions with respect to the vessel, including alienating the vessel to other persons, transferring to them, while remaining the owner, the rights to own, use and dispose of the vessel, establish a mortgage on the vessel and encumber it in other ways, dispose of it in another way.

This Law defines the legal, organizational, economic and international foundations of public administration in the field of merchant shipping and regulates relations related to the transportation of passengers, baggage and cargo, ensuring safety in maritime transport and environmental protection.
