On determining the stages of selection and competition for the administrative public position of corps "B" and amendments to the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152 "On certain issues of civil service"
Decree of the President of the Republic of Kazakhstan dated March 13, 2023 No. 141
I DECREE:
1. Identify the attached:
1) the stages of selection for an administrative public position in the "B" building;
2) the stages of the competition for the administrative public position of the building "B".
2. To make the following amendments to the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152 "On certain issues of civil service":
1) in the Rules and Deadlines for evaluating the activities of civil servants, approved by the above-mentioned Decree:
Paragraphs 5 and 6 should be worded as follows:
"5. The assessment of the activities of administrative civil servants of Corps "A" (hereinafter referred to as the employees of Corps "A") is carried out based on the results of their activities in a specific position at the end of the year (annual assessment) no later than January 20 of the year following the year being evaluated.
Government agencies may evaluate the activities of employees of building "A" based on the results of the quarter (quarterly assessment) no later than the 10th day of the month following the reporting quarter of the year being evaluated (with the exception of the fourth quarter, which is evaluated no later than December 10).
An employee of the "A" corps is not evaluated if his term of office in a particular position is less than one month.
6. Employees of the "A" corps who are on social leave undergo an assessment of the activities of employees of the "A" corps in accordance with the procedure defined by the Methodology for Evaluating the activities of administrative civil servants of the "A" corps, approved by the authorized body.";
Paragraph 13 should be worded as follows:
"13. The Personnel Management Service (HR Service) of a government agency notifies an employee of Corps A of an assessment of his activities seven working days before the start of its conduct in accordance with the procedure established by the Methodology for Evaluating the Activities of Administrative Civil Servants of Corps A, approved by the authorized body.";
Paragraph 17 should be worded as follows:
"17. The Personnel Management Service (HR Service) of a government agency shall familiarize an employee of Building A with the results of an activity assessment within two working days from the date of its completion in accordance with the procedure established by the Methodology for Evaluating the Activities of Administrative Civil Servants of Building A, approved by the authorized body.";
Paragraphs 26 and 27 should read as follows:
"26. The assessment of the activities of administrative civil servants of the B corps (hereinafter referred to as the employees of the B Corps) is carried out based on the results of their activities in a specific position in accordance with the procedure defined by the standard methodology approved by the authorized body for civil service affairs.
Evaluation of an employee of the "B" building is not carried out in cases where the duration of a specific position in the period being evaluated is less than one month.
27. Employees of the B corps who are on social leave undergo an assessment of the activities of the B Corps employees in accordance with the procedure defined by the standard methodology approved by the authorized body for civil service affairs.";
Paragraph 34 should be worded as follows:
"34. The Personnel Management Service (HR Service) of a government agency shall familiarize an employee of Building B with the results of an assessment of activities within two working days from the date of its completion in accordance with the procedure established by the standard methodology approved by the authorized body for civil service affairs."
3. This Decree shall enter into force from the date of its first official publication.

The stages of selection for an administrative public position in the "B" building
Citizens who enter or re-enter administrative public positions of the B corps for the first time after termination of public service go through the following selection stages:
1) assessment of personal qualities with obtaining an opinion from an authorized body;
2) competition for the administrative public position of the building "B".

The stages of the competition for the administrative public position of the building "B"
The competition for the administrative public position of building "B" (hereinafter referred to as the competition) includes a number of consecutive stages:
1) publication of the announcement of the competition;
2) acceptance of documents from persons who have expressed a desire to participate in the competition;
3) review of the documents of the participants of the competition for compliance with the established qualification requirements and requirements established by the Law of the Republic of Kazakhstan "On Civil Service of the Republic of Kazakhstan";
4) writing essays for positions of categories A-1, B-1, C-1, C-O-1, C-R-1, D-1, D-O-1, D-R-1, E-1, E-R-1 in the presence of the secretary of the competition commissions;
5) an interview with the participants of the competition conducted by the competition commission of the state body;
6) conclusion of the competition commission of the state body.
Before the interview stage, the competition includes an additional stage of approving the participants of the competition in accordance with the laws of the Republic of Kazakhstan in the field of culture, physical culture and sports, education and healthcare.
