On measures to establish and support the activities of the social and entrepreneurial corporations "Kaspiy", "Tobol" and "Batys"

Decree of the President of the Republic of Kazakhstan dated September 17, 2007 No. 407

     In order to increase the effectiveness of regional development within the framework of industrial and innovation policy, I HEREBY DECREE:

     1. The Government of the Republic of Kazakhstan, in accordance with the procedure established by law: 1) to establish joint-stock companies with one hundred percent state participation in their authorized capitals - National Company Social and Entrepreneurial Corporation Kaspiy (hereinafter referred to as NC SEC Kaspiy JSC) with its location in Aktau, the National Company Socio-Entrepreneurial Corporation Tobol (hereinafter referred to as NC SEC Tobol JSC) with its location in Kostanay, and the National Company Socio-Entrepreneurial Corporation Batys (hereinafter referred to as - JSC NC SEC Batys) with a location in the city of Aktobe;      2) to identify the main subject of activity of NC SEC Kaspiy JSC as assistance to the economic development of Atyrau and Mangystau regions, NC SEC Tobol JSC in North Kazakhstan and Kostanay regions, and NC SEC Batys JSC - West Kazakhstan and Aktobe regions by consolidating the public and private sectors, creating a single economic market based on a cluster approach, creating a favorable economic environment for attracting investment and innovation, participating in the development and implementation of programs aimed at the social development of the regions, as well as exploration, production, and processing of minerals, including common ones., with the exception of the following minerals: gas (except methane extracted from coal seams), oil, uranium;      3) to approve the memoranda on the basic principles of the activities of JSC NC SEC Kaspiy, JSC NC SEC Tobol" and JSC NC SEC Batys; 4) ensure the transfer of state assets necessary for the activities of JSC NC SEC Kaspiy, JSC NC SEC Tobol and JSC NC SEC Batys, including land plots and objects of republican, communal ownership, including including the payment of their authorized capital; 5) make appropriate amendments and additions to regulatory legal acts; 6) take other measures arising from this Decree.      The footnote.      2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     3. This Decree shall enter into force from the date of signing.
