In order to improve the system of implementation of the state youth policy and in accordance with subparagraph 20) of Article 44 of the Constitution of the Republic of Kazakhstan, I HEREBY DECREE:
1. To establish a Council on Youth Policy under the President of the Republic of Kazakhstan.
2. Approve the attached documents:
1) Regulations on the Council for Youth Policy under the President of the Republic of Kazakhstan;
2) Excluded by Decree of the President of the Republic of Kazakhstan dated 08.02.2022 No. 806. Footnote. Paragraph 1 as amended by Decree of the President of the Republic of Kazakhstan dated 08.02.2022 No. 806.
3. This Decree shall enter into force from the date of signing.

Regulations on the Council on Youth Policy under the President of the Republic of Kazakhstan1. General provisions
1. The Council on Youth Policy (hereinafter referred to as the Council) is an advisory body under the President of the Republic of Kazakhstan.
2. The legal basis of the Council's activities is the Constitution and laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, as well as this Regulation.
2. The main tasks of the Council
3. The main objectives of the Council are:
development of recommendations on prioritization, formation and implementation of a comprehensive state policy on youth;
informing the President of the Republic of Kazakhstan about the situation in the youth environment;
analysis of the effectiveness of the implementation of the state youth policy;
discussion of other important issues of the state's youth policy.
3. Functions of the Council
4. In order to implement the main tasks defined by these Regulations, the Council performs the following functions::
1) submits proposals to the Head of State on improving the state youth policy;
2) considers and discusses draft normative legal acts on youth policy issues, participates in the preparation of official documents of the President of the Republic of Kazakhstan on youth issues;
3) involve representatives of government agencies, the public, non-governmental organizations, political parties, and the media in discussing issues affecting the country's youth policy;
4) provides advisory assistance to central and local executive bodies in resolving issues arising in the process of working with young people;
5) interacts in accordance with the established procedure with state authorities, non-governmental organizations, as well as with the mass media;
6) cooperates with international organizations on youth policy issues.
4. Powers of the Council
5. In order to implement the main tasks, the Council has the right:
1) request and receive from government agencies and officials the necessary information, documents, other materials and information on matters within the competence of the Council.;
2) to hear information from the heads of central and local executive bodies on youth policy issues at their meetings;
3) to study, analyze, and summarize the results of the work of government agencies and organizations on the implementation of youth policy. To involve specialists from central and local executive bodies, creative, scientific organizations and educational institutions for these purposes.;
4) create representatives of scientific institutions, educational organizations and non-governmental organizations working on a voluntary basis:
expert council for conducting expert and analytical work;
working groups to consider individual issues within the competence of the Council;
5) cooperate with similar structures of the member States of the Commonwealth of Independent States, as well as other states, to discuss issues related to the implementation of youth policy.
5. Organization of the Council's activities
6. The composition of the Council is approved by the Secretary of State of the Republic of Kazakhstan.

7. The Council consists of the Chairman, Secretary and members of the Council who participate in its work on a voluntary basis.
7-1. The Chairman of the Council is the Secretary of State of the Republic of Kazakhstan.

8. The Council is composed of representatives of central government agencies, civil society institutions and the public at both the national and regional levels. The composition of the Council is updated by rotating its members.

9. Chairman of the Council:
1) exercises the general management of the Council and presides over its meetings. In the absence of the Chairman of the Council, one of the members of the Council shall preside at the meetings on his instructions.;
2) regularly reports on the work of the Council to the President of the Republic of Kazakhstan;
3) approves the composition of the expert council and working groups of the Council;
4) distributes assignments among the members of the Council;
5) approves the work plans of the Council, determines the agenda and signs the minutes of the Council meetings;
6) considers the proposals of the members of the Council on improving its activities and other issues within the competence of the Council;
7) exercise other powers provided for by regulatory legal acts, instructions of the President of the Republic of Kazakhstan and these Regulations.
10. Secretary of the Council:
1) prepares drafts of current and future work plans of the Council, materials for its meetings, submits a draft agenda for meetings to the Chairman for consideration;
2) ensures control over the implementation of the Council's work plans;
3) coordinates the work of the working groups and the expert council;
4) sends materials requiring an opinion to the Council's expert council or relevant government agencies;
5) notify the members of the Council of the place, time and agenda of the next meeting of the Council, provide them with the necessary materials;
6) certifies with his signature extracts from the minutes of the Council meetings;
7) exercise other powers provided for by these Regulations.
11. The working body of the Council is the authorized body for youth policy.
Working body:
1) provides information, analytical and logistical support for the activities of the Council;
2) collects, processes information, analyzes the implementation of youth policy, develops proposals for improving work in this area;
3) conducts official correspondence with government agencies, officials and organizations on issues within the competence of the Council;
4) approves a model regulation on the activities of advisory bodies on youth policy issues under local executive bodies;
5) exercise other powers necessary to ensure the activities of the Council.

12. Meetings of the Council are convened by its Chairman as necessary, but at least once a year.
13. Meetings of the Council are considered valid if they are attended by at least half of its members.
14. The decisions of the Council are adopted by open voting by at least two thirds of the votes of those present at its meeting.
By decision of the Chairman, members of Parliament, representatives of government agencies, political parties and non-governmental organizations who are not members of the Council, scientists and independent experts may be invited to meetings of the Council. Persons invited to the Council meeting will not participate in the voting.
15. The Council's decisions are advisory in nature. The decisions of the Council are formalized by a protocol, which is signed by the Chairman.
16. The members of the Council have the right to a dissenting opinion, which must be expressed in writing and attached to the minutes.
17. The decisions of the Council, taken within the limits of its powers, are sent to the relevant state bodies.
