On the signing of a Memorandum between the Republic of Kazakhstan and the Russian Federation on the further development of cooperation on ensuring the operation of the Baikonur complex

Decree of the President of the Republic of Kazakhstan dated January 9, 2004 No. 1276

I decree:    

1. To approve the draft Memorandum between the Republic of Kazakhstan and the Russian Federation on the further development of cooperation on ensuring the operation of the Baikonur complex.    

2. To sign a Memorandum between the Republic of Kazakhstan and the Russian Federation on the further development of cooperation on ensuring the operation of the Baikonur complex.    

3. This Decree comes into force from the date of signing.

   Memorandum between the Republic of Kazakhstan and the Russian Federation on the further development of cooperation on the issue of ensuring the functioning of the Baikonur complex

           The President of the Republic of Kazakhstan and the President of the Russian Federation, developing the provisions The Agreement between the Republic of Kazakhstan and the Russian Federation on the Basic Principles and conditions for the Use of the Baikonur Cosmodrome dated March 28, 1994, as well as other agreements and arrangements forming the legal basis for cooperation at the Baikonur complex, confirming the interest of both states in expanding bilateral and international cooperation on the use of the Baikonur cosmodrome in the process of research and the use of outer space,      Expressing satisfaction with the results of joint efforts to preserve and develop the infrastructure of the Baikonur complex under the terms of its lease by the Russian Federation, as well as work to assess the impact of rocket and space activities on the environment of the Republic of Kazakhstan, instruct the Governments of the Republic of Kazakhstan and the Russian Federation during 2004:    

1. To make agreed amendments and additions to the following bilateral agreements: The Lease Agreement for the Baikonur Complex between the Government of the Republic of Kazakhstan and the Government of the Russian Federation dated December 10, 1994 and the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on Cooperation between Law Enforcement Agencies in Ensuring Law and Order on the Territory of the Baikonur Complex dated October 4, 1997 on issues of ensuring the constitutional rights and freedoms of citizens;      Agreement between the Republic of Kazakhstan and the Russian Federation on the status of the city of Baikonur, the procedure for the formation and status of its executive authorities dated December 23, 1995 on the expansion of the list and participation of government bodies of the Republic of Kazakhstan in addressing issues of the city of Baikonur;      Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on Ecology and Nature Management on the territory of the Baikonur complex under the terms of its lease by the Russian Federation dated October 4, 1997 in order to bring it in line with the requirements of the environmental legislation of both states.    

2. To accelerate the coordination of the issue of land reclamation in the locations of the liquidated silo launchers of intercontinental ballistic missiles at the Leninsk test site and the launch site of the Leninsk-1 space objects of the Baikonur complex.    

3. To develop and coordinate a program for celebrating the 50th anniversary of the Baikonur Cosmodrome.      They take note that the Government of the Republic of Kazakhstan will take the necessary measures to join the Missile Technology Control Regime of the Republic of Kazakhstan.      The President of the Republic of Kazakhstan and the President of the Russian Federation confirm the unity of positions on the entire range of issues related to ensuring the functioning of the Baikonur complex, and highly appreciate the joint activities of the Parties to develop cooperation in the field of space exploration and use.
