I decree:
1. To approve the draft Agreement between the Republic of Kazakhstan and the Russian Federation on cooperation and cooperation in the protection of the Kazakh-Russian state border.
2. To sign an agreement between the Republic of Kazakhstan and the Russian Federation on cooperation and cooperation in the protection of the Kazakh-Russian state border.
3. This Decree comes into force from the date of signing.

The Republic of Kazakhstan and the Russian Federation, hereinafter referred to as the Parties, reaffirming their commitment The Treaty on Friendship, Cooperation and Mutual Assistance between the Republic of Kazakhstan and the Russian Federation dated May 25, 1992 and the Treaty between the Republic of Kazakhstan and the Russian Federation on Joint Efforts in Protecting External Borders dated June 30, 1995, taking into account the need for cooperation and improved interaction in order to counter international terrorism and curb illegal actions on the state border, Recognizing the need to combine efforts in ensuring law and order on the Kazakh-Russian state border, we have agreed on the following:
Article 1
For the purposes of this Agreement, the Kazakh-Russian state border, until the entry into force of the relevant international agreement between the Parties on the state border, is understood to be the administrative-territorial border between the Kazakh Soviet Socialist Republic and the Russian Soviet Federative Socialist Republic.
Article 2
To implement the provisions of this Agreement, the Parties appoint authorized bodies: on the part of the Republic of Kazakhstan - the Border Service of the National Security Committee of the Republic of Kazakhstan; on the part of the Russian Federation - the Border Service of the Federal Security Service of the Russian Federation. In the event of a change in the official name of the authorized body, the Parties shall immediately notify each other through diplomatic channels.
Article 3
The authorized bodies of the Parties, taking into account mutual interests and on the basis of their national legislations, carry out cooperation and interaction in the following areas: exchange of information of mutual interest; combating terrorism and extremism, smuggling of weapons, ammunition, explosives and toxic substances, radioactive materials; combating illegal migration and illegal movement of narcotic drugs, psychotropic substances and precursors across the Kazakh-Russian state border; implementation of coordinated measures to curb illegal activities on the Kazakh-Russian state border; operational search activities in the interests of protecting the Kazakh-Russian state border; exchange of experience in border protection, border control, training of specialists, as well as in the use of technical means used in the protection of state borders; exchange of legislative and other regulatory legal acts on issues related to the protection of the state border, as well as scientific publications and other information materials; training of officers, as well as other specialists. The authorized bodies of the Parties also cooperate in other areas of mutual interest.
Article 4
The authorized bodies of the Parties shall cooperate in accordance with Article 3 in the following forms: implementation of agreed measures and programs in the interests of fulfilling this Agreement; interaction and exchange of experience in areas of cooperation; identification of illegal actions across the Kazakh-Russian state border, as well as at checkpoints across it.
Article 5
For the prompt settlement of issues arising on the Kazakh-Russian state border, the authorized bodies of the Parties appoint border representatives and organize their work. The procedure for the activities of border representatives is determined by a separate agreement.
Article 6
In order to ensure the protection of the Kazakh-Russian state border, the Parties will organize cooperation on operational search activities. The authorized bodies of the Parties determine the procedure for cooperation and interaction in operational search activities by a separate agreement.
Article 7
The authorized bodies of the Parties shall organize the exchange of information on issues within their competence. The authorized bodies of the Parties determine the procedure for information exchange by a separate agreement.
Article 8
The procedure for cooperation and interaction of the authorized bodies of the Parties in the northern part of the Caspian Sea is determined by a separate agreement.
Article 9
In order to implement measures to comply with the provisions of this Agreement, the Parties grant the right to authorized bodies by mutual agreement to conclude relevant agreements in accordance with the legislation of the Parties.
Article 10
This Treaty is not directed against third States and does not affect the rights and obligations of the Parties arising from other international treaties to which they are parties.
Article 11
Disagreements regarding the interpretation and application of this Treaty shall be resolved through negotiations and consultations. By mutual agreement of the Parties, amendments and additions may be made to this Agreement, formalized in separate protocols, which will be an integral part of it.
Article 12
This Agreement shall enter into force on the date of receipt of the last written notification that the Parties have completed the internal procedures necessary for its entry into force. This Agreement is concluded for an indefinite period and is valid until the expiration of six months from the date when one of the Parties notifies the other Party through diplomatic channels of its intention to terminate it. Committed in _______ "__" ________ 200_ in two copies, each in Kazakh and Russian, both texts having the same validity. In case of disagreement in the interpretation of the provisions of this Agreement, the Parties will refer to the text in Russian.
