On measures to further ensure the interests of the state in the oil and gas sector of the country's economy

In order to increase the level of ensuring and protecting the interests of the Republic of Kazakhstan in the oil and gas sector of the country's economy, I hereby decree:
1. To form a closed joint-stock company "National Company "KazMunayGas" by merging closed joint-stock companies "National Oil and Gas Company "Kazakhoil" and "National Company "Oil and Gas Transport" (hereinafter - CJSC).
2. The main subject of the Company's activity is to determine:
participation in the implementation of the unified state policy in the oil and gas industry;
ensuring efficient and rational development of the republic's oil and gas resources;
participation in the development of a strategy for the use, reproduction and further increase of oil and gas resources;
representation of state interests in contracts with contractors engaged in oil and gas operations, in accordance with the procedure established by law, through mandatory equity participation in contracts;
participation in the organization of tenders for oil and gas operations in the territory of the Republic of Kazakhstan;
corporate governance and monitoring of exploration, development, production, processing, sale, transportation of hydrocarbons, design, construction, operation of oil and gas pipelines and oil and gas field infrastructure;
participation in accordance with the procedure established by law in domestic and international projects of the Republic of Kazakhstan on oil and gas operations.
3. To the Government of the Republic of Kazakhstan:
Take measures to consolidate assets and optimize the tasks and functions performed by organizations whose shares and shares in the authorized capital are owned and/or managed by reorganized joint-stock companies; take all necessary measures resulting from this Decree within three months.
4. To make the following amendment to the Decree of the President of the Republic of Kazakhstan dated December 13, 2000 No. 507 "On reorganization, abolition and formation of certain State bodies of the Republic of Kazakhstan":
Sub-paragraph 3) of paragraph 3 should be deleted.
5. This Decree comes into force from the date of signing.
