Declaration on the further development of mutual Understanding and cooperation between the Republic of Kazakhstan and the State of Israel

The Republic of Kazakhstan and the State of Israel, deeply convinced of the need to further develop relations in accordance with the principles of sovereign equality, non-interference in internal affairs and the peaceful settlement of international disputes, guided by the provisions of the Declaration on the Foundations of Relations between the Republic of Kazakhstan and the State of Israel dated December 27, 1995, reaffirming their commitment to the purposes and principles of the UN Charter, emphasizing the importance of exchange of views on global and regional issues, Noting with satisfaction the high degree of mutual understanding and support between the leaders of the two countries, expressing mutual interest in expanding cooperation in the fields of trade, investment and other economic areas, striving to raise the existing friendly relations and mutual trust between the Parties to a new, higher level of interaction for the benefit of both countries, referring to the Protocol on Consultations between the Ministries of Foreign Affairs of the two States, declare the following: 1. Kazakhstan and Israel agreed on the importance of further expanding political dialogue at various levels in order to enhance bilateral cooperation in all spheres of international life. 2. Kazakhstan and Israel have expressed their intention to cooperate closely in the field of foreign policy, jointly seeking to reduce tensions and ensure peace, stability and security in the Middle East and around the world, and intend to participate in bilateral and multilateral consultations on Asian security. 3. Kazakhstan and Israel note with satisfaction the activities of the parliamentary commissions on friendship and cooperation between them, which contribute to strengthening democracy, parliamentarism and mutual understanding. 4. Kazakhstan and Israel emphasize the importance of combating international terrorism, organized crime and other forms of illegal activities. 5. Kazakhstan and Israel intend to hold consultations between the Ministries of Foreign Affairs of the two countries, as well as within international organizations and forums, and coordinate positions on topical issues of modern international relations. 6. Kazakhstan and Israel consider the use and threat of force unacceptable in their foreign policy. They are confident that progress can be achieved with respect for the rights and sovereignty of States. Cooperation should be based on equality and aimed at strengthening peace and international security while ensuring the fundamental human right to freedom and independence. 7. Kazakhstan and Israel declare their mutual commitment to expanding contacts between the economic entities of the two countries and developing mutually beneficial business projects in such sectors as agriculture, industry, energy and technology. In this regard, they note the importance of implementing the recommendations of the Kazakh-Israeli Intergovernmental Commission on Trade and Economic Cooperation, established on September 7, 1992. 8. Recognizing the steadily growing influence of oil and other resources of the Republic of Kazakhstan on world markets, Kazakhstan and Israel emphasize the importance of mutual cooperation in the development of oil and other resources of Kazakhstan. 9. Kazakhstan and Israel note the importance of the upcoming accession of the Republic of Kazakhstan to the World Trade Organization. The Israeli side agreed to take into account the complexity of the economic situation in Kazakhstan, which is currently undergoing a process of economic reform and restructuring, during negotiations on Kazakhstan's accession to the World Trade Organization. 10. Kazakhstan and Israel note the importance of information exchange between the two countries through the media, cooperation in education, culture, tourism and sports, and support the establishment of direct contacts at the regional and city levels. 11. Israel and Kazakhstan emphasize the importance of the meeting of the Ministers of Foreign Affairs of the member States of the Conference on Interaction and Confidence-building Measures in Asia, held on September 14, 1999 in Almaty, and will promote the issues discussed during this meeting. Signed in Jerusalem on April 5, 2000, which corresponds to 29 Adar (B) 5760, in two copies, in Kazakh, Hebrew, English and Russian, all texts having the same validity. In case of divergence of interpretation, the English text will be the main one.
