On compliance with the principles of cooperation within the framework of the Commonwealth of Independent States

Commonwealth of Independent States Declaration of February 14, 1992

  The member States of the Commonwealth, determined to eliminate non-compliance with the obligations assumed under the Agreement on the Establishment of the Commonwealth of Independent States and other documents of the Commonwealth, realizing their responsibility to prevent the incitement of confrontation and contradictions between peoples and States and striving to promote an atmosphere of mutual understanding and trust, reaffirming their commitment to the generally recognized principles and norms of international law, solemnly undertake to ensure: 1. Strict fulfillment of international obligations assumed within the framework of the Commonwealth. 2. Non-interference in each other's internal affairs. 3. Respect for the territorial integrity and inviolability of state borders.      4. Strict observance of international standards in the field of human rights and fundamental freedoms, including the rights of national minorities.      5. Objective and balanced media coverage of socio-political life in the Commonwealth countries, as well as the prevention of information that could lead to ethnic strife.      6. Suppression of the activities of political parties and groups that propagate the ideas of fascism, racism, intolerance and discord in interethnic relations.      7. The Heads of the Commonwealth member States undertake to work out a mechanism for liability for violations of these principles, to facilitate, through appropriate government agencies, the implementation of the provisions of this Declaration, as well as to work out issues related to the status of the first television program. Done in Minsk on February 14, 1992, in one original copy in the Russian language. The original copy is kept in the archives of the Government of the Republic of Belarus, which will send a certified copy to the signatory States of this Declaration.
