1. General provisions The maintenance engineer belongs to the category of specialists. The commissioning engineer is appointed and dismissed by the director of the enterprise. A person with a higher professional (technical) education and at least 5 years of professional experience is appointed to the position of a Commissioning Engineer. The commissioning engineer should know: regulatory, methodological and other guidance materials on the installation, commissioning and maintenance of boiler equipment running on various types of fuels and auxiliary equipment (electrical equipment, hot water boilers, pumps, solar collectors, etc.); organization of installation, commissioning, maintenance and repair of boiler equipment; main technical characteristics, features of kinematic schemes and designs of nodes and elements of the systems and devices being adjusted and tested; methods of measuring parameters, characteristics and data of operating modes of boiler and auxiliary equipment; rules for the use of measuring instruments and tools, devices; procedure for inspection of equipment, methods for detecting its defects; rules and procedure for drawing up acts of commissioning, defect reports, passports, albums of drawings, equipment operating instructions and other technical documentation; fundamentals of economics, scientific organization of labor and organization of production; fundamentals of labor legislation; rules and regulations of labor protection, safety, industrial sanitation and fire protection; rules of internal labor regulations
The Commissioning Engineer reports directly to the Chief Engineer. During the absence of the Commissioning Engineer, his duties are performed by a person appointed in accordance with the established procedure. This person acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.
2. Job responsibilities The commissioning engineer performs commissioning (testing) of boiler equipment and auxiliary systems (electrical equipment, hot water boilers, pumps, solar collectors, etc.); establishes compliance with the technical characteristics of the installed equipment and installation work with technical and design documentation, identifies defects in the work and equipment, ensures their elimination; participates in the preparation of schedules and programs for the implementation of commissioning works, in the development of measures for occupational safety, safety, industrial sanitation and fire protection during commissioning, in the acceptance of equipment after tests performed by the installation organization (team); connects devices, registers the necessary characteristics and parameters, processes the results; participates in carrying out the necessary calculations, as well as in testing and adjusting equipment at idle, under load and during complex testing; carries out seasonal, preventive, and emergency work under warranty and service agreements; draws up acts in accordance with the forms established by applicable regulatory documents, indicating in them the volumes of commissioning, service, and other work performed.
3. Rights The commissioning engineer has the right: to receive from the specialists of the structural divisions of the enterprise the information necessary for the performance of their activities; to submit proposals for the commissioning of boiler equipment for consideration by their immediate supervisor; to require management to assist in the performance of their official duties.
4. Responsibility The commissioning engineer is responsible for: failure to fulfill the duties provided for in this job description, the rules of the internal labor regulations and the employment contract, is subject to disciplinary responsibility in accordance with the labor legislation of the Republic of Kazakhstan; for offenses committed during the period of his activity - in accordance with the current civil, administrative and criminal legislation of the Republic of Kazakhstan; for causing material damage is carried out in accordance with the current labor, criminal and civil legislation of the Republic of Kazakhstan.
