On measures for further improvement of the public administration system of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated March 18, 2025 No. 818

  In accordance with subparagraph 5) of Article 44 of the Constitution of the Republic of Kazakhstan, in order to further develop the nuclear industry and strengthen nuclear safety, I HEREBY DECREE:

     1. To establish the Atomic Energy Agency of the Republic of Kazakhstan (hereinafter – the Agency) as a state body directly subordinate and accountable to the President of the Republic of Kazakhstan, with the transfer to him of the functions and powers of the Ministry of Energy of the Republic of Kazakhstan in the areas of subsoil use in terms of uranium mining, the use of atomic energy, ensuring radiation safety of the population, the creation and operation of the Semipalatinsk Nuclear Safety Zone.

     2. To determine the Agency as the legal successor of the rights and obligations of the Ministry of Energy of the Republic of Kazakhstan within the limits of the transferred functions and powers.

     3. To make the following addition to the Decree of the President of the Republic of Kazakhstan dated March 11, 2008 No. 552 "On approval of the Regulations on the Administration of the President of the Republic of Kazakhstan":

     The list of state bodies directly subordinate to and accountable to the President of the Republic of Kazakhstan, approved by the above-mentioned Decree, should be supplemented with the following line:

     "Agency of the Republic of Kazakhstan for Atomic Energy".

     4. Administration of the President of the Republic of Kazakhstan:

     1) submit to the President of the Republic of Kazakhstan for consideration:

     together with the Chairman of the Agency, draft regulations on the Agency and its structure;

     together with the Government of the Republic of Kazakhstan, proposals on the redistribution of staff from the Ministry of Energy of the Republic of Kazakhstan and relevant subordinate organizations to the Agency;

     2) take other measures to implement this Decree.

     5. The Government of the Republic of Kazakhstan should ensure:

     1) in coordination with the Administration of the President of the Republic of Kazakhstan, the redistribution of the staffing of the Ministry of Energy of the Republic of Kazakhstan and relevant subordinate organizations;

     2) taking other measures to implement this Decree.

     6. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     7. This Decree shall enter into force from the date of its signing.
