On approval of the State Protocol of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated October 12, 2006 No. 201.

    In order to comply with the uniform rules of the State Protocol in the Republic of Kazakhstan, I HEREBY DECREE:

     1. To approve the attached State Protocol of the Republic of Kazakhstan.

     2. To invalidate certain acts of the President of the Republic of Kazakhstan according to the appendix.

     3. This Decree shall enter into force from the date of signing.

STATE PROTOCOL OF THE Republic OF Kazakhstan

     The footnote. The State Protocol is amended by Decree of the President of the Republic of Kazakhstan dated 02/13/2024 No. 481.

Chapter 1. General provisions

     1. The State Protocol of the Republic of Kazakhstan (hereinafter referred to as the State Protocol) regulates, in accordance with established international practice, the procedural rules for holding official events with the participation of the leadership of the Republic of Kazakhstan.

     2. The State Protocol establishes and ensures uniform protocol and organizational standards, establishes the principle of protocol seniority of officials of the Republic of Kazakhstan when conducting domestic and international events in accordance with Annexes 1 and 2 to the State Protocol and is mandatory for all state bodies and organizations of the Republic of Kazakhstan when planning and implementing protocol events.

     3. Control over the observance of the State Protocol by the state bodies of the Republic of Kazakhstan is carried out by the Ministry of Foreign Affairs of the Republic of Kazakhstan (hereinafter – the Ministry of Foreign Affairs).

Chapter 2. Classification of visits of foreign delegations

     4. Protocol ceremonies and honors are provided to a foreign official delegation in accordance with the format of the visit, the status of the person heading the delegation (head of state, head of government, head of foreign affairs, head of an international organization or other high–ranking person) (hereinafter referred to as the guest), the level of bilateral relations, as well as taking into account the principle of reciprocity.

     5. The visit to the Republic of Kazakhstan begins from the moment the guest arrives in the Republic of Kazakhstan.

     6. Depending on the level of foreign delegations, visits are divided into top-level and high-level visits.

     Top–level visits include visits by heads of foreign States and Governments, and high-level visits by heads of foreign ministries and officials of foreign States designated by the Ministry of Foreign Affairs, including:

     Secretaries of the Security Councils;

     Heads of central representative bodies;

     Government advisers;

     Deputy Heads of Government;

     heads of state bodies with constitutional status;

     heads of government agencies directly subordinate to and accountable to the heads of State;

     Ministers;

     heads of central executive bodies;

     heads of departments outside the Government;

     Special representatives of Heads of State and Heads of Government;

     heads of international organizations and their deputies;

     former heads of State, heads of Government, and heads of foreign policy departments;

     members of representative bodies.

     7. According to the format, visits are divided into public, official, working, private, and travel visits.

     8. State visits are visits by the heads of foreign states to the Republic of Kazakhstan.

     9. State visits are conducted in order to emphasize the high political level of bilateral relations with a foreign state.

     During a state visit, a high-level welcome (send-off) of the guest and the fullest amount of ceremonial honors are provided.

     10. When drawing up the program of state visits, the following are provided:

     1) the ceremony of meeting and seeing off at the airport;

     2) the official welcoming ceremony at the Akorda Palace of the President of the Republic of Kazakhstan (hereinafter referred to as the Presidential Palace);

     3) negotiations in narrow and expanded formats;

     4) signing of bilateral documents;

     5) Press conference or press statements;

     6) State reception;

     7) laying a basket of flowers (wreaths, garlands);

     8) tree planting (under favorable weather conditions);

     9) a trip around the country (by agreement of the parties);

     10) speech to deputies of the Chambers of the Parliament of the Republic of Kazakhstan (by agreement of the parties);

     11) presentation at a higher education institution of the country (by agreement of the parties);

     12) meetings with the Prime Minister of the Republic of Kazakhstan (hereinafter - the Prime Minister) and the Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan;

     13) participation in the business forum;

     14) visiting the city's landmarks.

     11. During the state visit, the guest's car will be accompanied by an honorary escort of motorcyclists (under favorable weather conditions).

     12. Official visits are visits at the highest and highest levels.

     13. When drawing up the program of official visits, the following are provided:

     1) the ceremony of meeting (sending off) at the airport;

     2) The official welcoming ceremony at the Presidential Palace;

     3) negotiations in narrow and expanded formats;

     4) signing of bilateral documents;

     5) Press conference or press statements;

     6) Official reception;

     7) a trip around the country (by agreement of the parties);

     8) meetings with the Prime Minister and Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan;

     9) participation in the business forum;

     10) visiting the city's landmarks.

     14. Working visits are visits with a specific purpose, including negotiations, consultations, a multilateral event (summit, forum, congress), the opening of exhibitions or any facility, the celebration of national and state holidays and anniversaries.

     15. Private visits include the stay of foreign officials in the Republic of Kazakhstan on private business (on vacation, for tourism or for personal purposes).

     16. Travel visits are associated with a short-term stay in the Republic of Kazakhstan of an official delegation at the highest or high level, following transit through the territory of the Republic of Kazakhstan.

     17. During state, official and working visits, it is planned to provide the heads and members of foreign delegations with a hotel, vehicles and personal security.

     During a private visit, the provision of a hotel, vehicles and personal security for heads and members of foreign delegations is provided by agreement of the parties.

     The Kazakh side does not bear the costs associated with the stay in the Republic of Kazakhstan of foreign state, governmental and other delegations traveling through the territory of the Republic of Kazakhstan, except in cases when during the passage through the territory of the Republic of Kazakhstan, meetings of officials of the Republic of Kazakhstan are held with these delegations.

     18. During the visit of a foreign delegation to the Republic of Kazakhstan, the flags of the two countries are installed at the venues of bilateral events (the flag of the foreign state is installed first).

     When holding a multilateral event (summit, forum, congress), the National Flag of the Republic of Kazakhstan and the national flags of foreign states are established in accordance with international practice and (or) in accordance with the procedure established by the regulations of the relevant international organization.

     19. Preparation and holding of international events (bilateral visits, conferences, forums, seminars) is carried out by the central state body of the Republic of Kazakhstan in the relevant industry in coordination with the Ministry of Foreign Affairs.

Chapter 3. State visits of foreign heads of state

Paragraph 1. The Airport Welcome Ceremony

     20. To meet the head of a foreign state at the airport, the national flags of the guest country and the Republic of Kazakhstan are raised.

     21. The Chief of the State Protocol Service of the Ministry of Foreign Affairs (hereinafter referred to as the State Protocol Service) and the head of the diplomatic mission of a foreign state accredited in the Republic of Kazakhstan (hereinafter referred to as the Ambassador of the guest's country to the Republic of Kazakhstan) board the aircraft and invite the guest to exit.

     22. The guest is met at the ramp by the Minister of Foreign Affairs of the Republic of Kazakhstan (hereinafter referred to as the Minister of Foreign Affairs), a designated official (member of the Government), the head of a foreign institution of the Republic of Kazakhstan accredited in the relevant foreign country (hereinafter referred to as the Ambassador of the Republic of Kazakhstan to the guest's country), and the head of a local executive body (hereinafter referred to as the akim). By decision of the Presidential Administration of the Republic of Kazakhstan (hereinafter referred to as the Presidential Administration), the level of meeting persons may be changed.

     A girl and/or a young man in Kazakh national costumes present flowers to the guest (if the guest is accompanied by his spouse, flowers are presented to the guest and his spouse).

     By agreement of the parties, creative teams may be involved in the welcoming ceremony at the airport.

     23. If the guest arrives on weekends and/or holidays, in the early morning or late evening hours, the level of welcoming officials from the Kazakh side may be reduced.

24. The Minister of Foreign Affairs introduces the guest to the welcoming officials from the Kazakh side. The guest, accompanied by the Minister of Foreign Affairs, walks along a carpet, along which an honor guard of the Special Forces of the State Security Service of the Republic of Kazakhstan (hereinafter referred to as the honor guard) is lined up on both sides, to the VIP room of the airport building for a brief conversation (tea and drinks are served during the conversation).

     25. After a brief conversation with the Minister of Foreign Affairs, the guest and the assigned official pass through and get into the car. The motorcade, accompanied by a motorcyclist escort, is heading to the city.

     26. A designated official accompanies the guest to the place of residence. If the guest arrives with his/her spouse, she/he will be met and accompanied by an official assigned to the spouse (of the appropriate gender).

     27. The escort of an honorary escort of motorcyclists is provided during state visits under favorable weather conditions and the motorcade from the airport to the hotel (residence) and back, from the hotel (residence) to the Presidential Palace and back.

     28. The national flags of the two countries are displayed on the route of the guest from the airport. The national flag of the guest's country is displayed on the territory of the residence.

Paragraph 2. The official welcoming ceremony at the Presidential Palace

     29. Before the start of the official welcoming ceremony, members of the official delegations of the two countries, accompanying persons, and representatives of the media (hereinafter referred to as the media) arrive at the Presidential Palace in advance.

     30. The guest's car drives up to the grand staircase of the Presidential Palace and stops at the carpet, where the guest (with his spouse) is met by an employee of the Protocol Service of the President of the Republic of Kazakhstan (hereinafter referred to as the Protocol Service of the President) and invites him (them) to the Presidential Palace.

     31. In the ceremony hall, the guest (with his spouse) is greeted by the President of the Republic of Kazakhstan (hereinafter referred to as the President) (with his spouse). After mutual greetings, the guest and the President approach the delegations of the two countries to introduce themselves (the Kazakh delegation introduces itself first).

     The President invites the guest to go to the podium, while the guest stands on the right side of the President (the spouses go to a specially designated place on the right side of the podium).

     32. The head of the guard of Honor gives a welcome report to the guest. The Presidential Orchestra performs the national anthems of the two countries (the anthem of the guest's country is performed first).

     After the national anthems are played, the guest and the President walk along the carpet to the National Flag of the Republic of Kazakhstan, in front of which the guest stops, expressing his respect with a slight bow of his head.

     The guest and the President walk along the line of the guard of honor (the guest walks closer to the line), say goodbye to the head of the guard of honor with a slight bow, and enter into negotiations in a small group.

     33. If the guest is accompanied by a spouse, after the official welcoming ceremony, the heads of State and their spouses will be photographed in front of the national flags of the two countries. After the guest's spouse has been photographed in protocol, he/she departs according to a separate program.

Paragraph 3. Negotiations in narrow and expanded formats

     34. Proposals on the composition of participants and the procedure for negotiations from the Kazakh side are submitted by the Ministry of Foreign Affairs and approved by the Presidential Administration.

     35. The negotiations in a narrow format are held in the 1+1 format (by agreement of the parties, the format of the participants can be changed). Protocol shooting (photo and/or video) is provided.

     36. Negotiations in an expanded format are held in the 1+10 format (by agreement of the parties, the format of participants can be changed). Protocol shooting (photo and/or video) is provided.

Paragraph 4. Signing of bilateral documents

     37. Upon completion of the negotiations in an expanded format, it is planned to hold a ceremony of signing bilateral documents.

     38. During the signing of the documents, an employee of the Ministry of Foreign Affairs reads out the names of the signed documents and announces the officials signing the documents in Kazakh, while an interpreter or a representative of a foreign delegation reads out the names of the documents in the language of the guest's country.

     39. If the program provides for the signing of interstate and intergovernmental documents, the interstate documents are signed first, followed by intergovernmental documents (as agreed by the parties).

     40. When signing documents, the President and other officials (members of the delegation) of the Republic of Kazakhstan are assisted by an employee of the Ministry of Foreign Affairs.

     41. After signing the documents, folders with documents are exchanged and a handshake is performed.

Paragraph 5. Press conference or press statements

     42. After the signing ceremony of the bilateral documents, a press conference or press statement is planned.

     The President speaks first, then the guest is given the floor.

Paragraph 6. State reception

     43. The State reception is organized on behalf of the President.

     The state reception is expected to be attended by members of official delegations, accompanying persons, the Prime Minister and Chairmen of both Chambers of the Parliament of the Republic of Kazakhstan, and representatives of the public of the two countries.

     If a guest arrives with his spouse, the President's spouse will take part in the state reception (by agreement of the parties).

     44. Toasts are provided at the beginning of the state reception (by agreement of the parties).

     45. The state reception is accompanied by a concert program.

     46. During the state reception, it is planned to organize a buffet for accompanying persons (protocol staff, press service and security officers of the guest's country) (hereinafter referred to as the technical table).

Paragraph 7. The ceremony of laying a basket of flowers (wreath, garland) to the memorial monument and planting a tree

     47. The guest, accompanied by a designated official, arrives at the memorial monument (hereinafter referred to as the monument). The guest is greeted at the monument by the akim (deputy akim).

     48. The guest walks to the wreath-bearers along a special carpet, along which a guard of honor is lined up. Solemn and ceremonial music is playing.

     The wreath-bearers begin to move towards the monument, the guest follows them at a distance of 1.5-2 meters. After placing the basket of flowers (wreath, garland) at the base of the monument, the guest approaches the basket of flowers (wreath, garland) and adjusts the ribbon. A minute of silence is announced.

     By agreement of the parties, after a minute of silence, the national anthems of the two countries are played (the national anthem of the guest's country is performed first).

     49. The akim (deputy akim) introduces the guest to the monument complex.

     After visiting the complex, the guest, accompanied by the akim (deputy akim), goes to the tree planting site (by agreement of the parties). At the end of the tree planting ceremony, the delegation heads to the motorcade and departs.

Paragraph 8. A trip around the country

     50. The trip around the country is carried out by agreement of the parties within the framework of the state visit.

     When traveling around the country, the head of a foreign state is accompanied by a designated official (a member of the Government) or his deputy, the Ambassador of the Republic of Kazakhstan to the guest's country.

     51. At the airport, the guest is greeted (escorted) by the akim (deputy akim). The national flags of the two countries are being installed on the airport's tarmac.

     The program of the visit of the head of a foreign state provides for acquaintance with the historical, cultural and social centers of the region (city) and holding a reception on behalf of the akim.

Paragraph 9. Speech to deputies of the Chambers of the Parliament of the Republic of Kazakhstan

     52. The speech to the deputies in one of the Chambers of the Parliament of the Republic of Kazakhstan is carried out by agreement of the parties within the framework of the state visit.

     53. Upon arrival at the building of the House of Parliament of the Republic of Kazakhstan, the guest is greeted by the Chairman of the relevant Chamber of the Parliament of the Republic of Kazakhstan. The Chairman of the House of Parliament of the Republic of Kazakhstan holds a brief conversation with the guest and invites him to the meeting room.

     54. The Chairman of the Chamber of the Parliament of the Republic of Kazakhstan makes a welcoming speech and gives the floor to the guest.

Paragraph 10. Presentation at the country's higher education institution

     55. The guest's speech at the country's higher education institution is carried out by agreement of the parties within the framework of the state visit.

     56. The guest is greeted by the rector of the higher educational institution. A brief introduction to the educational institution is being carried out. The guest is invited to the hall, where it is planned to speak to the faculty and students.

     57. The Rector makes a welcoming speech and, if a decision is made by the academic council of the higher educational institution, announces that the guest will be awarded the title of honorary professor (doctorate).

Paragraph 11. Airport send-off ceremony

     58. The ceremony of sending off the guest at the airport is attended by the Minister of Foreign Affairs, a designated official, the Ambassador of the Republic of Kazakhstan to the guest's country, the akim and the Chief of the State Protocol Service. By decision of the Presidential Administration, the level of mourners may be changed.

     Upon arrival at the airport, the guest goes to the VIP room for a brief conversation with the Minister of Foreign Affairs.

     59. After a brief conversation, the guest says goodbye to the members of the delegation of the Republic of Kazakhstan, walks to the ramp along the carpet, along which a guard of honor is lined up.

Chapter 4. Official visits of foreign Heads of State

Paragraph 1. The ceremony of meeting at the airport

     60. To meet the head of a foreign state at the airport, the national flags of the guest country and the Republic of Kazakhstan are raised. A guard of honor is being formed on the airfield.

61. At the ramp, the guest is met by the Deputy Minister of Foreign Affairs, a designated official (at least at the level of deputy head of the central state body), the Ambassador of the Republic of Kazakhstan to the guest's country and the deputy akim. According to the decision of the Presidential Administration, the level of meeting persons may be changed.

     If the guest arrives with his/her spouse, she/he will be met and accompanied by an official assigned to the spouse (of the appropriate gender).

     A girl and/or a young man in Kazakh national costumes present flowers to the guest (if the guest is accompanied by his spouse, flowers are presented to the guest and his spouse).

     62. The national flags of the two countries are displayed along the route of the guest from the airport. The national flag of the guest's country is displayed on the territory of the residence.

     63. Before the start of the official welcoming ceremony, members of the official delegations of the two countries, accompanying persons, and media representatives arrive at the Presidential Palace in advance.

     64. The guest's car drives up to the grand staircase of the Presidential Palace and stops at the carpet, where the guest (with his spouse) is met by an employee of the Protocol Service of the President and invites him (them) to the Presidential Palace.

     65. In the ceremony hall, the guest (with his spouse) is greeted by the President (with his spouse). After mutual greetings, the guest and the President approach the delegations of the two countries to introduce them (the delegation of the Republic of Kazakhstan introduces itself first).

     The President invites the guest to go to the podium, while the guest stands on the right side of the President (the spouses go to a specially designated place on the right side of the podium).

     The head of the honor guard gives a welcome report to the guest. The Presidential Orchestra performs the national anthems of the two countries (the national anthem of the guest's country is performed first).

     After the national anthems are performed, the guest and the President walk along the carpet to the National Flag of the Republic of Kazakhstan, in front of which the guest stops, expressing his respect with a slight bow of his head.

     The guest and the President walk along the line of the guard of honor (the guest walks closer to the line), say goodbye to the head of the guard of honor with a slight bow and go to negotiations in a narrow format.

     66. If the guest is accompanied by a spouse, after the ceremony of the official meeting, protocol photographing of the heads of state and their spouses against the background of the national flags of the two countries is provided. After the protocol photographing, the guest's spouse departs in accordance with a separate program.

Paragraph 3. Negotiations in narrow and expanded formats

     67. Proposals on the composition of participants and the procedure for negotiations from the Kazakh side are submitted by the Ministry of Foreign Affairs and approved by the Presidential Administration.

     The format of the meetings in narrow and expanded format is previously agreed upon by the parties.

     Protocol recording (photos and/or videos) is provided.

Paragraph 4. Signing of bilateral documents

     68. By agreement of the parties, it is planned to hold a ceremony of signing bilateral documents.

     An employee of the Ministry of Foreign Affairs reads out the names of the signed bilateral documents and announces the officials signing the bilateral documents in Kazakh, an interpreter or a representative of a foreign delegation – in the language of the guest's country.

     When signing bilateral documents, the President and other officials (members of the delegation) of the Republic of Kazakhstan are assisted by an employee of the Ministry of Foreign Affairs.

     After signing each document, folders with documents are exchanged and a handshake is performed.

Paragraph 5. Press conference or press statements

     69. After the signing ceremony of the bilateral documents, a press conference or press statement is planned.

     The President speaks first, then the guest is given the floor.

Paragraph 6. Official reception

     70. The official reception for the head of a foreign state is organized on behalf of the President.

     71. The official reception is expected to be attended by members of official delegations. The official reception is accompanied by a concert program. During the official reception, it is planned to organize a technical table.

Paragraph 7. The farewell ceremony at the airport

     72. The ceremony of sending off the guest at the airport is attended by the Deputy Minister of Foreign Affairs, a designated official (at the level of deputy head of the central government body), the Ambassador of the Republic of Kazakhstan to the guest's country, the Deputy akim and the Chief of the State Protocol Service. By decision of the Presidential Administration, the level of mourners may be changed.

Chapter 5. Working visits of foreign heads of State

Paragraph 1. Meeting (departure) at the airport

     73. To meet (send off) the head of a foreign state at the airport, the national flags of the guest country and the Republic of Kazakhstan are raised.

     74. At the airport, the guest is met (escorted) by a designated official (at the level of deputy head of the central government agency), Director of the Department of the Ministry of Foreign Affairs, Ambassador of the Republic of Kazakhstan to the guest's country and Deputy akim. According to the decision of the Presidential Administration, the level of meeting (escorting) persons may be changed.

Paragraph 2. Negotiations, signing of bilateral documents, press statements

     75. Proposals on the composition of the participants in the negotiations from the Kazakh side are being developed by the Ministry of Foreign Affairs, taking into account the purpose of the working visit and approved by the Presidential Administration.

     76. By agreement of the parties, within the framework of the working visit of the head of a foreign state, negotiations with the President and officials of the Republic of Kazakhstan, signing ceremonies of joint documents, press conferences or press statements are held.

Paragraph 3. Working reception

     77. By agreement of the parties, the program of the working visit provides for a working reception in honor of the head of a foreign state or on the occasion of a multilateral event (summit, forum, congress).

     The working reception is accompanied by a concert program. During the working reception, the organization of a technical table is provided.

Chapter 6. Private visits of foreign Heads of State

     78. The format, protocol and organizational support and the program of private visits of heads of foreign states are determined by agreement of the parties.

Chapter 7. Passing visits of foreign Heads of State

     79. By agreement of the parties, meetings and negotiations with officials of the Republic of Kazakhstan are organized during the visits of the heads of foreign states.

     When the aircraft lands at the airports of the Republic of Kazakhstan on its way to other countries, the head of the foreign state is met by an official of the Republic of Kazakhstan.

     80. The national flag of the guest's country is not displayed, the guard of honor is not lined up.

     81. By agreement of the parties, a working reception and a technical table are planned in honor of the guest.

Chapter 8. The procedure for receiving foreign Heads of State

     82. The Ministry of Foreign Affairs coordinates the dates of the visit through diplomatic channels.

     83. According to international practice, the working group on the preparation of the visit arrives in the Republic of Kazakhstan in advance. All expenses for the stay of the working group are paid by the sending party.

     84. The Ministry of Foreign Affairs and the relevant authorities of the guest's country are preparing a program for the visit, working on issues related to security, accommodation, transportation, meals, and expenses for the delegation's stay.

     Information about the visit (draft program of the visit, delegation compositions, lists of participants in ceremonies, negotiations, reception, list of joint documents to be signed, score (audio recording) the national anthem, a sample of the national flag of the guest's country) is sent to the Presidential Administration.

     85. During the state visit, members of the official delegation – up to twelve people, an official visit – up to ten people, a working visit and a passing visit – up to eight people are accepted at the expense of the Kazakh side. In each case, the principle of reciprocity is taken into account.

     86. The Protocol Service of the President is responsible for protocol and organizational issues related to the official meeting ceremony at the Presidential Palace, negotiations, signing ceremony of joint documents, reception on behalf of the President and other events involving the joint participation of heads of State.

     87. The State Protocol Service is responsible for the protocol and organizational issues of meeting (sending off) at the airport, the ceremony of laying a basket of flowers (wreath, garland) to the monument and providing a cultural program, as well as preparing the program of stay of the spouse of the guest.

     88. General coordination in ensuring the safety of protected persons is carried out by the State Security Service of the Republic of Kazakhstan (hereinafter referred to as the State Security Service).

     89. The coordination and organization of cooperation in the preparation and conduct of state, official and working visits of foreign heads of State are entrusted to the State Protocol Service and the Protocol Service of the President.

Chapter 9. The procedure for preparing and holding the inauguration ceremony of the elected President

     90. The inauguration ceremony of the elected President is held within the time limits established by the constitutional law.

     91. The inauguration is attended by deputies of the Senate and Mazhilis of the Parliament of the Republic of Kazakhstan, judges of the Constitutional Court of the Republic of Kazakhstan, judges of the Supreme Court of the Republic of Kazakhstan, as well as former Presidents of the Republic of Kazakhstan.

92. The inauguration may be attended by the Prime Minister, the State Adviser of the Republic of Kazakhstan (hereinafter referred to as the State Adviser), the Head of the Presidential Administration, members of the Government, heads of other central government bodies of the Republic of Kazakhstan, akims of regions, cities of republican significance and the capital, heads of foreign states and governments, representatives of the diplomatic corps accredited in the Republic of Kazakhstan, representatives of the Kazakh and international communities, domestic and foreign media.

     93. Prior to the inauguration, preparatory activities are carried out in accordance with the action plan for the preparation and holding of the inauguration ceremony of the elected President, approved by the decree of the Government of the Republic of Kazakhstan after the registration of the elected President.

     94. The military personnel of the honor guard, to the sounds of the march, bring the National Flag of the Republic of Kazakhstan, the standard of the President and the Constitution of the Republic of Kazakhstan into the inauguration hall.

     95. The Chairman of the Constitutional Court of the Republic of Kazakhstan announces that, in accordance with Article 42 of the Constitution of the Republic of Kazakhstan, the President assumes office from the moment of taking the oath of office to the people of Kazakhstan.

     96. When taking the oath to the people of Kazakhstan, the elected President places his right hand on the Constitution of the Republic of Kazakhstan and pronounces the text of the oath in the state language: "I solemnly swear to faithfully serve the people of Kazakhstan, strictly follow the Constitution and laws of the Republic of Kazakhstan, guarantee the rights and freedoms of citizens, faithfully fulfill the high duties assigned to me by the President of the Republic of Kazakhstan."

     97. After taking the oath of office, the President who took office approaches the National Flag of the Republic of Kazakhstan and kisses the edge of its cloth.

     Then the National Anthem of the Republic of Kazakhstan is performed.

     The National Flag of the Republic of Kazakhstan is hoisted over the Presidential Residence.

     98. The Chairman of the Central Election Commission of the Republic of Kazakhstan addresses the President, who was elected following the results of the elections, and presents him with a certificate, a badge, a standard of the President and the order of "Altyn Kiran" of a special pattern.

     99. The President, who has assumed office, makes a speech, at the end of which he accepts the report of the Minister of Defense of the Republic of Kazakhstan.

     100. The President welcomes the parade crews of the types and branches of the Armed Forces of the Republic of Kazakhstan.

     101. Before the President takes office, giving a military greeting, the parade formations of the types and branches of the Armed Forces of the Republic of Kazakhstan march in a solemn march.

     102. The inauguration is accompanied by artillery volleys.

Chapter 10. Protocol and organizational support for the President's visits abroad and across the country

Paragraph 1. Visits abroad

     103. According to the format, the President's visits abroad are divided into state, official, working, private and travel visits.

     104. The Ministry of Foreign Affairs coordinates the dates of the President's visit abroad.

     105. A working group is sent to organize a visit to a foreign country, which includes representatives of the Presidential Administration, the Ministry of Foreign Affairs, the Office of the President of the Republic of Kazakhstan (hereinafter referred to as the Office of the President) and the State Security Service.

     The Working Group arrives in a foreign country no later than five working days before the start of the visit (unless otherwise agreed by the parties).

     The Presidential Administration and the State Security Service send proposals to the Presidential Administration at least ten working days before the expected departure date to include their representatives in the working group. The final composition of the working group is determined by the Presidential Administration and sent to the Ministry of Foreign Affairs for further study of the visit.

     106. Proposals on the composition of participants from the foreign and Kazakh sides and the procedure for holding meetings are submitted by the Ministry of Foreign Affairs and approved by the Presidential Administration.

     107. List of officials escorting (meeting) at the airport upon departure (arrival) The transfer of the President to a foreign country (from a foreign country) is determined by the Presidential Administration.

Paragraph 2. Working trips around the country

     108. During business trips around the country, the National Flag of the Republic of Kazakhstan is displayed at the airport and places of visit. The President's standard is installed on the car and in the Presidential residence.

     109. In order to prepare and ensure the program of the President's working trip, employees of the Presidential Protocol Service, the Presidential Press Service, the State inspector of the Presidential Administration in charge of the region visited, the Presidential Affairs Department and the State Security Service are visiting the area.

     110. The list of officials accompanying (meeting) at the airport during the President's working trips around the country is determined by the Presidential Administration.

Chapter 11. Official visits of foreign Heads of Government

     111. Protocol events with the participation of heads of Government of foreign states (hereinafter referred to as the head of the foreign Government) are conducted taking into account the form of government of the countries.

     In case of arrival of the head of a foreign government with a parliamentary form of government, his reception is carried out according to the protocol of reception of the head of the foreign state.

     112. The national flags of the two countries are displayed at the airport. An honor guard is being formed on the airfield.

     113. At the head of the aircraft, the head of a foreign government is met (escorted) by a designated official (a level equivalent to the deputy head of a central government body, and in the case of a bilateral intergovernmental commission, a representative of the relevant intergovernmental commission), a representative of the Ministry of Foreign Affairs, the Ambassador of the Republic of Kazakhstan to the guest's country (as agreed) and the deputy akim.

     If a guest arrives with his/her spouse, she/he will be met (escorted) and accompanied by an official assigned to the spouse (of the appropriate gender).

     At the head of the plane, a girl and/or a young man in Kazakh national costumes present flowers to the guest (if the guest is accompanied by his spouse, flowers are presented to the guest and his spouse).

     114. After mutual greetings, the head of the foreign government, accompanied by a designated official and/or a representative of the Ministry of Foreign Affairs, walks along a carpet lined with an honor guard to the VIP room of the airport building for a brief conversation (tea and drinks are served during the conversation).

     Members of the official delegation, accompanying persons, representatives of the press and security of the guest's country take their places in the cars according to the seating scheme.

     115. After a brief conversation with a designated official and (or) a representative of the Ministry of Foreign Affairs, the guest passes through and gets into a car. The national flag of the guest's country is installed on the guest's car.

     116. The motorcade, accompanied by crews of law enforcement agencies, is heading to the city. The national flags of the two countries are displayed on the route of the guest from the airport.

     117. The national flag of his country is raised above the guest's hotel (residence).

     118. Within the framework of the program of the official visit of the head of the foreign government, the following events are held:

     1) negotiations with the President (by agreement of the parties);

     2) negotiations with the Prime Minister;

     3) signing of bilateral documents (if necessary);

     4) Press conference or press statements;

     5) Official reception;

     6) meetings with officials of the Republic of Kazakhstan;

     7) laying a basket of flowers (wreath, garland) (by agreement of the parties);

     8) a trip around the country (by agreement of the parties).

     The guest is accompanied by a designated official and/or a representative of the Ministry of Foreign Affairs, the Ambassador of the Republic of Kazakhstan to the guest's country (as agreed).;

     9) other arrangements as agreed by the parties.

     119. The composition of the negotiators from the Kazakh side is approved by the Office of the Government of the Republic of Kazakhstan (hereinafter referred to as the Government Office) on the proposal of the Ministry of Foreign Affairs.

     120. If a guest arrives with his/her spouse, a separate stay program is provided for her/him.

Chapter 12. Working visits of heads of foreign Governments

     121. The program of working visits of heads of foreign Governments provides for:

     1) conducting negotiations with the Prime Minister;

     2) signing of joint documents (if necessary);

     3) Press conference or press statements;

     4) working reception.

     122. At the airport, the head of the foreign government is met (escorted) by a designated official (in the case of a bilateral intergovernmental commission, a representative of the relevant intergovernmental commission), a representative of the Ministry of Foreign Affairs and the Ambassador of the Republic of Kazakhstan to the guest's country (as agreed).

Chapter 13. Passing visits of heads of foreign Governments

     123. By agreement of the parties, meetings and negotiations with officials of the Republic of Kazakhstan are organized within the framework of the visits of the heads of foreign governments.

     When landing the aircraft at the airports of the Republic of Kazakhstan on the way to other countries, the head of the foreign government is met by an official of the Republic of Kazakhstan.

     The national flag of the guest's country is not displayed, and the guard of honor is not lined up.

     124. By agreement of the parties, a working reception is organized in honor of the guest.

Chapter 14. The procedure for receiving heads of foreign Governments

125. The Ministry of Foreign Affairs coordinates the dates of the visit of the head of the foreign Government through diplomatic channels.

     In case of arrival of the guest on weekends and/or holidays, early morning or late evening hours, the level of meeting officials from the Kazakh side may be reduced.

     126. According to international practice, the working group on the preparation of the visit arrives in the Republic of Kazakhstan in advance. All expenses for the stay of the working group are paid by the sending party.

     127. The Ministry of Foreign Affairs and the relevant authorities of the guest's country are preparing the program of the visit, working on issues related to security, accommodation, transportation, meals and payment of expenses for the stay of the delegation.

     Information on the visit (the draft program of the visit, the composition of the delegations, the lists of participants in the negotiations, the reception, the list of joint documents to be signed) is sent to the Government Office.

     128. During the official visit, members of the official delegation – up to seven people, a working visit and a passing visit – up to five people are accepted at the expense of the Kazakh side. In each case, the principle of reciprocity is taken into account.

     129. During the preparation of the visit, the Government Staff is responsible for the protocol and organizational issues related to the meeting ceremony in the Ukimet Uyi building, negotiations, the signing ceremony of joint documents, and the reception on behalf of the Prime Minister.

     130. The State Protocol Service is responsible for the protocol and organizational issues of meeting (sending off) at the airport, the ceremony of laying a basket of flowers (wreaths, garlands) and providing a cultural program, as well as preparing the program of the guest's spouse's stay.

     131. The general coordination in ensuring the safety of protected persons is carried out by the State Security Service.

     132. Coordination and organization of cooperation in the preparation and conduct of official and working visits of heads of foreign Governments are entrusted to the State Protocol Service and the Government Staff.

Chapter 15. Protocol and organizational support for the Prime Minister's visits abroad and across the country

Paragraph 1. Visits abroad

     133. The Ministry of Foreign Affairs coordinates the dates of the Prime Minister's visit abroad.

     134. A working group consisting of representatives of the Government Staff, the Ministry of Foreign Affairs, and the State Security Service is being sent to organize a visit by the Prime Minister to a foreign country.

     The State Security Service sends proposals to the Government Office at least ten working days before the expected departure date to include its representatives in the working group.

     The final composition of the working group is determined by the Government Staff and sent to the Ministry of Foreign Affairs for further study of the visit.

     135. List of officials escorting (meeting) at the airport upon departure (arrival) The Prime Minister's visit to a foreign country (from a foreign country) is approved by the Government Staff.

Paragraph 2. Trips around the country

     136. The program of the Prime Minister's working trip around the country is determined by the Government Staff.

     137. To resolve organizational issues and ensure the safety of the Prime Minister, a working group is sent to the regions in advance, which includes representatives of the Government Apparatus and the State Security Service.

     138. The list of officials accompanying (meeting) at the airport during the Prime Minister's working trips around the country is determined by the Government Staff.

Chapter 16. Visits of heads of central representative bodies, state advisers, deputy heads of Government, heads of foreign ministries of foreign states to the Republic of Kazakhstan

Paragraph 1. Visits of heads of central representative bodies of foreign States

     139. The visits of the heads of central representative bodies of foreign states (hereinafter referred to as the head of the foreign parliament) are carried out on the basis of a program approved by the Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan, at the invitation of the Parliament of the Republic of Kazakhstan (its Chambers).

     The program of the visit of the head of the foreign parliament includes meetings and negotiations, a press conference, a reception and other events as agreed by the parties.

     140. The national flags of the two countries are displayed at the airport when meeting (sending off).

     141. The meeting (send-off) is attended by the Deputy Chairman of the Chamber of the Parliament of the Republic of Kazakhstan, the Chairman of the Committee on International Affairs of the relevant Chamber of the Parliament of the Republic of Kazakhstan and the Ambassador of the Republic of Kazakhstan to the guest's country (by agreement).

     The national flag of the guest's country is raised above the hotel (residence).

     142. If a guest arrives with his/her spouse, a separate stay program is provided for her/him.

     143. At the suggestion of the relevant Chamber of the Parliament of the Republic of Kazakhstan, the guest's safety may be ensured by the State Security Service.

Paragraph 2. Visits of State advisers of foreign States

     144. Protocol events with the participation of state advisers are conducted depending on the status of the state adviser in the state structure of a foreign state.

     145. Visits of State advisers of foreign States arriving at the invitation of the State Adviser are carried out on the basis of a program approved by the Secretariat of the State Adviser.

     146. The program includes meetings and negotiations, a reception and other events as agreed by the parties.

     147. The composition of officials of the Republic of Kazakhstan participating in the visit events is determined by the Secretariat of the State Adviser on the proposal of the Ministry of Foreign Affairs.

     148. The level of reception and service provided to a delegation is determined by the level of bilateral relations, as well as by the principle of reciprocity.

Paragraph 3. Visits of Deputy heads of foreign Governments

     149. The visits of the deputy heads of foreign governments arriving at the invitation of the Government of the Republic of Kazakhstan are carried out on the basis of the program approved by the Government Staff.

     150. The program includes meetings and negotiations, a press conference or press statements, a reception and other events as agreed by the parties.

     151. The composition of officials of the Republic of Kazakhstan participating in the events of the visit is determined by the Government Staff.

     152. The level of reception and service of the delegation is determined by the level of bilateral relations, as well as taking into account the principle of reciprocity.

     At the suggestion of the Government Staff, the security of the stay of deputy heads of foreign Governments may be provided by the State Security Service.

     153. The meeting (send-off) is attended by officials of the Republic of Kazakhstan in coordination with the Government Staff.

Paragraph 4. Visits of foreign ministers of foreign States

     154. During official visits by the head of the foreign ministry of a foreign state, the guest is met (escorted) at the airport by the head of the structural unit of the Ministry of Foreign Affairs, the Ambassador of the Republic of Kazakhstan to the guest's country (by agreement) and an employee of the State Protocol Service.

     The national flags of the two countries are displayed at the airport.

     The national flag of the guest's country is installed on the car.

     155. If the guest arrives with his/her spouse, a separate program is provided for her/him.

     156. During working visits, the guest is met (escorted) at the airport by a representative of the Ministry of Foreign Affairs and an employee of the State Protocol Service.

     157. At the suggestion of the Ministry of Foreign Affairs, the security of the stay of the heads of foreign ministries of foreign States may be provided by the State Security Service.

     158. The Ministry of Internal Affairs of the Republic of Kazakhstan provides escort to the heads of foreign ministries of foreign States along the routes during their stay in the Republic of Kazakhstan.

     159. The program of the official visit of the Head of the Foreign Ministry of a foreign State provides for meetings with the President, Prime Minister, Chairmen of the Chambers of Parliament and other officials of the Republic of Kazakhstan.

     160. The program of official and working visits of the head of the Foreign Ministry of a foreign state includes meetings and negotiations, a press conference or press statements, a reception and other events as agreed by the parties.

     161. The composition of officials of the Republic of Kazakhstan participating in the visit events is determined by the Ministry of Foreign Affairs.

     162. During official visits of the foreign minister of a foreign state, the program of the visit provides for a trip around the country (by agreement of the parties). During the trip, the head of the Foreign Ministry of a foreign state is accompanied by employees of the Ministry of Foreign Affairs.

     The Ministry of Foreign Affairs is assisted by local executive bodies.

Chapter 17. Organizational issues of ensuring visits of the Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan, the State Adviser, the Minister of Foreign Affairs abroad and in the country

     163. At the airport, the Chairman of the Chamber of the Parliament of the Republic of Kazakhstan, traveling abroad and across the country, is escorted (met) by the Deputy Chairman of the relevant Chamber of the Parliament of the Republic of Kazakhstan, the Chairman of the International Affairs Committee of the relevant Chamber of the Parliament of the Republic of Kazakhstan, the Chief of Staff of the relevant Chamber of the Parliament of the Republic of Kazakhstan.

Meets (accompanies) the Chairman of the Chamber of the Parliament of the Republic of Kazakhstan in the field Akim.

     The program of the visit of the Chairman of the Chamber of the Parliament of the Republic of Kazakhstan abroad is being prepared jointly with the Ministry of Foreign Affairs.

     Events with the participation of the Chairmen of the Chambers of the Parliament of the Republic of Kazakhstan, including meetings and negotiations with representatives of foreign states, are planned, coordinated and provided in accordance with the established procedure by the offices of the respective Chambers of the Parliament of the Republic of Kazakhstan.

     164. The program of the State Counsellor's visit abroad is drawn up jointly with the Ministry of Foreign Affairs.

     Events with the participation of the State Adviser, including meetings and negotiations with representatives of foreign States, are planned, coordinated and provided in accordance with the established procedure by the State Adviser's Secretariat.

     The list of officials accompanying (meeting) at the airport during the working trips of the State Adviser in the country is determined by the State Adviser's Secretariat.

     165. The program of the Foreign Minister's visit abroad is drawn up by the State Protocol Service.

     List of airport officials escorting (meeting) at departure (arrival) The Minister of Foreign Affairs to a foreign state (from a foreign state) is determined by the State Protocol Service.

     166. A working group consisting of representatives of interested government agencies is sent to organize a visit to a foreign Country by the officials mentioned in this chapter.

     The government authorities concerned shall send proposals to the Ministry of Foreign Affairs at least ten working days before the expected departure date to include their representatives in the working group.

     The final composition of the working group is determined by the Ministry of Foreign Affairs in coordination with government agencies, whose representatives are sent to the destination.

Chapter 18. Organizational issues of ensuring events with the participation of heads of state bodies with constitutional status, heads of state bodies directly subordinate and accountable to heads of state, ministers, heads of central executive bodies, heads of departments not part of governments

     167. Visits to the Republic of Kazakhstan by heads of state bodies of foreign states with constitutional status, heads of state bodies directly subordinate and accountable to the heads of foreign states, ministers of foreign states, heads of central executive bodies and heads of departments not part of the governments of foreign states arriving at the invitation of the state body of the Republic of Kazakhstan, are carried out on the basis of a well-developed state the body of the program, agreed with the Ministry of Foreign Affairs.

     168. The program includes meetings and negotiations, receptions and other events as agreed by the parties.

     169. The composition of officials of the Republic of Kazakhstan participating in the events of the visit is determined by the host state body in coordination with the Ministry of Foreign Affairs.

     170. The level of reception and service of a foreign delegation is determined by the level of bilateral relations, as well as taking into account the principle of reciprocity.

     171. The meeting (send-off) is attended by officials of the parties, determined by the program of stay.

     172. At the suggestion of the inviting State body, the guest's safety may be ensured by the State Security Service.

     173. Upon departure (arrival) abroad (from abroad), representatives of the relevant state body take part in the departure (meeting) at the airport of heads of state bodies with constitutional status, heads of state bodies directly subordinate and accountable to the President, ministers, heads of republican departments.

     174. Events with the participation of heads of State bodies with constitutional status, heads of State bodies directly subordinate and accountable to the President, ministers, including meetings and negotiations with representatives of foreign States, are planned, coordinated and conducted by their offices (secretariats) together with the relevant structural unit of the Ministry of Foreign Affairs.

Chapter 19. Protocol and organizational support of events with the participation of special representatives of heads of foreign States and heads of foreign Governments

     175. Special representatives of foreign heads of State are received as guests of the President, and heads of foreign Governments as guests of the Government.

     The format of visits, the issues of meeting (sending off), accommodation, meals, and transportation services for this category of persons are determined by the order of the Prime Minister.

     The persons responsible for organizing the foreign trip take part in the departure (meeting) of the special representatives of the President and the Prime Minister at the airport.

     The program of the Special Representative's stay abroad is drawn up jointly with the Ministry of Foreign Affairs.

Chapter 20. Protocol and organizational support of visits of heads of international organizations and their deputies to the Republic of Kazakhstan

     176. Heads (deputy heads) of international organizations are accepted as guests of the Government of the Republic of Kazakhstan.

     At the airport, the guest is met (escorted) by the Deputy Minister of Foreign Affairs (Head of the structural unit of the Ministry of Foreign Affairs) and the head of the representative office of the international organization in the Republic of Kazakhstan.

     The flag of an international organization is installed on the guest's car.

     177. By agreement of the parties, the program of the visit of the head of the international organization provides for meetings with the President, Prime Minister, Chairmen of the Chambers of Parliament and other officials of the Republic of Kazakhstan.

     178. At the suggestion of the Ministry of Foreign Affairs, the security of heads of international organizations may be provided by the State Security Service.

Chapter 21. Visits of former heads of State, heads of Government and heads of foreign ministries of foreign States

     179. The decision on organizational issues related to the preparation and conduct of visits by former heads of state, heads of Government and heads of foreign ministries of foreign states is carried out by the inviting state body of the Republic of Kazakhstan in coordination with the Ministry of Foreign Affairs.

Chapter 22. Protocol and organizational support of events with the participation of heads of diplomatic missions accredited in the Republic of Kazakhstan

Paragraph 1. Arrival and departure of heads of diplomatic missions accredited in the Republic of Kazakhstan

     180. After receiving the appropriate consent of the Kazakh side (agreman), the diplomatic mission of a foreign state informs the Ministry of Foreign Affairs of the date and time of arrival in the Republic of Kazakhstan of the newly appointed head of the diplomatic mission of a foreign state (hereinafter – the newly appointed Ambassador).

     181. Upon arrival in Astana, the newly appointed Ambassador is greeted by an employee of the State Protocol Service.

     Provision of airport VIP lounge services for the newly appointed Ambassador and his family members is carried out without charge.

     182. Upon completion of the diplomatic mission in the Republic of Kazakhstan, the diplomatic mission notifies the Ministry of Foreign Affairs in advance of the date and time of departure of the head of the diplomatic mission of a foreign state completing his mission (hereinafter referred to as the outgoing Ambassador) from the Republic of Kazakhstan.

     By agreement of the parties, meetings of the outgoing Ambassador with the leadership of the State, the Ministry of Foreign Affairs and other officials of the Republic of Kazakhstan are envisaged.

Paragraph 2. Presentation of credentials

     183. The Diplomatic mission shall inform the Ministry of Foreign Affairs on a written basis of the newly appointed Ambassador's readiness to present his credentials, and shall request a meeting at the Ministry of Foreign Affairs to present copies of his credentials and to witness the ceremony of presenting his credentials.

     184. The ceremony of presenting credentials is conducted in accordance with the procedure established by the Ministry of Foreign Affairs in coordination with the Presidential Administration.

     185. The order of arrival of the newly appointed ambassadors is determined according to the date and time of arrival in the Republic of Kazakhstan.

     186. The ceremony of presenting credentials is attended by the Head of the Presidential Administration, the Minister of Foreign Affairs and the Presidential Adviser on International Affairs.

     The footnote. Paragraph 186 is amended by Decree of the President of the Republic of Kazakhstan dated 08.01.2026 No. 1152 (effective after the date of its first official publication).

Paragraph 3. Events at diplomatic missions of foreign States on the occasion of their national holidays

     187. The main guest at receptions organized by diplomatic missions of foreign States on the occasion of their national holidays is determined by the Ministry of Foreign Affairs, taking into account the level of relations with a foreign state and the principle of reciprocity. The relevant government agencies prepare a draft of the speech of the main guest and send it to the Ministry of Foreign Affairs for approval.

Receptions organized by diplomatic missions of foreign states on the occasion of their national holidays include the performance of the national anthems of the two countries (the National Anthem of the Republic of Kazakhstan is performed first) and the installation of national flags (the National Flag of the Republic of Kazakhstan is installed first or in the center when an odd number of flags are installed).

Paragraph 4. Protocol visits to the leadership of the Republic of Kazakhstan by heads of diplomatic missions of foreign states

     188. The Ministry of Foreign Affairs organizes protocol visits by heads of diplomatic missions of foreign States to the leadership of the Republic of Kazakhstan after they present their credentials, before the foreign visits of the leadership of the Republic of Kazakhstan to the relevant foreign States, as well as on the occasion of the end of their diplomatic mission in the Republic of Kazakhstan.

Paragraph 5. Annual meeting of the President with heads of diplomatic missions

     189. The Ministry of Foreign Affairs, together with the Presidential Administration, organizes an annual meeting of the President with the heads of diplomatic missions of foreign States and international organizations with permanent residence in the Republic of Kazakhstan.

     A reception is planned at the end of the meeting.

Chapter 23. Congratulatory messages on national holidays of foreign countries

     190. Congratulatory messages are sent to the heads of these States on behalf of the President on national holidays of foreign countries with which they have diplomatic relations.

     191. Congratulatory messages are sent on the occasion of the inauguration of the Heads of State, Government, and foreign ministries of foreign countries with which there are diplomatic relations, signed respectively by the President, Prime Minister, and Minister of Foreign Affairs.

     192. Congratulatory messages may be sent on the occasion of the anniversary of the conclusion of agreements, in connection with anniversaries and anniversaries related to bilateral relations.

     Drafts of congratulatory messages are prepared by the Ministry of Foreign Affairs, approved in accordance with the established procedure and sent through the foreign institutions of the Republic of Kazakhstan in the relevant countries.

     193. Congratulatory messages on non-national holidays are sent on an initiative basis.

Chapter 24. Messages in connection with mourning events in foreign countries

     194. Drafts of letters (telegrams) expressing condolences are prepared by the Ministry of Foreign Affairs, approved in accordance with the established procedure and sent through the foreign institutions of the Republic of Kazakhstan in the relevant countries.

Chapter 25. Memorable gifts

     195. During the visits of officials of foreign states and international organizations to the Republic of Kazakhstan, it is planned to present commemorative gifts on behalf of officials of the Republic of Kazakhstan.

     196. During the visits of officials of the Republic of Kazakhstan abroad, it is planned to present commemorative gifts to officials of foreign countries and international organizations.
