I DECREE: 1. To approve the attached draft protocol to the Partnership and Cooperation Agreement (PCA) between the Republic of Kazakhstan, on the one hand, and the European Communities and their member States, on the other hand, regarding the extension of the provisions of the PCA to bilateral trade in textiles, taking into account the expiration of the bilateral Agreement on trade in textiles. 2. To authorize Konstantin Vasilyevich Zhigalov, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kingdom of Belgium, to sign the said protocol on behalf of the Republic of Kazakhstan. 3. This Decree comes into effect from the date of signing.

Draft protocol to the Partnership and Cooperation Agreement (PCA)between the Republic of Kazakhstan, on the one hand, and the European Communities and their member States, on the other hand, regarding the extension of the provisions of the ATP to bilateral trade in textiles before the expiration of the bilateral Agreement on Trade in Textiles
The Republic of Kazakhstan, on the one hand, and the European Community, on the other hand, considering that: The Partnership and Cooperation Agreement between the Republic of Kazakhstan, on the one hand, and the European Communities and its Member Countries, on the other hand (hereinafter referred to as the PCA), was signed in 1995 and entered into force on 1 July 1999. Negotiations were held to ensure that the principles of the ATP, which apply to trade in other goods, were also formally extended to trade in textile products. The relevant amendments to the ATP should be adopted, and we have agreed on the following:
Article 1
The ATP is hereby amended as follows: 1) in Article 11, the reference to article 16 is deleted; 2) Article 16 is deleted.
Article 2
The Protocol is an integral part of the ATP.
Article 3
This Protocol shall enter into force on the first day of the month following the date on which the Parties notify each other of the completion of the necessary domestic procedures.
Article 4
This Protocol is executed in two copies in Kazakh, Russian, Bulgarian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish, each of which is it is equally authentic.
