Declaration on Relations between the Republic of Kazakhstan and the Islamic Republic of Iran

"Diplomatic Courier", special issue No. 2, September 2000, p. 171) The President of the Republic of Kazakhstan, His Excellency Nursultan Nazarbayev, at the invitation of the President of the Islamic Republic of Iran, His Excellency Mohammad Khattami, paid an official visit to the Islamic Republic of Iran on October 5-6, 1999, which corresponds to 13-14 Mehra 1378 AH, in order to strengthen and develop comprehensive cooperation in politics, economics, culture and deepen friendly relations between the Republic of Kazakhstan and The Islamic Republic of Iran. President of the Republic of Kazakhstan N.Nazarbayev met with Supreme Leader of the Islamic Revolution Ayatollah Ali Khamenei, held talks with President of the Islamic Republic of Iran M. Khattami. During the visit, the President of the Republic of Kazakhstan, N.Nazarbayev, met with the Chairman of the Conciliation Board, A.Hashemi-Rafsanjani, and the Speaker of the Mejlis of Iran, A.Nategom is Nuri. During the talks, which took place in an atmosphere of friendship and mutual understanding, the parties discussed the main issues of bilateral cooperation in various fields, ways to further develop and deepen relations between the two countries, as well as exchanged views on a number of regional and international issues of mutual interest, and agreed on the following: I. Policy cooperation Relations between the Republic of Kazakhstan and the Islamic Republic of Iran are based on the principles of mutual trust, respect for each other's sovereignty and independence, respect for the principles of international security and are aimed at further enhancing friendly relations based on good neighborliness, ensuring the political, economic interests and security of the two sides. The parties, expressing satisfaction with the level of existing ties and the state of political relations and striving to make more effective use of the existing potential for cooperation, called for further intensification of political consultations at all levels. The parties will continue to expand cooperation on regional issues in order to ensure stability, tranquility, peace and security in the regions of Central Asia and the Caucasus. The parties, noting the effectiveness of the existing legal regime of the Caspian Sea based on the treaties of 1921 and 1940, expressed satisfaction with the recent rapprochement of positions between the five Caspian littoral states, and called for continued efforts in this direction in order to reach consensus on the legal status of the Caspian Sea as soon as possible. The Parties, noting the relevance and importance of protecting the environment of the Caspian Sea and paying tribute to the efforts that have been made to this end so far, oppose actions that damage the natural environment of the Caspian Sea and will strive together with other Caspian littoral countries to preserve the environmental safety of the Caspian Sea. The parties believe that the Caspian Sea should be a sea of peace, good-neighborliness and cooperation between the coastal States and advocate the demilitarization of the Caspian Sea. The parties highly appreciated the results of the first meeting in Almaty of the Ministers of Foreign Affairs of the participating countries of the Conference on Interaction and Confidence-building Measures in Asia (CICA) and the signing of the Declaration on Principles Governing Relations between the CICA member Countries, expressed their readiness to continue cooperation in order to achieve its goals in the interests of ensuring peace, security and cooperation in Asia and throughout the world. all over the world. The parties, as guarantor countries and members of the Contact Group, expressed satisfaction with the progress achieved in the peaceful settlement of the situation in Tajikistan, called for the speedy and full implementation of all provisions of the peace agreements and other documents and confirmed their readiness to cooperate in this. The parties, expressing their concern about the ongoing hostilities in Afghanistan and based on the conviction that the problem of Afghanistan cannot be solved militarily, reaffirmed their support for the efforts of the United Nations, primarily within the framework of the group (6+2), aimed at establishing peace in Afghanistan, and called on the warring factions to use political means. funds and negotiations aimed at creating a Government with the participation of all movements. In this regard, the Republic of Kazakhstan highly appreciated the efforts of the Islamic Republic of Iran towards a peaceful settlement of the conflict in Afghanistan, reaffirmed its previous position condemning the murder of Iranian diplomats and a correspondent in Mazar-I-Sharif, and stressed the need to punish those who committed this crime. The parties reaffirmed their commitment to regional peace and stability and advocate resolving regional problems exclusively through peaceful means. The parties, noting the unity of views and approaches on many regional and international issues, expressed satisfaction with the ongoing cooperation between the two states in regional and international organizations and called for further development of cooperation within the framework of the United Nations, ECO and OIC. II. Economic cooperation The parties expressed their satisfaction with the steady development of mutually beneficial cooperation, noted that the two countries have great reserves for further development and strengthening of these ties, and confirmed the need to realize this potential, especially in the trade and economic sphere. In this regard, the important role of the Joint Kazakh-Iranian Intergovernmental Commission was emphasized, and the results of its regular fifth meeting, held on September 6-7, 1999 in Tehran, were approved. The parties discussed in depth the situation around the problem of transportation of hydrocarbons from the Caspian Sea region to world markets. The Kazakh side confirmed its interest in various alternative export pipelines, which was fully supported by the Iranian side. Both sides believe that economic viability should be the most important criterion when choosing a pipeline route, and consider the southern direction of the pipeline as the shortest and most convenient route. The parties, stressing the need to complete a feasibility study for the construction of a pipeline from Western Kazakhstan through Turkmenistan to Iran and further to the Persian Gulf, stressed the importance of activating and speeding up the work of the trilateral Kazakh-Iranian-Turkmen working group on the preparation of a corresponding feasibility study. The parties consider that operations for the exchange of crude oil and petroleum products are mutually beneficial and promising, and agreed to take additional measures to eliminate existing obstacles to the implementation of the SWAPO Agreement signed in May 1996 and the Memorandum of Understanding signed on April 11, 1999. The Kazakh side welcomes the measures taken by Iran to build a new branch of the Neka-Tehran oil pipeline, which will increase the volume of crude oil exchange and confirm the important role of this route in the transportation of oil from the Caspian Sea region. The Kazakh side, welcoming the measures taken by the Islamic Republic of Iran to create and equip the necessary infrastructure for marine, railway and automobile communications, declared its readiness to use these lines to transport oil and gas condensate, petroleum products, wheat, metal products, metallurgical and petroleum coke, asbestos, coking coal and other goods. The parties called for the creation of more favorable tariff conditions for the export and transportation of goods and agreed to cooperate in order to form and implement a coordinated tariff policy, which will contribute to more efficient operation of the Trans-Asian Railway, including for the transportation of Iranian goods to the CIS, Chinese and European markets. The parties believe that the large-scale export of Kazakh wheat to Iran meets mutual interests and is an important additional area of cooperation between the two countries. The parties agreed that they will assist their public and private structures in creating favorable conditions for cooperation in increasing existing and creating additional capacities for the transportation, transshipment and storage of wheat. The parties, positively assessing the direct ties and developing cooperation between enterprises and other business entities of the regions of Kazakhstan and provinces of Iran, expressed their full support for the further development of this form of cooperation.
