How the state plans to pacify the collectors!
According to experts, there are already one and a half million borrowers in Kazakhstan who are overdue for more than 90 days. It is precisely such problem loans and microloans that are often transferred to collection companies, but their pre-trial settlement methods sometimes only aggravate the situation. Insults, threats, and blackmail of debtors by collectors are common, but a more common violation is reporting credit debts to third parties, i.e. relatives, friends, employers, etc. In accordance with the law "On Collection Activities," collectors were required to record audio conversations with debtors back in 2017. Obviously, the current restrictions are not enough. Over the past two years, 37 out of 200 such organizations have been closed due to violations of debtors' bank secrecy by collectors. In addition, the government wants to increase fines from 200 to 300 MCI, and it is proposed to introduce criminal liability altogether to protect the rights of borrowers. To date, the document on tightening the illegal actions of collectors has already been agreed with the government and society, and they may be adopted in the coming months. Meanwhile, experts remind that collectors do not have the right to call more than three times a day from 8.00 a.m. to 21.00 p.m., and they can meet offline in person a maximum of three times a week.
