On approval of the Rules for the development, coordination and approval of educational and recreational programs for minors, as well as requirements for their structure and content

In accordance with subparagraph 68-1) of paragraph 15 of the Regulation on the Ministry of Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 No. 581 "Some issues of the Ministry of Education of the Republic of Kazakhstan", I ORDER:
1. To approve the attached Rules for the development, coordination and approval of educational and recreational programs for minors, as well as requirements for their structure and content (hereinafter referred to as the Rules).
2. The Department of Educational Work and Additional Education of the Ministry of Education of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Education of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Education of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Education of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.
To establish that from July 12, 2026, paragraph 14 of the Rules is valid in the following wording:
"To coordinate the Program, the Organization sends the following documents in the state and Russian languages to the Authorized Body in electronic form through the digital E-Otinish system:
1) an application in the form determined by the Organization;
2) Draft Program;
3) a copy of the protocol decision in accordance with paragraph 6 of these Rules;
4) a copy of the order in accordance with paragraph 7 of these Rules;
5) a link to the draft Program posted for public discussion.
The documents are sent in formats that make it possible to read and save the contents of the document, and are signed with an electronic digital signature of the head of the Organization or an authorized person in accordance with the legislation of the Republic of Kazakhstan on electronic documents and electronic digital signatures.".

Rules for the development, coordination and approval of educational and recreational programs for minors, as well as requirements for their structure and content
Chapter 1. General provisions
1. These Rules for the development, coordination and approval of educational and recreational programs for minors, as well as requirements for their structure and content (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 68-1) of paragraph 15 of the Regulation on the Ministry of Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 No. 581 "Some issues of the Ministry of Education Of the Republic of Kazakhstan", and determine the procedure for the development, coordination and approval of educational and recreational programs for minors (hereinafter – The Program), as well as establish requirements for their structure and content (hereinafter referred to as Requirements).
2. The program is developed by an organization of additional education for children, which implements educational and recreational programs for minors, regardless of their forms of ownership and departmental affiliation (hereinafter referred to as the Organization).
3. The program is designed to ensure the comprehensive development of children's personality, strengthen their physical and psycho-emotional health, form a healthy lifestyle, and develop educational, social, and personal competencies.
4. The Program is approved by the Organization in coordination with the authorized body in the field of education (hereinafter referred to as the Authorized Body).
Chapter 2. The procedure for developing the Program
5. To develop the Program, the Organization conducts:
analysis of the legislation of the Republic of Kazakhstan in the field of education, upbringing, health improvement and recreation of children, ensuring safety, protecting the life and health of minors, as well as protecting their rights and legitimate interests;
analysis of the needs of minors and their legal representatives, carried out through qualitative and (or) quantitative research methods, including questionnaires, surveys, interviews, taking into account the age, psychological and social characteristics of children;
analysis of the Organization's operating conditions, including an assessment:
1) operating mode (year-round or seasonal);
2) the duration of shifts, the number of calendar days per shift and the stages of their implementation;
3) material and technical base and infrastructure;
4) staffing;
5) compliance of living and eating conditions with sanitary and epidemiological requirements;
6) climatic, natural and territorial features of the area;
7) the possibilities of observing the daily routine, alternating educational and recreational activities during the shift;
8) the profile of shifts in the areas of additional education for children.
6. The results of the analysis are used to determine the goals, objectives, content, forms and deadlines for the implementation of the Program. The results of the analysis are formalized by a protocol decision, which is signed by the persons who conducted the analysis and the head of the Organization.
7. Based on a protocol decision, the Organization issues an order indicating the name of the Program, the age category of minors, the duration of the Program, the forms and conditions of its implementation.
8. The program is developed in accordance with:
1) By Order of the Minister of Education of the Republic of Kazakhstan dated August 31, 2022 No. 385 "On approval of Standard Rules for the activities of educational organizations of appropriate types and types, with the exception of organizations of higher and postgraduate education" (registered in the Register of State Registration of Regulatory Legal Acts No. 29329);
2) By Order of the Minister of Education of the Republic of Kazakhstan dated October 7, 2025 No. 237 "On approval of the Rules for the organization of children's health and recreation in educational institutions" (registered in the Register of State Registration of Regulatory Legal Acts No. 37091);
3) By Order of the Minister of Health of the Republic of Kazakhstan dated August 10, 2022 No. KR DSM-78 "On approval of Sanitary Rules "Sanitary and epidemiological requirements for children's health and sanatorium facilities" (registered in the Register of State Registration of Regulatory Legal Acts under No. 29092);
4) by Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated November 3, 2014 No. 68 "On approval of Safety Rules during physical education and Sports classes" (registered in the Register of State Registration of Regulatory Legal Acts No. 9923).
9. The structure and content of the Program must comply with the Requirements stipulated in Chapter 4 of these Rules.
The program is designed according to the requirements specified in the appendix to these Rules.
10. Before sending the draft Program to the Authorized Body for approval, it is posted for public discussion on the Organization's Internet resource and (or) the Internet resource of the educational management body, which provides feedback functionality for receiving comments and suggestions from individuals and legal entities.
The term of public discussion of the Program is not less than 10 (ten) working days from the date of posting on the Internet resource of the Organization and (or) the Internet resource of the educational management body.
11. Based on the results of the public discussion, the Organization provides a reasoned response on the acceptance or rejection of the received proposals and comments. Comments and/or suggestions received from individuals and legal entities during the public discussion of the Draft Program are subject to mandatory consideration by the Organization.
12. The content of the approved Program is updated at least once every three years.
13. To update the approved Program, the Organization analyzes the legislation of the Republic of Kazakhstan, the results of monitoring the effectiveness of the Program and formalizes them with a protocol.
The updated Program is coordinated and approved in accordance with Chapter 3 of these Rules.
Chapter 3. Procedure for approving and approving the Program
14. To coordinate the Program, the Organization sends the following documents in the state and Russian languages to the Authorized Body in electronic form through the E-Otinish information system:
1) an application in the form determined by the Organization;
2) Draft Program;
3) a copy of the protocol decision in accordance with paragraph 6 of these Rules;
4) a copy of the order in accordance with paragraph 7 of these Rules;
5) a link to the draft Program posted for public discussion.
The documents are sent in formats that make it possible to read and save the contents of the document, and are signed with an electronic digital signature of the head of the Organization or an authorized person in accordance with the legislation of the Republic of Kazakhstan on electronic documents and electronic digital signatures.
15. To coordinate the draft Program, the Authorized Body creates an advisory body for a period of three years.
16. The personal composition of the advisory body and its regulations are approved by the order of the Authorized Body.
The advisory body includes specialists in the field of education, upbringing, children's recreation and recreation, healthcare, psychology, physical culture and sports who have higher and (or) postgraduate education and work experience of at least 3 (three) years. years in the field of additional education for children, recreation and recreation for children.
17. The quantitative composition of the consultative and advisory body is not less than 9 (nine) members and is formed in an odd number.
18. A meeting of the consultative and advisory body is considered competent with the participation of at least two thirds of the total number of its members.
Meetings are held in person, by correspondence and (or) remotely.
Decisions are made by open voting with a simple majority of votes from the number of members present. In case of equality of votes, the chairman's vote is decisive.
19. The members of the advisory body take measures to prevent and resolve conflicts of interest.
If there is a conflict of interest, a member of the advisory body is obliged to recuse himself and does not participate in the consideration of the relevant draft Program and making a decision on it.
20. The consultative and advisory body is headed by the Chairman, who carries out the general management of its activities, determines the date and agenda of meetings and chairs the meetings.
21. Meetings of the consultative and advisory body are held as necessary, but not less than one meeting for each draft Program within the time limit for consideration established by paragraph 25 of these Rules.
22. Organizational support for the activities of the consultative and advisory body is provided by the secretary, who ensures the preparation of materials for the meeting and the keeping of minutes, is not a member of the consultative and advisory body and does not have the right to vote.
23. The minutes of the meeting of the advisory body shall be signed by the chairman and the secretary within three (3) working days from the date of its holding.
The expert opinion of the advisory body is sent to the Authorized Body within two (2) working days from the date of signing the minutes of the meeting.
24. The authorized body, within two (2) business days from the date of registration of the documents, sends the draft Program for consideration to the advisory body.
In case of submission of an incomplete package of documents specified in paragraph 14 of these Rules, the application is not subject to registration. The authorized body, within two (2) business days from the date of receipt of the documents, notifies the Organization of the non-registration of the application, indicating the reasons and the list of missing documents. After the elimination of these comments, the Organization has the right to resend the documents in accordance with the procedure provided for in these Rules.
25. The term of consideration of the draft Program by the advisory body is not more than 15 (fifteen) working days.
Based on the results of the review of the draft Program, the advisory body sends an expert opinion with one of the following decisions::
1) recommend approval of the draft Program;
2) do not recommend the approval of the draft Program.
The grounds for refusal to approve the draft Program are:
1) non-compliance of the draft Program with the requirements of the legislation of the Republic of Kazakhstan in the field of education, rehabilitation and recreation of minors;
2) non-compliance of the structure and content of the Program with the requirements of these Rules;
3) the absence of a copy of the protocol decision provided for in paragraph 6 of these Rules;
4) the absence of a copy of the order provided for in paragraph 7 of these Rules;
5) the lack of consideration of the results of the public discussion of the draft Program.
26. The decision of the advisory body on the recommendation or non-recommendation for the approval of the draft Program is carried out according to the following criteria:
1) compliance of the draft Program with the requirements of the legislation of the Republic of Kazakhstan in the field of education and rehabilitation of minors;
2) compliance of the structure and content of the Program with the requirements stipulated in Chapter 4 of these Rules;
3) the validity of the goals, objectives and expected results of the Program, their measurability and achievability, as well as taking into account the results of the public discussion of the draft Program and the validity of the decisions taken on them;
4) ensuring a balance of educational and recreational activities, taking into account the age, psychophysiological characteristics of minors and the conditions of the Program.
The decision not to recommend approval of the draft Program is made only if the draft Program does not meet one or more of the criteria specified in this paragraph, with the mandatory indication in the expert opinion of specific grounds and recommendations for finalizing the draft Program.
27. The conclusion reflects the date and number of the minutes of the meeting of the advisory body.
28. The authorized body, based on the expert opinion of the advisory body, shall, within 5 (five) working days from the date of its receipt, decide on the approval or refusal to approve the draft Program and send the appropriate notification to the Organization with a copy of the expert opinion of the advisory body attached.
In case of refusal to approve the draft Program, the expert opinion contains recommendations for finalizing the draft Program and eliminating the identified comments.
29. The authorized body, prior to making a decision on the draft Program to refuse to approve the Program or to make comments that worsen the applicant's situation, ensures that a hearing is held in accordance with article 73 of the Administrative Procedural Code of the Republic of Kazakhstan.
30. After receiving a reasoned refusal to approve the draft Program, the Organization has the right to re-submit the draft Program to the Authorized Body in accordance with the procedure provided for in these Rules.
31. The draft Program agreed with the Authorized Body is entered into the register of educational and recreational programs (hereinafter referred to as the Register), which is maintained by the Authorized Body in electronic form.
The Register includes information about the name of the Program, the Developing Organization, the date of approval and the deadline for the implementation of the Program.
Information is entered into the Register within 3 (three) business days from the date of approval of the draft Program.
The information in the Registry is changed based on the request of the Organization when making changes to the agreed Program.
The Program is excluded from the Registry in the following cases::
1) termination of the Program implementation;
2) refusal to approve the updated Program;
3) requests from the Organization to terminate the Program;
4) failure to provide an updated Program in the manner and within the time limits stipulated by these Rules.
32. The Register contains the name of the Programs agreed with the Authorized Body, the name of the Developer Organization, the date of approval and the deadline for the implementation of the Program. The register is posted on the Internet resource of the Authorized Body.
33. The program is approved by the order of the Organization within 3 (three) business days after receiving the consent of the Authorized Body.
34. An organization whose rights and legitimate interests are affected by the adopted decision has the right to appeal an administrative act, actions (inaction) An authorized body and (or) an advisory body in accordance with the Administrative Procedural Code of the Republic of Kazakhstan.
Chapter 4. Requirements for the structure and content of the Program
35. The Program structure ensures logical consistency, integrity and completeness and includes the following sections:
1) General provisions;
2) Glossary;
3) orientation and subject matter;
4) purpose, objectives and expected results;
5) structure and content of 2 modules: educational and wellness;
6) terms of implementation;
7) personnel and methodological support;
8) monitoring and evaluation of implementation results;
9) a list of the main and additional literature.
36. The content of the Program is formed taking into account the age, psychological and physiological characteristics of minors, the duration of the shift, the profile orientation of the shift in the areas of additional education for children and the mode of functioning of the Organization (year-round and seasonal).
37. The "General provisions" section contains:
1) the name of the Program;
2) information about the Organization implementing the Program;
3) the legal basis for the development of the Program;
4) Duration of the Program;
5) the age category of minors.
38. The Glossary section contains a list of terms and concepts used in the Program and their normative definitions or definitions used within the framework of the Program.
39. The section "Orientation and subject matter" contains:
1) indication of the profile orientation of the Program in the areas of additional education for children;
2) description of the thematic content of the Program;
3) justification of the relevance of the chosen orientation;
4) characteristics of the target audience;
5) a description of the novelty of the Program or its distinctive features in comparison with similar programs.
40. The section "Purpose, objectives and expected results" contains:
1) the formulation of the Program's purpose, reflecting the comprehensive educational, educational and health-improving effects on minors;
2) the list of objectives of the Program, grouped by educational and wellness modules;
3) a description of the expected results of the Program, including educational, health, personal and social outcomes;
4) an indication of the measurability and verifiability of the expected results at the end of the shift.
41. The section "Structure and content" includes a description of the educational and wellness modules and contains the Requirements provided for in paragraphs 42-51 of these Rules.
42. The content of the educational module of the Year-round Organization Program is a set and integrity of educational activities in order to ensure continuity during the educational process and the developing component of the educational process of additional education for children.
43. The educational module of the Year-round Organization Program includes:
1) practice-oriented additional education classes for children in fundamental subjects (algebra, geometry, physics, chemistry, biology) using a STEM approach based on STEM laboratories (at least 2 classes per day);
2) educational classes, project, research and creative activities, workshops, trainings, laboratory and practical work through interest groups and sections (at least 2 classes per day);
3) educational activities (at least 2 activities per day).
44. The content of the educational module of the Seasonal Action Management Program is a set of educational activities and includes:
1) educational classes, project, research and creative activities through interest groups and sections (at least 2 classes per day);
2) practice-oriented classes through workshops, trainings, laboratory and practical work (at least 2 classes per day);
3) educational activities and projects (at least 2 activities per day).
45. The volume, content and intensity of educational activities are determined taking into account the permissible workload of students of the appropriate age and are distributed by shift days to ensure a balance of educational and recreational activities.
46. Educational activities and projects of the educational module of the Program of year-round and seasonal organizations are carried out taking into account the age and psychological characteristics of children, the profile orientation of the shift, and the national values of the Republic of Kazakhstan.
47. Educational activities and projects of the educational module of the Program of year-round and seasonal Organizations are aimed at:
1) the formation of civic responsibility, patriotism and respect for cultural heritage;
2) developing communication, collaboration and teamwork skills;
3) development of creative, leadership and personal abilities;
4) formation of ecological culture and social activity;
5) the formation of positive behavior and a safe lifestyle.
48. The content of the wellness module of the Program is a set of wellness activities and is aimed at strengthening the physical and psycho-emotional health of minors, preventing diseases, developing sustainable healthy lifestyle skills in accordance with sanitary and epidemiological requirements, medical indications and age characteristics of children, climatic and natural conditions of the area.
49. The wellness module includes:
1) physical activity activities (gymnastics, sports games, physical education classes);
2) Child tempering activities;
3) disease prevention measures;
4) measures for proper nutrition and compliance with the drinking regime;
5) ensuring optimal daily routine and rest;
6) measures for the psychological support and emotional well-being of children.
50. The wellness module does not exceed 3 academic hours per day. The volume and intensity of recreational activities are commensurate with the educational load and distributed evenly throughout the shift.
51. The program provides a balance of educational and recreational activities.
52. The "Terms of Implementation" section contains a description:
1) material and technical conditions (premises, equipment, infrastructure);
2) living conditions in accordance with sanitary and epidemiological requirements;
3) organization of daily routine, nutrition and rest;
4) medical support and preventive measures;
5) ensuring the protection of the life and health of minors, including fire and anti-terrorist security;
6) consideration of climatic and natural features of the area;
7) accessibility and safety of the environment for children with special educational needs (with their participation).
53. The section "Personnel and methodological support" contains:
1) information on the composition of teaching, medical and other staff involved in the implementation of the Program;
2) requirements for the qualification of personnel in accordance with standard qualification characteristics;
3) the distribution of functional responsibilities among the participants in the implementation of the Program;
4) description of the methods used, educational technologies and forms of work;
5) a list of educational, methodical and didactic materials.
54. The section "Monitoring and evaluation of implementation results" contains:
1) forms of current and final monitoring of the Program implementation;
2) indicators and criteria for evaluating the achievement of expected results;
3) methods of collecting and analyzing information (observation, questionnaires, participation analysis, etc.);
4) the procedure for taking into account the monitoring results when adjusting the Program.
55. The section "List of main and additional literature" contains a list of:
1) educational and methodical materials;
2) scientific, methodological and reference publications;
3) electronic resources and official Internet sources (if available);
4) current sources, Kazakh and foreign sources for the last 5 years.
56. The Program is subject to revision in the event of changes in the legislation of the Republic of Kazakhstan, the conditions for the implementation of the Program (logistical, personnel, sanitary-epidemiological and financial conditions), as well as the results of monitoring the effectiveness of its implementation, carried out in accordance with paragraph 54 of these Rules.
Appendix to the Rules on the Development, Coordination and approval of educational and recreational programs for adults, as well as requirements for their structure and content
Program Design Requirements
The text is provided in *docx format, taking into account the following parameters:
1) the page format is A4;
2) font – "Times New Roman" size No. 14;
3) line spacing – single;
4) paragraph indentation (first line) – 1.25 cm;
5) margins: on the left – 2.5 cm, on the right – 1.5 cm, headers and footers – 2.5 cm.
6) the name, sections, chapters of the Program are highlighted in bold.
The title page contains:
1) the name of the program;
2) place and year of development.
