In accordance with paragraph 4 of Article 4-1 of the Law of the Republic of Kazakhstan "On Tourism Activities in the Republic of Kazakhstan", I ORDER:
1. To approve the attached Rules and Conditions for the activities of the visit centers, as well as the requirements for their activities.
2. The Committee of the Tourism Industry of the Ministry of Tourism and Sports of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within three working days after its entry into force, the posting of this order on the Internet resource of the Ministry of Tourism and Sports of the Republic of Kazakhstan;
3) within three working days after the execution of subitems 1) and 2) of this paragraph, ensure that information on the execution is submitted to the Legal Service Department of the Ministry of Tourism and Sports of the Republic of Kazakhstan.
3. Control over the execution of this order is entrusted to the supervising Deputy Minister of Tourism and Sports of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

The rules and conditions of the business of the visit centers, as well as the requirements for their activities
Chapter 1. General provisions
1. These Rules and Conditions for the activities of the visit centers, as well as the requirements for their activities (hereinafter referred to as the Rules) have been developed in accordance with paragraph 4 of Article 4-1 of the Law of the Republic of Kazakhstan "On Tourism Activities in the Republic of Kazakhstan" and define the procedure and conditions for the activities of the visit centers, as well as the requirements for their activities.
2. The following concepts are used in these Rules:
1) a visitor center is a tourism facility, which is a building, structure or room designed to disseminate information about the tourist potential and provide tourist services.;
2) tourism facilities – specially created or adapted facilities that are directly used by tourists for temporary residence, relocation, recreation, recreation and cultural leisure;
3) tourist services – services necessary to meet the needs of a tourist, provided during his trip and in connection with this trip (accommodation, transportation, meals, excursions, services of tourism instructors, guides), and other services provided by the contract for tourist services, provided depending on the purpose of the trip, as well as services aimed at ensuring equal (barrier-free) access to tourism infrastructure for all tourists, including people with disabilities and people with limited mobility (inclusive tourism);
4) tourist route – a tourist's route to meet his needs, which is developed by the tourist operator and includes visits to tourist resources, including tourism facilities with detailed regulations for such visits (used transport, stopping places, visiting sites, overnight accommodations, medical care in emergency cases and other conditions);
5) tourist resources – a set of natural conditions, objects of historical and cultural heritage, socio-economic, recreational and other factors that represent a potential basis for the implementation of tourist activities and the formation of tourist services, regardless of the degree of involvement in economic turnover.
3. The construction, reconstruction, equipping, maintenance and operation of the visitor center are carried out by a business entity in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
4. The visit center is located on the territory of tourist resources, tourist routes and other tourism facilities in accordance with the legislation of the Republic of Kazakhstan.
Chapter 2. Procedure and conditions of business of the visit centers
5. The visit center provides:
1) formation and presentation of information materials on the tourism potential of the relevant territory, tourist resources, tourist routes, and tourism facilities, including consulting on these issues;
2) interaction with tourist information centers on updating tourist information about the relevant territory, tourist resources, tourist routes and tourist facilities, as well as sending information about the working hours of the visitor center and its changes.
The visit center sends to the tourist information center the tourist information necessary for its updating, including information about changes in the operating mode of the visit center, within 3 working days from the date of the change of such information or from the date of receipt by the visit center of the relevant information from the local executive body, government agencies, organizations and (or) subjects of tourist activity;
3) provision of tourist services in accordance with the legislation of the Republic of Kazakhstan.
6. The visit centers operate under the following conditions:
1) determination of the permanent or seasonal operating mode of the visitor center, taking into account the location, tourist flow, mode of visiting tourist resources, tourist routes and tourism facilities;
2) providing tourists with information affecting the safety, accessibility and conditions of visiting tourist resources, tourist routes and tourism facilities;
3) availability of communication facilities and Internet access;
4) the availability of employees who collect, update and disseminate tourist information.
7. The working hours of the visit center are located at the entrance to the visit center, in a place accessible to tourists and/or on the Internet resource of the visit center, if available. The contact details of the emergency services are posted at the entrance to the visitor center or in another place accessible to tourists.
8. Tourist and service infrastructure facilities, including hotels, catering facilities, and shopping facilities serving tourists, may be located in the building, structure, or room in which the visit center is located, provided that the requirements of the legislation of the Republic of Kazakhstan are met, the functional isolation of the visit center is ensured, and tourists have free access to the service area of the visit center.the center.
The costs associated with the placement and operation of the tourist and service infrastructure facilities specified in part one of this paragraph do not relate to the costs of construction, reconstruction, equipping, maintenance and operation of the visitor center.
The activities of guides, tour guides and tourism instructors in terms of advising tourists, accompanying and providing tourist services in accordance with the legislation of the Republic of Kazakhstan are allowed in the visit center.
9. The visit center may provide additional tourist services that are not prohibited by the legislation of the Republic of Kazakhstan.
If the activity of providing additional services is subject to licensing, notification procedure or other state regulation, such services are provided in compliance with the requirements of the legislation of the Republic of Kazakhstan.
Chapter 3. Requirements for the activities of visit centers
10. Information about tourist services provided by the visitor center must meet the requirements of reliability and relevance, as well as be posted in a form accessible to visual perception using text, graphics, cartographic and (or) digital materials.
11. The visit center ensures that information on tourist routes is updated, and if circumstances arise that affect the safety and possibility of visiting, the relevant information is posted in the visit center and/or on its Internet resource within one hour of receiving information about the occurrence of such circumstances.
12. The service of tourists in the visitor center is provided in Kazakh and Russian. In visitor centers located on international tourist routes and (or) tourist sites visited by foreign tourists, the provision of information about tourist services in foreign languages is provided by employees who speak foreign languages, and (or) through the use of printed information materials, QR codes, digital services and other ways of providing information.
13. Accessibility of services for people with disabilities and people with limited mobility is provided in accordance with the legislation of the Republic of Kazakhstan.
14. The following minimum requirements apply to the staff of the visitor center:
1) possession of information about tourist resources, tourist routes and other tourism facilities;
2) knowledge of information about visiting rules, security measures and provision of information within the scope of competence;
3) observance of professional ethics and culture of tourist service, including polite, correct, non-discriminatory treatment of tourists, avoidance of rude behavior and provision of information within the competence.
The provisions of this paragraph do not limit the right of the employer, in accordance with the labor legislation of the Republic of Kazakhstan, to establish additional requirements for the staff of the visit center.
15. The Visitor Center provides briefing and/or training for staff on tourist services, security measures, emergency response, and interaction with emergency services.
16. The visit center is equipped with the equipment and materials necessary for the provision of tourist services (information stand, communication facilities, interactive maps and other means of information), and also informs tourists about the safety rules, prohibitions and restrictions in force on tourist routes and tourist sites, as well as the procedure for seeking medical help in emergency situations. cases.
