    This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.

       Job responsibilities:

     organizes work with personnel in accordance with the general goals of the organization's development and specific areas of personnel policy to achieve effective use and professional improvement of employees.;

     ensures that the organization is staffed with employees of the necessary professions, specialties and qualifications;

     determines the need for personnel, studies the labor market in order to identify possible sources of providing the necessary personnel;

     carries out personnel selection, conducts interviews with applicants, including graduates of educational institutions, in order to recruit staff;

     organizes staff training, coordinates staff development and business career development;

     carries out programs of adaptation, team building (team building), personal growth;

     communicates information on personnel issues and critical personnel decisions to all employees.;

     organizes the evaluation of the results of employees' work, attestations, competitions for vacant positions;

     Together with the heads of structural divisions, he participates in decision-making on issues of recruitment, transfer, promotion, demotion, imposition of administrative penalties, as well as dismissal of employees.;

     develops a system for assessing the business and personal qualities of employees, motivating their professional growth;

     advises managers at various levels on personnel management issues.;

     participates in planning the social development of the team, resolving labor disputes and conflicts.;

     draws up and executes employment contracts and contracts, maintains personal files of employees and other personnel documentation;

     manages subordinate employees.

Must know:

     legislative and other regulatory legal acts regulating the activities of a personnel management organization;

     fundamentals of market economy, entrepreneurship and business conduct;

     labor market conditions and educational services, strategic planning;

     fundamentals of tax legislation, economics and marketing;

     modern concepts of personnel management;

     fundamentals of labor motivation and personnel evaluation system;

     forms and methods of staff training and advanced training;

     the technology of searching for professions and positions using information systems;

     the procedure for drafting employment contracts (contracts);

     methods and organization of management;

     prospects for the development of the organization, management structure and personnel of the organization;

     methods of creating your own databases, testing methods, and interviews;

     fundamentals of general and social psychology and sociology of labor;

     fundamentals of industrial pedagogy;

     ethics of business communication;

     advanced domestic and foreign experience in the field of personnel management;

     basics of office management;

     methods of information processing using modern technical means, communications and communications, computer technology;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training and additional training in the field of "HR", work experience in the field of management for at least 2 years.
