Head of the scientific research sector (laboratory), which is part of the Scientific research department (department, laboratory) of the Institute
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
Job responsibilities:
organizes the performance of research work provided for in the thematic plan of the organization or department (department, laboratory) of the institute, and determines the prospects for their development on the assigned topic, selects methods and means of carrying out these works;
develops drafts of long-term and annual work plans of the department and submits them to the management of the organization or department (department, laboratory) of the institute.;
develops drafts of technical specifications, methodological and work programs, feasibility studies and forecasts of the development of the relevant field of knowledge and proposals on the involvement of other organizations as co-executors of the planned work.;
participates in the development of projects of various concepts, programs, laws, system-scientific foundations of socio-economic reform, comprehensive regional development programs, regulatory framework for the development of scientific, technical and innovative activities, intellectual property market and related infrastructure within the framework of his research areas;
undertakes initiatives to find domestic and foreign partners to conduct joint research and attract additional funding.;
develops project proposals for participation in competitions and tenders of projects;
conducts marketing research on the market of scientific and technological achievements and ideas and takes measures to sell its ideas and achievements to interested consumers, studying and timely resolving issues of legal protection of new technologies and projects, copyright on discoveries and other intellectual property;
Provides scientific guidance on the problems stipulated in the thematic plans of the department, forms their final goals and expected results.;
He is directly involved in carrying out individual works.;
monitors the fulfillment of the tasks stipulated in the plan, contractual obligations, as well as the quality of work performed by the department's specialists, as well as co-executors;
ensures compliance with regulatory requirements, completeness and high-quality documentation, compliance with the established procedure for its approval;
submits scientific reports on the work performed for consideration by the scientific (scientific and technical) council of the organization or the head of the department (department, laboratory) of the institute, ensures the practical application of their results, author supervision and technical assistance;
Takes measures for the rational use of allocated resources and ensures the safety of equipment, equipment and devices;
carries out work on patenting and licensing of scientific and technical achievements and ensuring registration of inventions and innovation proposals;
ensures the efficiency of the unit's work, the rational placement of employees, and takes measures to develop the creative activity of specialists;
monitors the safe conduct of work, compliance with the order and standards of occupational safety and health;
participates in the selection, certification and evaluation of the activities of the employees of the department, improving their skills;
manages the employees of the department.
Must know:
legislative and other regulatory legal acts and scientific problems in the relevant field of knowledge, science and technology;
directions of development of this type of economic activity;
guidance materials from higher authorities, domestic and foreign achievements on these issues;
the established procedure for organizing, planning and financing, conducting and implementing scientific research and development;
the procedure for concluding and executing contracts in the case of joint work with other organizations;
marketing, scientific equipment of the division, and the procedure for its operation;
the procedure for drawing up applications for inventions and discoveries, registration of scientific and technical documentation and applications for the purchase of devices, materials, and other scientific equipment;
research and development management systems, organization, evaluation and remuneration of researchers, forms of their financial encouragement;
current regulations on staff training and advanced training;
guidance materials on the organization of office work;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
Qualification requirements:
higher (or postgraduate) education in the relevant field of personnel training, an academic degree of doctor or candidate of sciences, the presence of scientific papers, experience in scientific and organizational work for at least 5 years, as head (head) of the research department (laboratory) of the organization and head (head) of the research sector (laboratory), members of the scientific research department (department, laboratory) of the Institute may be appointed for a period of up to 3 years, highly qualified specialists in the relevant field of knowledge who do not have an academic degree and have the specified work experience.
