In accordance with the Law of the Republic of Kazakhstan dated December 15, 2006 "On Culture", I HEREBY DECREE:
1. To approve the attached Rules and Conditions for awarding the status of "National" to state cultural organizations, individual professional artistic and creative collectives.
2. This Decree shall enter into force upon the expiration of ten calendar days after the first official publication.

RULES AND CONDITIONS FOR granting the status of "National" to state cultural organizations, individual professional artistic and creative teams
1. General provisions
1. These Rules and Conditions for awarding the status of "National" to state cultural organizations, individual professional artistic and creative collectives (hereinafter referred to as the Rules) have been developed in accordance with the Law of the Republic of Kazakhstan dated December 15, 2006 "On Culture" and define the procedure and conditions for awarding the status of "National" to state cultural organizations, individual professional artistic, creative teams.
2. Requirements for state cultural organizations, individual professional artistic and creative collectives applying for the status of "National"
2. The status of "National" is assigned to state cultural organizations, individual professional artistic and creative collectives, whose activities in the field of culture are of special state and public importance and meet the following requirements:
1) theaters, concert organizations, individual professional art and creative groups:
they have the status of "Academic", assigned in accordance with the procedure approved by the authorized body in the field of culture.;
concert organizations, individual professional artistic and creative groups hold at least sixty concerts a year in the country and abroad.;
theaters perform at least two hundred performances a year, including new productions.;
they have a detached building;
2) Museums and libraries:
They have been carrying out stable and efficient activities for at least twenty-five years;
They introduce innovations in their activities to improve professionalism, efficiency and quality of work.;
they have a detached building;
they participate in international programs and projects;
Museums have at least ten percent of the cultural assets of the national cultural heritage in the museum fund.;
Libraries have collections of rare manuscripts, old books, documents and publications, at least ten percent of which are national cultural treasures.

3. The assignment of the "National" status to theaters, concert organizations, individual professional artistic and creative groups is carried out no earlier than ten years after the assignment of the "Academic" status.
3. The procedure for assigning the status of "National"
4. The heads of republican state cultural organizations, as well as the heads of local executive bodies of regions, cities of republican significance, and the capital, submit a petition to the central authorized body in the field of culture (hereinafter referred to as the authorized body) for the assignment of the "National" status.
The following documents are attached to the application:
1) an extract from the minutes of the general meeting of employees of the state cultural organization, a separate professional artistic and creative team on the submission for the assignment of the status of "National";
2) information about the activities of the state cultural organization,
a separate professional artistic and creative team,
reflecting the contribution to the development of culture and art of Kazakhstan;
3) information about cultural workers, creative workers who have state awards of the USSR and (or) the Republic of Kazakhstan;
4) a copy of the document that was awarded the status of "Academic" (for theaters, concert organizations, individual professional artistic and creative groups);
5) copies of materials published in the national-level mass media and in foreign mass media (at least ten publications) on the activities of;
6) copies of documents attesting to participation and/or receipt of prizes at cultural events (contests, festivals, exhibitions of national and international significance).

5. The documents specified in paragraph 4 of these Rules must reflect the achievements of the theater, concert organization, individual professional artistic and creative team for the period from the moment of awarding the status of "Academic".
6. Applications must be sent to the authorized body by July 1 of the current year. Petitions sent in violation of the specified deadline will not be accepted for consideration.
7. The authorized body, based on the recommendation of a special commission established under the authorized body, submits a proposal to the Government of the Republic of Kazakhstan by October 10 on awarding the status of "National" to state cultural organizations and individual professional artistic and creative collectives in accordance with the legislation of the Republic of Kazakhstan.
8. The Government of the Republic of Kazakhstan, in accordance with the procedure provided for by law, submits for consideration to the Administration of the President of the Republic of Kazakhstan a draft Decree of the President of the Republic of Kazakhstan on awarding the status of "National" to state cultural organizations, individual professional artistic and creative collectives.
9. The status of "National" is assigned by the President of the Republic of Kazakhstan on the recommendation of the Government of the Republic of Kazakhstan.
