On measures to create and ensure the activities of social and entrepreneurial corporations

     In order to increase the effectiveness of regional development within the framework of industrial and innovation policy, I HEREBY DECREE:

     1. To the Government of the Republic of Kazakhstan in accordance with the procedure established by law:

     1) as a pilot project, create a joint-stock company "National Company "Social and Entrepreneurial Corporation "Saryarka" (hereinafter - JSC NC SEC Saryarka) with one hundred percent participation of the state in its authorized capital and determine the location of the city of Astana;

     2) to determine the main subject of the activity of NC NC Saryarka JSC to promote the economic development of Akmola, Karaganda regions and Astana city by consolidating the public and private sectors, creating a single economic market based on a cluster approach, creating a favorable economic environment for attracting investment and innovation, participating in the development and implementation of programs aimed at social regional development, as well as exploration, extraction, and processing of minerals, including common ones, with the exception of the following minerals: gas (except methane extracted from coal seams), oil, uranium;

     3) to approve the memorandum on the basic principles of the activities of NC NC Saryarka JSC;

     4) ensure the transfer of state assets necessary for the activities of NC NC Saryarka JSC, including land plots and objects of republican and communal ownership, including payment for their authorized capital.;

     5) make appropriate amendments and additions to regulatory legal acts;

     6) take other measures resulting from this Decree.

     2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     3. This Decree shall enter into force from the date of signing.
