Head of the Regulatory Research Laboratory for Labor

   This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.  

      Job responsibilities:

      manages the conduct of regulatory research, the development and implementation of measures to increase the level of labor rationing and improve its organization on a scientific basis in order to reduce labor costs and improve work results.;

      participates in the preparation of drafts of prospective and current plans for regulatory research, plans for the organization's work, organizational and technical measures to increase labor productivity and production efficiency, and calendar plans for the revision of standards.;

      conducts a study of the state of labor organization, quality control, correctness of application and the level of implementation of current labor cost standards (time standards, production and maintenance standards, number standards);

      organizes, using modern technical means, research of labor processes, collection, processing and analysis of the initial data necessary for the development of progressive labor cost standards;

      prepares proposals for the revision of standards in connection with the use of advanced technological processes, the introduction of new and modernization of existing equipment, the implementation of measures to improve the organization of production and labor, the growth of qualifications and professional skills of employees;

      ensures that work is carried out on the development and implementation of progressive standards based on the comparison of labor costs with the results achieved in similar types of production, the use of labor standards for all types of economic activities, and the expansion of the scope of labor rationing;

     Prepares proposals to create the necessary conditions for all employees to master the established labor cost standards.;

      provides production instruction and training in advanced techniques and methods of work;

      organizes research on promising areas for improving labor rationing and calculating the number of personnel, preparing proposals for the use of methods and systems of microelement rationing, such as a system for measuring working methods, and other new forms of representing standards in the form of mathematical dependencies of labor costs on variable factors.;

      Participates in the preparation of proposals for improving wage systems, material and moral incentives, and the development of effective forms of labor organization.;

      participates in the identification of reserves for increasing labor productivity, the development and implementation of measures to eliminate the loss of working time and improve its use.;

      develops recommendations on the introduction of personal computers and networks, automated workplaces of rationers in order to reduce labor intensity and improve the quality of work on rationing;

      provides methodological guidance to organizational units in the development and implementation of measures to improve labor rationing on a scientific basis and determine the economic effectiveness of their implementation.;

     supervises the laboratory staff.

        Must know:

     legislative and other regulatory legal acts, methodological and normative-technical materials on the organization, rationing and remuneration of labor;

      fundamentals of production technology;

      methods of labor rationing, the procedure for developing labor standards, labor indicators achieved in similar types of industries, forms and systems of remuneration, moral and material incentives;

      the procedure for planning regulatory research work, reviewing standards, developing organizational and technical measures to increase labor productivity, improve production organization and determine their economic effectiveness;

      methods of analyzing the quality of standards, labor indicators, studying labor processes, techniques and methods of labor;

      the procedure for designing work processes;

     methods for assessing the level of labor organization, production and management;

      mathematical methods, technical means used to study labor processes, measure working hours and calculate standards;

      fundamentals of sociology, psychology and physiology of labor;

     advanced domestic and foreign organizational experience, computer technology, communications and communications;

     fundamentals of economics, organization of production, labor and management;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

       Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training and work experience in positions of labor organization and rationing for at least 5 years.
