An expert in assessing the compliance of elevators with safety requirements
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
Job responsibilities:
analyzes the documentation required to register the declaration of compliance of elevators with the requirements of the technical regulations, including the results of a full technical inspection in accordance with the relevant national standard to the technical regulations "On Elevator Safety", registers the declaration;
performs an assessment of the compliance of elevators that have completed their assigned service life, enters into the expert opinion conclusions on the conditions for a possible extension of the safe operation period or recommendations for upgrading or replacing elevators.;
sets the duration of further operation of elevators in the absence of the need for their modernization or replacement;
assigns a new service life and indicates it in the elevator passport for objects that have undergone modernization, if the technical inspection results are positive.;
analyzes the results of inspections for compliance with the requirements of the technical regulations of elevators that were put into operation before the entry into force of the technical regulations "On Elevator Safety", but have not completed their intended service life, enters into the expert opinion the results of the analysis, as well as recommendations for improving elevator safety and the timing of their implementation;
analyzes the test results, determines the compliance of the evaluation objects with the requirements of the technical regulations;
evaluates the compliance of design, technical and operational documentation for elevators with the requirements of technical regulations;
participates in the development of methodologies, regulatory and technical documents aimed at improving forms of elevator conformity assessment.
Must know:
laws and other regulatory legal acts in the field of technical regulation;
technical regulations "On elevator safety" and standards necessary for its application and execution;
regulatory, technical, and methodological documentation regulating the safe operation of elevators;
the structure, design features and principles of operation of elevators;
the procedure, organization and technology for assessing the compliance of elevators and elevator safety devices during full, periodic, partial technical inspection, examination and assessment of compliance with the requirements of the technical regulations of elevators that have completed their assigned service life;
procedure for registration of declarations;
methods for calculating the remaining life of elevators that have completed their assigned service life;
the procedure for developing technical recommendations for extending the safe operation of elevators and their elements;
the procedure for the application of technical means and measuring instruments used in assessing the compliance of elevators with the requirements of technical regulations;
the procedure for maintaining technical and operational documentation;
fundamentals of economics, organization of production, labor and management;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
Qualification requirements:
higher (or postgraduate) education in the relevant field of personnel training and work experience as specialists in assessing elevator compliance with safety requirements for at least 5 years.
