Public Procurement Manager

   This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.  

        Job responsibilities:

      conducts market research on government procurement of products;

      participates in the analysis of information on tenders, requests for price proposals, electronic procurement, in the development of recommendations for the management of the organization on participation in tenders, in the creation and maintenance of a database of suppliers, in negotiations with customers, in the receipt of tender documentation, applications from the customer, in the development of technical documentation for procurement activities;

      monitors public procurement websites;

      submits the prepared documents to the competition commission;

      monitors the results of tenders and price offers in which the organization participates, receives protocols on the admission of the organization to participate in the tender, protocols on the selection of the winner of the tender, analyzes the results of the public procurement competition, receives information on the repeat tender, price request;

      participates in determining the costs of preparing the tender documents, the application for the search for information about potential suppliers;

      organizes and conducts public procurement competitions;

      maintains the tender documentation;

      conducts consulting correspondence with experts on the purchase of certain types of goods or products;

     participates in the preparation of the budget, submission of the application and the public procurement plan;

     places applications on government procurement websites;

      coordinates the deadlines for signing contracts for tenders;

      ensures timely reporting;

     adheres to the rules and regulations on safety and labor protection, fire safety.

Must know:

      legislative and other regulatory legal acts regulating public procurement issues;

      fundamentals of management, marketing and economics;

     pricing methods, strategy, and tactics;

      computer technology and document preparation software;

      regional economic policy;

     labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.

Qualification requirements:

     higher (or postgraduate) education in the relevant field of personnel training, work experience in the specialty of at least 3 years.
