Declaration on the Further Development of friendly relations and cooperation between the Republic of Kazakhstan and the Republic of Bulgaria

We, the President of the Republic of Kazakhstan and the President of the Republic of Bulgaria, noting the useful and in-depth exchange of views on the state and prospects of development of relations between the Republic of Kazakhstan and the Republic of Bulgaria, including in the international context, on the threshold of the third millennium, guided by the provisions of the U962748_ Treaty on Friendly Relations and Cooperation between the Republic of Kazakhstan and the Republic of Bulgaria dated July 30 1993, as well as other bilateral agreements and arrangements, Striving to further develop friendly relations and equal and mutually beneficial cooperation in areas of mutual interest, reaffirming our commitment to the generally recognized norms of international law, the purposes and principles of the Charter of the United Nations, the provisions of the Helsinki Final Act and other documents of the Organization for Security and Co-operation in Europe, adopt this Declaration and declare the following:
We positively assess the state and prospects of relations between the two states, which have significant potential in political, economic, cultural, humanitarian and other fields.;
We consider the development of bilateral cooperation as a key to further strengthening peace and stability on a regional and global scale; we note the increased need for closer cooperation within the framework of leading international organizations designed to determine the principles of building a new secure and lasting world order that excludes the emergence of new dividing lines and contradictions, as well as based on the stable development and economic prosperity of the countries of the world community; We confirm our desire to develop cooperation and rapprochement with leading European associations and organizations, in particular, the European Union and the Council of Europe, and express our readiness to assist each other in this area; we note the significant potential of the contractual and legal framework of bilateral relations and draw attention to the need to maximize its use.;
We have reached an agreement on expanding cooperation and coordinating efforts in the fight against international terrorism, organized crime, drug trafficking, illegal migration, corruption, illegal activities in the financial and banking system, both on a bilateral basis and within the framework of international and regional organizations; we confirm the readiness of the Republic of Kazakhstan and the Republic of Bulgaria to cooperate in implementation of infrastructure projects of regional and trans-regional importance; We note the vital importance of the implementation of the Europe-Caucasus-Asia transport corridor (TRACECA) and the international oil and gas transportation program to Europe INOGATE for providing the countries of Central Asia and the Caucasus with stable access to trans-European and trans-Asian transport networks and emphasize its importance for the development of trade and economic relations and transport between the two countries.;
The President of the Republic of Kazakhstan welcomes the progress of the Republic of Bulgaria towards joining the European Union, expressing confidence that Bulgaria's future membership in the European Union will contribute to the further development and deepening of cooperation in various fields, both between the two countries and between Kazakhstan and the countries of the European Union.; The President of the Republic of Kazakhstan pays great attention to the aspiration of the Republic of Bulgaria for membership in the North Atlantic Treaty Organization, considering it as a desire to integrate into Euro-Atlantic security structures and thereby contribute to the consolidation of peace on the continent.; The President of the Republic of Kazakhstan expresses his full support for the active and constructive policy pursued by the Republic of Bulgaria towards South-Eastern Europe and aimed at the stabilization and development of the region, as well as at strengthening good-neighborliness, security and cooperation between the States of this region.;
The President of the Republic of Bulgaria welcomes the constructive efforts of the Republic of Kazakhstan to strengthen regional stability and peace, and supports its initiative to convene a Conference on Interaction and Confidence-building Measures in Asia, which could become a new important link in the international security system and a tool for harmonizing interstate relations.; The President of the Republic of Bulgaria pays great attention to the desire of the Republic of Kazakhstan to deeply and innovatively comprehend its place in the world community of the third millennium, the prospects and guidelines for its development set out in the 2030 Development Strategy K972030_; we support the Stability Pact in Southeastern Europe and express confidence that its application will achieve sustainable stabilization the region on the basis of its economic development, strengthening of security, establishment of democratic institutions and ethnic tolerance;
We confirm our intention to promote the further development of contacts and exchange of experience between the Parliaments of the two states; we have reached an agreement to promote the creation of joint small and medium-sized enterprises in order to better exploit the potential of bilateral trade and economic ties and solve employment problems.; The President of the Republic of Bulgaria welcomes the readiness of the Kazakh side to facilitate the inclusion of Bulgarian companies in open credit lines and investment projects implemented in the Republic of Kazakhstan by third countries, international organizations and financial institutions;
We confirm the need for further development of cooperation in the fields of economics, industry, energy, construction, science and technology, culture, education and healthcare; Attaching priority importance to ensuring environmental safety, we agreed to develop close cooperation in the field of environmental protection and rational use of natural resources, and we call on the world community, international organizations and financial institutions to help solve social problems and rehabilitate public health in the Aral Sea basin and in the area of the former Semipalatinsk nuclear test site.
