1. Subjects of scientific and (or) scientific and technical activities are individuals and legal entities engaged in scientific and (or) scientific and technical activities.

2. Subjects of scientific and (or) scientific and technical activities are guaranteed and provided with freedom of creativity, protection from unfair competition, equal right to participate in scientific and (or) scientific and technical activities, including participation in competitions of scientific, scientific and technical projects and programs financed from budgetary funds and other sources that are not prohibited by the laws of the Republic of Kazakhstan.

3. Subjects of scientific and (or) scientific and technical activities have the right to use intellectual property objects, including the right to sell or offer for sale, in accordance with the procedure and on the terms established by the laws of the Republic of Kazakhstan.

4. The activities of subjects of scientific and (or) scientific and technical activities aimed at eliminating threats to national security are carried out in accordance with the legislation of the Republic of Kazakhstan in the field of national security.

5. The activities of subjects of scientific and (or) scientific and technical activities related to the formation, maintenance and maintenance of national and working collections of pathogenic and industrial microorganisms used in scientific and industrial activities are carried out in accordance with the legislation of the Republic of Kazakhstan in the field of biological safety.

6. Legal entities that are subjects of scientific and (or) scientific and technical activities, carrying out scientific, scientific and technical projects and programs of fundamental and applied scientific research carried out within the framework of international agreements, have the right to create scientific and educational consortia in accordance with the procedure established by the laws of the Republic of Kazakhstan.

This Law regulates public relations in the field of science, scientific and (or) scientific and technical activities, commercialization of the results of scientific and (or) scientific and technical activities, defines the basic principles and mechanisms of functioning and development of the national scientific system of the Republic of Kazakhstan.
