In accordance with paragraph 3 of Article 40 of the Law of the Republic of Kazakhstan "On the Prevention of Offenses", I HEREBY DECREE:

     1. To approve the attached Rules for the preparation, submission of the National Report on the State of Public Safety (Prevention of Offenses) in the Republic of Kazakhstan to the President of the Republic of Kazakhstan and its publication.

     2. This Decree shall enter into force from the date of its signing.

RULES for preparation, submission of the National Report on the State of Public Safety (prevention of offenses) in the Republic of Kazakhstan to the President of the Republic of Kazakhstan and its publication

Chapter 1. General provisions

     1. These Rules for the preparation and submission of a National Report on the State of Public Safety (Prevention of Offenses) in the Republic of Kazakhstan to the President of the Republic of Kazakhstan and its publication (hereinafter referred to as the Rules) have been developed in accordance with Article 40 of the Law of the Republic of Kazakhstan "On the Prevention of Offenses" and define the procedure for the preparation and submission of a National Report on the State of Public Safety (prevention of Offenses) in the Republic of Kazakhstan to the President of the Republic of Kazakhstan and its publication (hereinafter referred to as the National Report).

Chapter 2. The procedure for submitting materials

     2. State bodies and local self–government bodies, within the limits of their competence, submit by February 15 to the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the Ministry of Internal Affairs) information on the ongoing work to ensure public safety and crime prevention, the implementation of strategic and program documents, departmental and regional plans on crime prevention.

     3. The information is signed by the first supervisor or the person replacing him, who ensure the accuracy, completeness of the information and the timeliness of its presentation.

Chapter 3. Procedure for preparation of the National Report

     4. The preparation of the National Report is carried out by the Ministry of Internal Affairs.

     5. The national report is formed on the basis of information provided by state and local government bodies, as well as analysis, assessment of the state and trends in the field of public safety and crime prevention at the international and national levels.

     6. The National Report may also use information and information provided by organizations and citizens of the Republic of Kazakhstan.

     7. The structure of the National Report consists of the following sections:

     1) Introduction;

     2) the main part;

     3) conclusion.

     8. The introduction includes the basis and purpose of the presentation of the National Report, as well as its summary.

     9. The main part of the National Report contains data reflecting the nature, status and main results of the ongoing work on crime prevention, as well as:

     1) information about the current state of crime prevention and the criminal situation;

     2) information on the work carried out by state and local government bodies, organizations and citizens of the Republic of Kazakhstan to prevent offenses;

     3) information on the implementation of strategic and program documents, departmental and regional plans for the prevention of offenses;

     4) assessment of the impact of the implemented measures on the state of public safety in the country;

     5) assessment of the effectiveness of crime prevention measures;

     6) information on the implementation of measures to protect and restore the rights and legitimate interests of citizens, identify and eliminate the causes and conditions conducive to the commission of offenses, prevent child neglect and homelessness, protect citizens from violence and abuse, antisocial behavior;

     7) the results of sociological research to determine the levels of public safety, legal culture and intolerance to manifestations of offenses in society;

     8) indicators of the Republic of Kazakhstan in the relevant ratings of international organizations and information on the state of public safety at the international level.

     10. The conclusion contains conclusions and proposals on the formation, implementation and improvement of public safety, crime prevention, further development and improvement of work in this area, including the adjustment of strategic and program documents.

     11. If necessary, the National Report may contain appendices, which are arranged in the order of references to them in the text.

     12. The Ministry of Internal Affairs submits the National Report to the Government of the Republic of Kazakhstan no later than April 15 of the year following the reporting year.

Chapter 4. Procedure for submitting a National report to the President of the Republic of Kazakhstan and its publication

     13. The national report is submitted by the Government of the Republic of Kazakhstan to the President of the Republic of Kazakhstan after consideration at a meeting of the Government of the Republic of Kazakhstan, but no later than May 25 of the year following the reporting year.

     14. Based on the results of the review of the National Report by the President of the Republic of Kazakhstan, if approved, the conclusions and proposals become the basis for further improvement of work on crime prevention and its official publication.

     15. The publication of the National Report in the republican mass media and its posting on the Internet resource of the Ministry of Internal Affairs are carried out no later than one month after its consideration by the President of the Republic of Kazakhstan.
