On measures to ensure the safety of air transport in the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated August 31, 1992 No. 899

 In order to implement the interstate Agreement on Civil Aviation and the use of airspace in the territory of the Republic of Kazakhstan, ensure the safety of air transport, further improve the reliability of aviation equipment and its competitiveness in the international market, I hereby decree:      

1. To establish that in matters of accident investigation, certification of aircraft, international and categorized airfields, and their equipment, operators, developers and manufacturers of aviation equipment, as well as government agencies of civil aviation and industry, are guided by the rules that are put into effect by the Council of States Parties to the Agreement on Civil Aviation and the Use of Airspace.      

2. The audit investigation of aviation accidents involving the interests of two or more states, certification of aircraft, developers and manufacturers of aviation equipment, operators engaged in international transportation, as well as international and categorized airfields and their equipment, with the issuance of relevant documents, are conducted on the territory of the Republic of Kazakhstan by the Interstate Aviation Committee, taking into account the recommendations of the International Civil Aviation Organization. (ICAO) and compliance with the legislation of the Republic of Kazakhstan.      

3. To approve by the plenipotentiary representatives of the Republic of Kazakhstan in the Council of the States Parties to the Agreement on Civil Aviation and on the Use of Airspace, adopted in December 1991 in Minsk:      

- Head of the Kazakh Civil Aviation Administration;      

- Commander of the Air Force of the Republic of Kazakhstan.      

4. The Government of the Republic of Kazakhstan, the heads of regional, city and district administrations, enterprises and organizations shall provide the necessary assistance and assistance to the Interstate Aviation Committee in the investigation of aviation accidents and the elimination of their consequences.
