The peoples of Kazakhstan and India have a long tradition of close and friendly relations, within which cultural and economic cooperation has been particularly developed. These relations will continue to strengthen due to our common heritage and commitment to the ideals of tolerance, democracy, secularism and peace. The Prime Minister of India expressed satisfaction with the visit of the President of the Republic of Kazakhstan to India on the eve of the 10th anniversary of the establishment of diplomatic relations between our countries. The two leaders expressed the shared determination of Kazakhstan and India to develop cooperation and mutual consultations on bilateral, regional and international issues in order to strengthen stability and prosperity in the Asian region and the world. Afghanistan: We expressed satisfaction with the development of the situation in Afghanistan, the formation of an interim Government, the removal of the destabilizing Taliban regime, and supported the determination of the international community to prevent Afghanistan from being used as a haven for terrorism. We agreed that in the future it is necessary to direct the efforts of the international community to form a Government on a long-term basis with broad representation of all ethnic groups of independent Afghanistan. Terrorism: Noting Kazakhstan's strong condemnation of the terrorist attack outside the Indian Parliament building on December 13, 2001, we firmly stated that terrorism cannot be justified in any of its manifestations and no matter what the reasons or reasons behind it are. We also expressed our firm belief that the fight against terrorism should be global and comprehensive, and aimed at its complete and widespread destruction. In this context, we have once again reaffirmed our commitments in accordance with UN Security Council Resolution 1373, and also stated our intention to establish a bilateral mechanism for cooperation in the fight against terrorism. We have reaffirmed that the universal fight against terrorism must be directed both against those who incite, facilitate or compromise terrorism, as well as against those who carry out acts of terrorism. Regional initiatives: We recognize the importance of regular consultations to maintain peace, stability and prosperity in the region. We noted with satisfaction the development of the Conference on Interaction and Confidence-building Measures in Asia (CICA) process, which is a unique initiative, and agreed that the upcoming summit will be a significant step forward. We also noted the progress made by the Shanghai Cooperation Organization (SCO) as a regional organization. Kazakhstan expressed the opinion that, given India's geographical proximity and proximity, as well as its active participation in regional and international cooperation, India's participation in the SCO could give additional impetus to this organization. We also agreed on the need to boost regional economic cooperation, which will benefit the peoples of both countries and the region as a whole. In this context, Kazakhstan, with its significant hydrocarbon resources, can become an important energy supplier for India, which is expected to become one of the largest consumers of energy resources in the world. Similarly, India's potential in information technology may be of great interest to the needs of the Kazakh economy. We have approved the development of specific projects in these areas with a view to their speedy implementation. Bilateral cooperation: We are pleased to note the results of the fourth meeting of the Kazakh-Indian Intergovernmental Joint Commission on Trade, Economic, Scientific and Technical Cooperation, held on February 11, 2002 in New Delhi. During the work of the Commission, which took place in the spirit of mutual understanding and constructivism, new areas of mutually beneficial cooperation were identified. We agreed that effective measures should be taken to implement the agreements reached, which will serve to further strengthen cooperation in various fields. We also agreed that measures will be taken to conclude agreements as soon as possible in the fields of education, tourism, military-technical sphere, as well as an extradition treaty. The Prime Minister of India noted with satisfaction that the official visit of the President of the Republic of Kazakhstan, N.A. Nazarbayev's visit to India made a significant contribution to strengthening relations in the political, trade, economic, military, technical, cultural and humanitarian spheres and expressed confidence that it would serve to activate the entire range of bilateral cooperation and search for new ways of cooperation. We agreed on the expediency of expanding the United Nations Security Council in order to make it more representative and effective. The President of the Republic of Kazakhstan, noting the role played by India in international affairs, supports India as a suitable candidate for permanent membership in the expanded UN Security Council. The President of the Republic of Kazakhstan invited the Prime Minister of India to visit Kazakhstan in the near future. The invitation was gratefully accepted.
