About the activities of the Kazakh Red Crescent and Red Cross Society

DECREE of the President of the Republic of Kazakhstan dated April 17, 1992 N 720

 

In accordance with the principles of the Alma Ata Declaration of December 21, 1991, guided by the Geneva Conventions of 1949 and the Additional Protocols of 1977, ratified by the USSR in 1954 and 1989, respectively.,

I DECREE:      

1. To recognize the Kazakh Red Crescent and Red Cross Society as authorized, on the basis of article 26 of the First Geneva Convention of 1949, to provide assistance to regular medical services of the armed forces during an armed conflict.     

2. To approve the attached Regulations on the Kazakh Red Crescent and Red Cross Society.      

3. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall ensure the registration of exit documents for employees of the Kazakh Red Crescent and Red Cross Society in accordance with the procedure provided for state institutions.      

4. The Cabinet of Ministers of the Republic of Kazakhstan should submit proposals to the Supreme Council of the Republic of Kazakhstan.:      

on the exemption of committees, organizations, educational, medical and social institutions and enterprises of the Kazakh Red Crescent and Red Cross Society, in accordance with international practice, from paying taxes (except income), excise taxes, customs duties, as well as other payments to the republican and local budgets;      

about the system of benefits for enterprises and organizations that send part of their profits to the Kazakh Red Crescent and Red Cross Society for its full-fledged activities.      

5. Ministries, departments, organizations, institutions of the Republic of Kazakhstan should provide the Red Crescent and Red Cross Committees with the necessary assistance in their work.      

6. The Ministry of Material Resources of the Republic of Kazakhstan should ensure the provision of resources to the Red Crescent Committees andThe Red Cross in accordance with the procedure established for government agencies andinstitutions.

7. The Cabinet of Ministers of the Republic of Kazakhstan, together withThe National Committee of the Kazakh Red Crescent Society andTo submit a draft to the Supreme Council of the Republic of Kazakhstan of the Red CrossThe Law on the Activities of the Kazakh Red Crescent Society andThe Red Cross.Presidentof the Republic of Kazakhstan

about the Kazakh Red Crescentand Red Cross Society

     

1. The Kazakh Red Crescent and Red Cross Society is a voluntary society for providing assistance and assistance to local authorities in the humanitarian field, with the main goal of preventing and alleviating human suffering, regardless of nationality, gender, religious and political views.      

2. The Kazakh Red Crescent and Red Cross Society is authorized by:      

to act in the event of an armed conflict, and in peacetime to be ready to act in all areas defined by the Geneva Conventions; to organize programs and emergency services for victims of natural disasters within the republic and individual territories, as well as to participate in the organization of international programs of such assistance.;      

contribute to the improvement of public health through special training and support programs implemented at the national and territorial levels.;      

participate in social support for low-income segments of the population, as well as organize specific assistance to groups in special need (single elderly people, mothers with many children, children);      

to select, train and direct the actions of full-time employees and volunteers necessary for the implementation of programs;      

promote the participation of children and youth in programs;      

To promote the ideals and principles of the international Red Cross and Red Crescent movement, as well as international humanitarian law, in order to educate the population, especially children and youth, in the ideals of peace, mutual respect and understanding among all people and peoples.      

3. The Kazakh Red Crescent and Red Cross Society is the only Red Cross society/The Red Crescent Society in the Republic of Kazakhstan, which operates throughout the Republic. After being recognized by the International Committee of the Red Cross, it will be part of the international Red Cross and Red Crescent Movement.      

The Kazakh Red Crescent and Red Cross Society operates in accordance with the Geneva Agreements of 1949, the Additional Protocols of 1977, the laws of the Republic of Kazakhstan and the Basic Principles of the International Red Cross and Red Crescent Movement.      The Company carries out its activities in accordance with the Charter adopted by the Congress, and in the period between congresses coordinates its actions through the National Committee located in Alma Ata.      

4. The Kazakh Red Crescent and Red Cross Society uses as its emblem the combined symbols of the Red Crescent and Red Cross on a white background in all cases stipulated by the International Conference of the Red Cross and Red Crescent, in accordance with the Geneva Conventions of 1949, this Decree and the Rules on the Use of the Emblem by National Societies.      

Any use of the Red Cross and Red Crescent emblem that is not provided for in the Geneva Conventions of 1949 is prohibited.      

5. The Kazakh Red Crescent and Red Cross Society within the framework defined by its functions:      

acquires, owns and manages any property that may be useful to society;      

accepts unlimited deposits, real estate and assistance in any form from individuals, government agencies, enterprises and public organizations;      

establishes and manages reserves, insurance and other funds for its staff or any of its other activities.
