In order to further strengthen and develop Kazakh-Chinese relations, friendship and cooperation
I decree:
1. To sign the Program of Cooperation between the Republic of Kazakhstan and the People's Republic of China for 2003-2008 to the Secretary of State of the Republic of Kazakhstan - Minister of Foreign Affairs of the Republic of Kazakhstan Tokayev Kasymzhomart Kemelevich.
2. This Decree comes into force from the date of signing.

Cooperation program between the Republic of Kazakhstan and the Chinese People's Republic for 2003-2008
In accordance with the Treaty on Good-Neighborliness, Friendship and Cooperation between the Republic of Kazakhstan and the People's Republic of China, signed in Beijing on December 23, 2002, on the basis of agreements between the leaders of the two states on strengthening and developing Kazakh-Chinese friendship and cooperation relations, the Kazakh and Chinese sides agreed from 2003 to 2008 to develop friendly cooperation in the following areas: spheres:
I. Political sphere
1) To continue conducting mutual visits and strengthening high-level contacts between the Republic of Kazakhstan and the People's Republic of China, comprehensively promote cooperation between the two countries in the political, economic, military, cultural and humanitarian fields. 2) To establish an exchange between the Parliament of the Republic of Kazakhstan and the National People's Congress at various levels; To create a mechanism for relations between the political parties of Kazakhstan and the Communist Party of China, and to consider creating a mechanism for regular contacts between the Assembly of the Peoples of Kazakhstan, an advisory body under the President of the Republic of Kazakhstan, and the People's Political Consultative Council of China to study the experience of consolidating society. 3) Strengthen ties and hold consultations between the Ministries of Foreign Affairs of the two countries, and timely exchange views at various levels on bilateral relations, regional and international issues of mutual interest. To strengthen cooperation between the two countries within the framework of the United Nations and other international organizations. 4) To promote relations between public organizations of the Republic of Kazakhstan and the Chinese Society for Relations with Foreign Countries in order to strengthen contacts between the peoples of the two countries within the framework of public diplomacy. 5) To develop exchange between the border regions, districts and cities of the two countries, to promote mutual understanding and strengthen friendship and cooperation among the population living in the border area. 6) Hold regular consultations to develop measures aimed at preventing threats to international and regional security. 7) Strengthen coordination of activities for the further development of the Shanghai Cooperation Organization, continue cooperation within its framework to combat terrorism, separatism and extremism, strengthen regional security and stability, as well as promote common development, and conduct a constructive dialogue within the framework of the Conference on Interaction and Confidence-building Measures in Asia and the Boao Asian Forum.
II. Trade and economic sphere
1) To fully unleash and use the potential of the Intergovernmental Kazakh-Chinese Commission on Trade and Economic Cooperation, expand the areas of cooperation, improve the structure of trade and create conditions for fair competition. 2) Conclude a new Agreement on trade and economic cooperation between the two countries in accordance with the current state and prospects for the development of trade and economic cooperation. 3) To improve the investment climate and actively support enterprises of one country investing in the territory of another country based on the principles of coexistence, equality and mutual benefit. In accordance with the current legislation of both countries, to provide entrepreneurs of the two countries with more favorable conditions for trade and economic activities, to mutually create favorable conditions for entrepreneurs of the two countries in the field of consular issues and effectively protect the legitimate rights of citizens in the territories of the two countries. 4) Effectively use the existing infrastructure in the field of transport and communications, its further development, including railway, automobile, air transport, telecommunications, electronic commerce, postal communications and the Internet, as well as in the field of aerospace activities. 5) The Parties will promote, as a matter of priority, the following types of trade: steel and rolled steel, iron ore products, chemical products, services, machinery and equipment, consumer goods, agricultural and textile products, clothing. 6) Actively develop cooperation between central and commercial banks, and ensure favorable conditions for banks to operate in each other's territories in accordance with national laws and on the basis of relevant international obligations. 7) Cooperate within the framework of international economic organizations and forums, financial institutions, including on the issue of Kazakhstan's accession to the World Trade Organization. 8) To develop air transportation within the framework of the Kazakh-Chinese intergovernmental Agreement on Air Services dated October 18, 1993 on the basis of the principles of equality and mutual benefit in order to provide favorable conditions for the movement of passengers and cargo between the two countries.
III. The energy sector
1) To strengthen comprehensive cooperation between the two countries in the oil and gas sector, to encourage and support the participation of companies from the two countries in projects for the development of oil and gas resources in the territories of both states. 2) Actively study the oil pipeline construction project between Kazakhstan and China and work on its implementation. 3) To explore the possibility of cooperation in the construction of a gas pipeline from Kazakhstan to China. 4) To encourage and support Chinese enterprises involved in the development of the oil and gas resources of the Republic of Kazakhstan, in particular, in the exploration and development of oil and gas resources on the shelf of the Caspian Sea. 5) To sign an Agreement between the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan and the Ministry of Land and Natural Resources of the People's Republic of China on the implementation of a number of specific geological projects.
IV. Military and law enforcement sphere
1) On a bilateral basis and within the framework of the Shanghai Cooperation Organization, to hold consultations of delegations of the Ministries of Defense and general staffs on the international and regional situation, including coordination of the most important measures in the field of defense policy, as well as the fight against terrorism, separatism and extremism. 2) To consider and create a permanent mechanism for taking effective measures in the event of a crisis situation or a complication of the international or regional situation that could harm the security interests of one of the parties. Accelerate the entry into force Agreement between the Governments of the Republic of Kazakhstan and the People's Republic of China on the Prevention of Dangerous Military Activities dated December 23, 2002. 3) To expand the practice of exchanging military delegations at various levels, to share experiences in defense construction, reform of the armed forces, and training of military personnel and specialists. To continue the practice of familiarization and exchange of experience in the field of political, educational, cultural and mass work in the military, to increase the number of mutual tours of military song and dance ensembles of the armed forces of both states. 4) Fulfill the obligations assumed under the Agreements between Kazakhstan, China, Russia, Kyrgyzstan and Tajikistan on strengthening confidence-building measures in the military field dated April 26, 1996 and on mutual reduction of armed forces in the border area dated April 24, 1997, to carry out mutual inspections in accordance with the provisions of the Agreements. 5) To hold regular border representative meetings of the units of the Border Service of the National Security Committee of the Republic of Kazakhstan and the border units of the People's Liberation Army of China. To encourage the establishment and development of friendly relations and exchanges between the Border Troops of the National Security Committee of the Republic of Kazakhstan and the border units of the People's Liberation Army of China. 6) To expand and deepen contacts between the law enforcement agencies of the Republic of Kazakhstan and the People's Republic of China in a bilateral format and within the framework of the Shanghai Cooperation Organization. In accordance with national legislation and international obligations of the parties to strengthen cooperation in the fight against terrorism, separatism and extremism. Actively contribute to the establishment and improvement of the effectiveness of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization. 7) Constantly improve the bilateral legal framework and specify the forms of cooperation in the fight against organized crime, illegal border crossing, illicit trafficking and transportation of narcotic drugs, precursors, weapons and other forms of cross-border crime.
V. Scope of cooperation in the area of borders, transport and checkpoints
1) Take measures to develop and conclude an agreement on the regime of the Kazakh-Chinese state border. 2) Make full use of the possibilities of the Subcommittee on Transport and Checkpoints of the Intergovernmental Kazakh-Chinese Commission on Trade and Economic Cooperation. To improve the border regime, to pursue a policy of encouraging cross-border trade on the basis of equality and mutual benefit; to promote cooperation between border administrative-territorial units. 3) Take effective measures to resolve issues arising in cross-border trade in the field of sanitary and epidemiological control, customs, and transport regimes; simplify and coordinate customs formalities, improve customs tariffs and coordinate transit regimes for goods; promote the unification of standards and mutual legalization; take measures to resolve issues related to the passage of motor vehicles transportation of funds to loading/unloading points in the territories of both states. 4) To continue developing cooperation in the field of environmental protection, including protection of the atmosphere from pollution, environmental protection, rational use and protection of natural resources, and strengthening cooperation in the prevention of sand and dust storms and soil degradation. Based on the Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on cooperation in the use and protection of Transboundary rivers dated September 12, 2001, to intensify cooperation between the two countries in the field of rational use and protection of transboundary rivers. 5) In order to coordinate cooperation between the customs services of the Republic of Kazakhstan and the People's Republic of China, the parties will coordinate through diplomatic channels the possibility of mutual deployment of customs officers. The parties will share their experience in the activities of customs services and conduct professional training for customs officers.
VI. Scientific and technical sphere
1) To develop scientific and technical cooperation under the coordination of the Commission on Scientific and Technical Cooperation of the two countries. 2) Establish regular and stable relations between the National Academy of Sciences of the Republic of Kazakhstan and the Academy of Sciences of the People's Republic of China. 3) To consider the establishment of joint high technology development zones and technology parks in the Republic of Kazakhstan and the People's Republic of China in order to develop innovation activities in both countries. 4) To hold international scientific forums, conferences, and symposiums with the participation of scientists from the two countries.
VII. Cultural and humanitarian sphere
1) To consider the establishment of a Commission on Cultural and Humanitarian Cooperation to coordinate cooperation between the two countries in the cultural and humanitarian field. 2) To carry out regular cooperation between the Ministry of Culture, Information and Public Consent of the Republic of Kazakhstan and the Ministry of Culture of the People's Republic of China, to support the development of exchange in the field of theatrical and musical art, museums and libraries. 3) To organize regular contacts between the Ministry of Culture, Information and Public Accord of the Republic of Kazakhstan and the State Committee for Ethnic Affairs of the People's Republic of China, to support the development of exchanges and cooperation between the Assembly of the Peoples of Kazakhstan and the Chinese Society for External Relations of National Minorities. 4) To strengthen contacts between government agencies involved in the implementation of state youth policy and public youth organizations of Kazakhstan, on the one hand, and the All-China Youth Association, on the other, to expand ties and cooperation between youth in the regions and young entrepreneurs of the two countries. 5) Whenever possible, conduct an exchange between representatives of the media. To provide each other with objective information on the development of the two countries, to share experiences in order to promote mutual understanding and strengthen friendship between the peoples of the two countries. 6) To cooperate in the field of intellectual property rights protection. 7) To develop and sign an Agreement on mutual recognition and equivalence of educational documents and academic degrees. 8) To continue studying the issue of opening consular offices in the territories of the two States. This program comes into force from the date of signing. This program was signed in Astana, June __, 2003, in two copies, each in the Kazakh, Chinese and Russian languages, all texts being equally authentic.
