1. To approve the attached Regulations on the State Security Service of the Republic of Kazakhstan.
2. To approve the attached amendments and additions to some decrees of the President of the Republic of Kazakhstan.
3. To invalidate certain acts of the President of the Republic of Kazakhstan in accordance with the annex to this Decree.
4. This Decree shall enter into force from the date of signing.

Regulations on the State Security Service of the Republic of Kazakhstan

Chapter 1. General provisions
1. The State Security Service of the Republic of Kazakhstan (hereinafter referred to as the State Security Service) is a special state body directly subordinate and accountable to the President of the Republic of Kazakhstan, belonging to the national security forces of the Republic of Kazakhstan and carrying out security measures to ensure the security of the President of the Republic of Kazakhstan, other protected persons and facilities within the competence established by law.
2. The State Security Service has a department – the Special Forces of the State Security Service (hereinafter referred to as the Special Forces).
The Special forces are a military formation.
3. The State Security Service carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.
4. The State Security Service is a legal entity in the organizational and legal form of a republican state institution, has valid and conditional names, seals with the image of the State Emblem of the Republic of Kazakhstan, stamps, letterheads in the state and Russian languages of the established sample, its symbols and insignia, flag, banner, as well as accounts with treasury authorities in accordance with the legislation of the Republic of Kazakhstan. with the legislation of the Republic of Kazakhstan.

5. The State Security Service enters into civil law relations on its own behalf.
6. The State Security Service has the right to act as a party to civil law relations on behalf of the state, if it is authorized to do so in accordance with the legislation of the Republic of Kazakhstan.
7. The State Security Service, in matters of its competence, in accordance with the procedure established by law, makes decisions formalized by orders of the Head of the State Security Service and other acts provided for by the legislation of the Republic of Kazakhstan.
8. The structure and the limit of the staffing of the State Security Service are approved by the President of the Republic of Kazakhstan on the recommendation of the Head of the State Security Service.
The number of employees of the State Security Service is established by the Head of the State Security Service within the limits of the funds allocated for these purposes.

10. This Regulation is the founding document of the State Security Service.
11. The activities of the State Security Service are financed from the republican budget in accordance with the legislation of the Republic of Kazakhstan.
12. The State Security Service is prohibited from entering into contractual relations with business entities for the performance of duties that are the authority of the State Security Service.
If the State Security Service is granted the right by legislative acts to carry out income-generating activities, the income received is sent to the state budget, unless otherwise established by the legislation of the Republic of Kazakhstan.
Chapter 2. Tasks and powers of the State Security Service
13. Tasks:
1) ensuring the security of the President of the Republic of Kazakhstan and other protected persons;
2) identification, prevention and suppression of offenses directed against the life, health, rights, freedoms, dignity of the person and property of the President of the Republic of Kazakhstan and other protected persons;
3) protection of property, ensuring public order and security at protected facilities and in other places of residence of protected persons;
4) implementation of counter-terrorism measures within the limits of their powers;
5) forecasting and identification of threats to protected persons and facilities, implementation of a set of operational measures to prevent and neutralize them;
6) protection of standards of the National Flag of the Republic of Kazakhstan and the State Emblem of the Republic of Kazakhstan and participation in the performance of ceremonial and protocol events;
7) organization of the provision of presidential communications;
8) other tasks determined by the laws and acts of the President of the Republic of Kazakhstan.

16. Authority:
1) rights:
to check the identity documents of individuals at the entrance (entrance) to protected objects and at the exit (exit) from them, to carry out their personal inspection (with the exception of protected persons), inspection of their belongings, inspection of vehicles and things transported on them, including with the use of technical means;
prohibit the bringing of objects and substances to protected objects;
If necessary, create operational headquarters for security measures (hereinafter referred to as operational headquarters), the status and powers of which are determined by regulations approved by a joint order of government agencies that are part of the republican operational headquarters for security measures.;
to carry out photographing, sound recording, film and video recording of facts and events during security measures;
to conduct an inquiry within the limits of the powers established by the laws of the Republic of Kazakhstan;
to make proposals and (or) prescriptions on the elimination of circumstances contributing to the commission of offenses that infringe on the life, health, rights, freedoms, personal dignity and property of protected persons;
to create separate units outside the location of the State Security Service that are not subject to registration with the authorized body.;
to use office premises, vehicles, communications and other property of state bodies and organizations, as well as residential and other property of citizens on a contractual basis, and in urgent cases – communications facilities of citizens;
to organize and carry out, in accordance with the established procedure, the equipment of protected facilities with security alarm systems, video surveillance, operational and technical control, other technical means of protection, as well as operational and technical maintenance of these facilities, to ensure, if necessary, the protection of information during their operation;
to issue certificates for the import into and export from the territory of the Republic of Kazakhstan of military handguns and ammunition to employees of foreign law enforcement agencies and special services arriving in the Republic of Kazakhstan to carry out tasks to ensure the safety of heads of foreign states, parliaments and governments during their stay in the territory of the Republic of Kazakhstan;
request and receive necessary information and materials;
to send employees and military personnel of the State Security Service within the Republic of Kazakhstan and outside the Republic;
to carry out training and advanced training of personnel on a contractual basis in educational institutions and research institutions of the Republic of Kazakhstan, including those under the jurisdiction of law enforcement, special and other state bodies of the Republic of Kazakhstan, as well as in educational institutions of other states;
have medical institutions and units in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
to use printing, photographic, and video studio equipment, as well as to produce information-analytical, military-journalistic, and other materials;
to encourage citizens for their services in ensuring the safety of protected persons, to present them to the state awards of the Republic of Kazakhstan in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
to involve citizens of the Republic of Kazakhstan on a voluntary basis as freelance operational staff of the State Security Service;
temporarily restrict or prohibit the movement of vehicles, including vehicles of diplomatic and consular missions, as well as individuals in certain areas and facilities, oblige them to stay in specific areas or facilities or to leave these areas or facilities;
to inspect and admit individuals and legal entities to work on the protection and maintenance of protected persons and facilities;
have medical institutions and units in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
to use printing, photographic, and video studio equipment, as well as to produce information-analytical, military-journalistic, and other materials;
to encourage citizens for their services in ensuring the safety of protected persons, to present them to the state awards of the Republic of Kazakhstan in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
to involve citizens of the Republic of Kazakhstan on a voluntary basis as freelance operational staff of the State Security Service;
temporarily restrict or prohibit the movement of vehicles, including vehicles of diplomatic and consular missions, as well as individuals in certain areas and facilities, oblige them to stay in specific areas or facilities or to leave these areas or facilities;
to inspect and admit individuals and legal entities to work on the protection and maintenance of protected persons and facilities;
classified;
detain and deliver citizens to the internal affairs bodies, office premises of other law enforcement or special state bodies in case they commit offenses;
Use service dogs in accordance with the procedure determined by the Head of the State Security Service.;
allow employees and military personnel of the State Security Service who have received special training to store and carry service weapons and special equipment;
use weapons, military equipment, special means and physical force;
to carry out operational and combat measures to curb illegal activities that infringe on the safety of protected persons, in accordance with the developed methods.;
to carry out, in accordance with the procedure determined by the Head of the State Security Service, escort and protection of special-purpose vehicles with the implementation of tactical actions, including by collision, to eliminate threats of attack and (or) obstacles to their movement.;
when organizing security measures in the anti-terrorist operation regime and ensuring the legal regime of the anti-terrorist operation, apply the measures and time restrictions provided for by the Law of the Republic of Kazakhstan "On Countering Terrorism".;
to use telecommunication networks when performing tasks in a social emergency, state of emergency or martial law;
ensure your own safety;
to involve the forces and means of internal affairs bodies, special state bodies, the Armed Forces, other troops and military formations, as well as other state bodies, to participate in security measures.;
require individuals and legal entities to comply with the established procedure in places where security measures are carried out;
identify, prevent and suppress offenses;
freely enter residential and other premises belonging to citizens, the territory and premises of enterprises, institutions and organizations, regardless of their forms of ownership (except for diplomatic, consular and other representative offices of foreign states and international organizations), when suppressing criminal and administrative offenses that endanger protected persons and facilities, as well as when prosecuting suspects in the commission of such criminal and administrative offenses, if delay may pose a real threat to protected persons and facilities;
establish additional requirements for the organization of anti-terrorist protection of facilities vulnerable to terrorism, intended for the stay of protected persons;
ensure the operation and maintenance of facilities on balance, organize sanitary, hygienic, environmental and anti-epidemic control on them;
to carry out secret investigative actions within the limits of their competence on behalf of the investigator, the inquirer;
create secret facilities (enterprises and organizations), as well as use documents that encrypt employees, military personnel, confidential assistants, departmental affiliation of units, organizations, premises and vehicles;
use the help of officials and specialists with the necessary scientific, technical or other special knowledge.;
receive information from other organizations free of charge and use it for solving the tasks of operational investigative activities in compliance with the requirements established by the legislative acts of the Republic of Kazakhstan for the disclosure of information constituting commercial, banking and other legally protected secrets.;
to involve, in coordination with other bodies authorized to carry out operational investigative activities and covert investigative actions on the territory of the Republic of Kazakhstan, the forces and means of these bodies for conducting counterintelligence and operational search activities.;
on their own initiative or on the initiative of other state bodies, to collect personal data necessary for making decisions provided for in paragraph 2 of Article 10 of the Law of the Republic of Kazakhstan "On Operational Investigative Activities";
to require the entities engaged in security activities to suspend security activities in the area of the introduction of the legal regime of the anti-terrorist operation;
in order to ensure the safety of movement of special-purpose vehicles in the cities of Astana and Almaty, determine the speed of their movement along highways or individual sections of highways and impose restrictions on movement, stopping and parking of vehicles on them, temporarily change the direction of traffic;
suspend all types of repair, construction, installation and other work on the routes of protected persons (hereinafter referred to as special routes) and within the territories of airports during the period of security measures.;
to use unmanned aircraft in the preparation and conduct of security measures, as well as to prevent violations of the use of airspace in the area of security measures or over the territory of protected facilities;
to carry out dog training activities;
to provide education, training and retraining of employees and military personnel of the State Security Service, the Armed Forces, other troops and military formations, law enforcement and special state bodies of the Republic of Kazakhstan in the field of security, as well as in accordance with international treaties of special services of foreign states;
determine the procedure for organizing and conducting security measures, as well as, in coordination with government agencies, the composition of forces and means involved in security measures.;
2) responsibilities:
to prevent and suppress offenses that infringe on the life, health, rights, freedoms, personal dignity and property of the President of the Republic of Kazakhstan and other protected persons, to identify circumstances conducive to their possible commission, and, within their rights, to take measures to eliminate them;
provide assistance to protected persons who have suffered from offenses and accidents, as well as those who are in a helpless or other condition dangerous to their health and life;
To accept statements, messages and other incoming information about impending offenses and events that threaten the personal safety of protected persons or public safety at protected facilities and other places of their stay, and to take timely measures provided for by law.;
to assist law enforcement agencies in identifying and searching for persons who have committed criminal offenses against the life, health, rights, freedoms, personal dignity and property of protected persons;
to ensure public order and security at protected facilities and in other places of residence of protected persons;
in case of accidents, catastrophes, fires, natural disasters and other emergency situations, take urgent measures to rescue protected persons and provide them with first aid, as well as to protect the personal property of protected persons and other property subject to protection and left unattended;
to participate, in accordance with the law, in ensuring the legal regime of a state of emergency or martial law in relation to protected persons in the event of their introduction on the territory of the Republic of Kazakhstan or in certain localities, as well as in carrying out quarantine measures against protected persons during epidemics and epizootics.;
to organize the provision of communications to the President of the Republic of Kazakhstan and other protected persons, the security of presidential communications systems, as well as a set of measures to prevent their information isolation.
The procedure for organizing interaction to ensure presidential communications is determined by joint regulatory legal acts of the State Security Service and government agencies.
The procedure for organizing cooperation in providing presidential communications to the State Security Service and other organizations is determined by agreements (contracts);
to compensate, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, citizens, enterprises, organizations and institutions for damage caused in connection with the use of their communications, transport and premises for official purposes.;
to ensure the safety of movement of protected persons on all types of transport, to observe and monitor compliance with the established rules, regulations and standards in force in the field of traffic safety of motor vehicles and other vehicles allocated for the movement of protected persons;
to participate, within the limits of their competence, in resolving organizational issues related to the medical care of protected persons;
identify signs and facts of intelligence and subversive activities and take measures to eliminate the causes and conditions conducive to the implementation of intelligence and subversive activities;
inform the President of the Republic of Kazakhstan and government agencies about threats to the national security of the Republic of Kazakhstan;
Take necessary measures to protect the foundations of the constitutional order, state sovereignty, territorial integrity, economic, scientific, technical and defense potential of the Republic of Kazakhstan;
take measures to ensure secrecy in the conduct of counterintelligence activities, as well as the security of forces, media and information of the State Security Service;
periodically, but at least every five years, review the contents of the current lists of information subject to secrecy, regarding the validity of the classification of information and its compliance with the previously established degree of secrecy.

17. Functions:
1) organizes and conducts security measures to ensure the safety of the President of the Republic of Kazakhstan, other protected persons and facilities. Manages the forces and resources of government agencies involved in security measures. Defines the boundaries of the security zone, the time of the beginning and completion of security measures, the procedure for organizing and conducting security measures, the composition of forces and means involved in their conduct, as well as the procedure for sound recording, photo and video filming in the security zone.;
2) carries out, in accordance with the procedure determined by the head of the State Security Service, the protection and defense of protected facilities, organizes combat duty to ensure the safety of protected persons and facilities;
3) conducts operational search and counterintelligence activities, conducts information and analytical work to fulfill assigned tasks;
4) informs the President of the Republic of Kazakhstan, the Government and state bodies of the Republic of Kazakhstan on issues within the competence of the State Security Service;
5) organizes and conducts, in accordance with the procedure determined by the Head of the State Security Service, measures to ensure mobilization, combat and operational readiness, including through practical exercises, training and experiments;
6) organizes and carries out departmental control over operational-service, combat, operational-search, counterintelligence, financial, economic and other activities of the department and structural divisions;
7) organizes professional selection for service with a special check, completes the personnel of the State Security Service with persons, mainly from among military personnel, law enforcement officers and special state bodies of the Republic of Kazakhstan. The state bodies of the Republic of Kazakhstan assist the State Security Service in the study and special verification of persons entering the service in the personnel of the State Security Service.;
8) organizes and implements measures to counteract the means of technical intelligence and technical protection of information, to counter unauthorized flights of unmanned aircraft;
9) provides the President of the Republic of Kazakhstan, other protected persons and officials with presidential communications in accordance with the legislation of the Republic of Kazakhstan.
10) ensures the safety of movement of protected persons by aviation, automobile and other modes of transport. Defines special routes, monitors compliance with established rules, regulations and standards in force in the field of traffic safety of aviation, automobile and other types of vehicles allocated for the movement of protected persons. The procedure for interaction between the State Security Service, special state, law enforcement and other state bodies in ensuring the safety of movement of protected persons is determined by joint regulatory legal acts.;
11) participates jointly with the Office of the President of the Republic of Kazakhstan, the Ministry of Health of the Republic of Kazakhstan and territorial health authorities in resolving organizational issues related to the medical care of protected persons;
12) creates and uses operational accounting and information systems;
13) organizes and performs encryption work within the limits of its authority;
14) monitors the radio airwaves during security measures;
15) carries out, in accordance with the established procedure, access control at protected facilities and in the area of security measures.;
16) organizes and conducts measures for the neutralization and destruction of explosive devices, explosive objects on the territory of protected facilities and places of security measures, research work on countering the commission of illegal acts using explosive devices;
17) organizes and implements, jointly with government agencies, sanitary, hygienic, environmental, radiation, biological, chemical and anti-epidemic control at protected sites, as well as in places where protected persons visit and in the territories adjacent to them.;
18) ensures the protection of information constituting state secrets;
19) coordinates the production of all types of repair, construction and other works at protected facilities, zones of high-security territories intended for their placement, special routes and adjacent territories;
20) organizes combat, technical, material, financial, scientific, informational, legal, social and other types of support for the State Security Service, including catering for employees and military personnel, construction, reconstruction and repair of buildings and structures under its jurisdiction, housing and barracks housing construction;
21) carries out the accreditation of participants of events with the participation of protected persons;
22) participates in anti-terrorist operations to ensure the safety of protected persons and facilities, as well as ensures the legal regime of anti-terrorist operations;
23) protects the standards of the National Flag of the Republic of Kazakhstan and the State Emblem of the Republic of Kazakhstan and participates in the performance of ceremonial and protocol events;
24) carries out management, coordination and ensures consistency of actions of departments of the State Security Service;
25) organizes work on the moral and psychological support of the service and combat activities of the units of the State Security Service, develops and implements measures among the personnel to maintain and strengthen discipline and law and order, prevent offenses, and ensure the necessary conditions for the security of the service;
26) carries out interdepartmental coordination and organization of activities to ensure the biological safety of protected persons and facilities in places where security measures are carried out;
27) determines the list of special means, types of weapons, military equipment and ammunition in service with the State Security Service;
28) approves the list of facilities of the State Security Service vulnerable to terrorism, and establishes requirements for them for the organization of anti-terrorist protection according to their category;
29) adopt regulatory legal acts regulating the activities of the State Security Service and the conduct of security measures;
30) approves regulatory legal acts in the field of mobilization training and mobilization of the State Security Service;
31) determines the procedure for compensation of damage caused to the health and property of an employee, a serviceman of the State Security Service, as well as damage caused to the health and property of family members and close relatives of an employee, a serviceman of the State Security Service in connection with the performance of his official duties;
32) approves the standard form of the family and property status survey report;
33) determines the procedure for the implementation of measures for the organization and certification of employees of the State Security Service;
35) determines the form of the cooperation contract with legally capable adults, the terms and conditions of its validity;
36) determines the procedure for the formation and use of operational records and information systems, as well as the conduct of operational accounting;
37) determines the terms of storage, the procedure for storing and destroying materials of operational-investigative and counterintelligence activities;
38) determines the procedure for the payment of a lump sum in cases of death of a confidential assistant or injury or other harm to health in connection with his participation in counterintelligence activities.;
39) approves the form of the contract, the procedure for its conclusion, extension, modification, termination and termination;
40) participates in the formation and implementation of state policy in the field of the defense industry and the state defense order;
41) participates in the implementation of military-technical cooperation;
42) decides on the recognition of the property of the State Security Service as unused;
43) carries out the destruction of ammunition;
44) transfers unused defense facilities to the authorized state property management body, except in cases stipulated by the legislation of the Republic of Kazakhstan;
45) determines the tactical and technical characteristics for new designs and weapons and military equipment proposed for purchase;
46) selects the executors of the state defense order and communicates to them the tasks of the approved state defense order in the case when budgetary funds under the state defense order are provided for in the budget of the State Security Service;
47) develops and approves, in coordination with the authorized body in the field of the state defense order, a list of military goods (products), dual-use goods (products), military works and military services provided for in sub-paragraphs 1-1), 2), 3), 7) and 12) of the first paragraph 2 of Article 19 of the Law of the Republic of Kazakhstan "On the Defense Industry and the State Defense Order", purchased under the state defense order;
48) ensures the fulfillment of tasks of the state defense order within its competence;
49) organizes and conducts state tests of prototypes of weapons, military and special equipment, technical and special means, prepares documentation for their adoption into service, equipment, supply and operation in accordance with the legislation of the Republic of Kazakhstan;
50) participates in the preparation of documents for the acceptance of prototypes of weapons, military and special equipment, technical and special means for armament, equipment, supply and operation, in the coordination of design, technical and other documentation for their transfer to mass production in accordance with the legislation of the Republic of Kazakhstan;
51) carries out the acceptance of prototypes of weapons, military and special equipment, technical and special means for armament, equipment, supply and operation;
52) develops, coordinates, participates in the development, modification and cancellation of military national standards in accordance with the legislation of the Republic of Kazakhstan;
53) participates in the planning of the territorial defense of the Republic of Kazakhstan within its competence;
54) performs other functions stipulated by the laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

Chapter 3. Status and powers of the Head of the State Security Service, Board of the State Security Service
18. The management of the State Security Service is carried out by the Chief, who is personally responsible for the personal security of the President of the Republic of Kazakhstan, the fulfillment of the tasks assigned to the State Security Service and the exercise of his powers.
19. The Head of the State Security Service is appointed and dismissed by the President of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.
20. The Head of the State Security Service has deputies who are appointed and dismissed by the President of the Republic of Kazakhstan on the recommendation of the Head of the State Security Service in accordance with the legislation of the Republic of Kazakhstan.
21. Powers of the Head of the State Security Service:
1) organizes the work of the State Security Service, determines the main directions of development of the State Security Service;
2) heads the republican operational headquarters for security measures. Determines the heads of regional, cities of republican significance, the capital of operational headquarters;
3) directs from the beginning of the security measures and until their completion all military personnel, employees and specialists of the state bodies of the Republic of Kazakhstan involved in their conduct;
4) decides on the conduct of anti-terrorist operations to ensure the safety of protected persons, the introduction of a legal regime of anti-terrorist operations for the period of their conduct;
5) determines the scope of security measures carried out by the State Security Service, based on the nature and reality of the threat to their safety;
6) approves, in coordination with the Administration of the President of the Republic of Kazakhstan, the List of objects protected by the State Security Service;
7) determines the procedure for monitoring the radio broadcast during security measures;
8) issues orders, orders, and gives instructions that are mandatory for all employees, military personnel, and employees of the State Security Service;
9) determines the procedure for organizing and carrying out combat duty to ensure the safety of protected persons and facilities, as well as facilities of the State Security Service by the department and structural divisions of the State Security Service;
10) determines the procedure for interaction of state bodies in the implementation of sanitary, hygienic, environmental, radiation, biological, chemical and anti-epidemic control at protected facilities and in places where security measures are carried out;
11) determines the procedure for the neutralization and destruction of explosive devices, explosive objects at protected facilities and in places where security measures are carried out;
12) determines the procedure for the use of special means, weapons and military equipment by employees and military personnel of the State Security Service;
13) approves the Combat and Special Training Program for employees and military personnel of the State Security Service;
14) approves safety measures when handling weapons and special equipment;
15) determines the list of facilities and sections of special routes where operational support is provided by the State Security Service, as well as the procedure for coordinating operational search and counterintelligence activities at the facilities of operational support for the State Security Service and in the area of security measures.;
16) approves the regulations (charters), the structure and staff of the department, structural divisions and state institutions of the State Security Service;
17) determines the number of employees of the current reserve within the staff size approved by the President of the Republic of Kazakhstan and the funds allocated for these purposes;
18) determines the powers of the heads and officials of the department and structural divisions of the State Security Service in solving organizational, personnel, staff, financial, production, economic and other issues;
19) determines the procedure and plan for the recruitment of Special Forces by military personnel;
20) approves the nomenclature of positions of the State Security Service, the list of positions filled by employees, military personnel and employees;
21) makes decisions on the deployment (redeployment) of units of the State Security Service in accordance with the established procedure.;
22) determines the procedure for the application of the valid and conditional names of the State Security Service;
23) defines the qualification requirements for the categories of positions of the State Security Service;

22. The Head of the State Security Service determines the powers of his deputies in accordance with the current legislation of the Republic of Kazakhstan.
23. The staff of the State Security Service, which is directly subordinate and accountable to the Head of the State Security Service, coordinates and controls the activities of departments and structural divisions, organizes information and analytical, legal, and documentation support for the activities of the State Security Service.
The staff of the State Security Service is headed by the Chief of Staff, who is appointed and dismissed by the Head of the State Security Service in accordance with the current legislation of the Republic of Kazakhstan.
24. The collegial body of the State Security Service is the Collegium.
Powers of the Board:
1) consideration of the most important operational issues;
2) ensuring the development of measures to improve the efficiency of operational activities and the adoption of agreed decisions on them.
The decisions of the Board are announced by order of the Head of the State Security Service. The tasks, powers, procedure of activity and personal composition of the Board are regulated by the regulations approved by the Head of the State Security Service.
25. The procedure for admission to the State Security Service and service is determined by the laws of the Republic of Kazakhstan "On Special State Bodies of the Republic of Kazakhstan" and "On military service and the status of military personnel".
Special forces are recruited in accordance with the procedure established by the legislation of the Republic of Kazakhstan from among the citizens of the Republic of Kazakhstan called up for military service.
The selection of conscripted military personnel for Special Forces is a priority.

28. Medical care and services for employees and military personnel of the State Security Service, the supply of medical equipment and medicines are carried out in accordance with the procedure determined by the legislation of the Republic of Kazakhstan.
29. The length of service for awarding pensions to employees and military personnel of the State Security Service is calculated on preferential terms in accordance with the procedure determined by the Government of the Republic of Kazakhstan*.
*Note. Employees of the State Security Service in the length of service in a state body for setting coefficients for calculating official salaries and health benefits, the service calculated at the rate of one and a half months for one served until January 6, 2020, is not subject to recalculation.
30. The service of employees and military personnel of the State Security Service is the fulfillment of a combat mission and is based on the implementation of a set of measures carried out both independently and jointly with other government agencies.
During security measures to ensure the safety of protected persons and facilities, a senior official of the State Security Service is the operational supervisor for all persons involved in their conduct.
Chapter 4. Property of the State Security Service
31. The State Security Service may have separate property on the right of operational management in cases provided for by law.
The property of the State Security Service is formed at the expense of property transferred to it by the state, as well as property acquired as a result of its own activities, and other sources not prohibited by the legislation of the Republic of Kazakhstan.
32. The property assigned to the State Security Service belongs to republican ownership.
33. The State Security Service does not have the right to independently alienate or otherwise dispose of the property assigned to it and property acquired at the expense of funds provided to it under the financing plan, unless otherwise established by the legislation of the Republic of Kazakhstan.

34. The reorganization and abolition of the State Security Service is carried out in accordance with the legislation of the Republic of Kazakhstan.
