On the rehabilitation of citizens held accountable for their participation in the events of December 17-18, 1986 in Kazakhstan
Decree of the President of the Republic of Kazakhstan dated December 12, 1991 No. 540
On December 17-18, in Alma Ata and certain regional centers, a democratically minded part of the working, student and student youth demonstrated in protest at the dictate of the Center, which imposed its representative on the head of the republic and thereby provoked opposition and a negative reaction from citizens. Many participants in these events were unreasonably brought to criminal, administrative and disciplinary responsibility.
Guided by the principles of humanism, objectivity and justice, I HEREBY DECREE:
1. Persons brought to criminal, administrative and disciplinary responsibility for their participation in the events of December 17-18, 1986 in Kazakhstan shall be considered rehabilitated.
2. This Decree does not apply to persons convicted of committing premeditated murders and assaults on the life of a police officer, a national vigilante, in respect of whom the current procedure for reviewing criminal cases remains in place.
3. To propose to the Supreme Council of the Republic of Kazakhstan to consider canceling the Decrees of the Presidium of the Supreme Council of the Kazakh SSR on awarding state awards to military personnel of the internal troops and law enforcement officers of the republic in connection with the December 1986 events in Alma Ata, as mistakenly adopted.
To make a proposal to the Supreme Soviet of the USSR to repeal the decrees of the Presidium of the Supreme Soviet of the USSR on awarding orders and medals of the USSR to all officials presented with awards on this occasion, based on the same motives.
4. To declare December 17 the Day of Democratic Renewal of the Republic of Kazakhstan.
This Decree comes into force from the moment of signing.
