In accordance with subparagraph 1) of Article 15 of the Law of the Republic of Kazakhstan dated May 30, 2005 "On International Treaties of the Republic of Kazakhstan", I HEREBY DECREE :
1. To approve the attached Agreement on the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States, signed in Minsk on November 28, 2006.
2. This Decree shall enter into force from the date of signing.

The States parties to the Agreement on Humanitarian Cooperation of the Member States of the Commonwealth of Independent States dated August 26, 2005 - The Parties to this Agreement, hereinafter referred to as the Parties, striving to further develop mutual humanitarian cooperation, realizing that the development of such cooperation is in the interests of their peoples, based on the provisions of Article 10 of the Agreement on Humanitarian Cooperation of the Member States of the Commonwealth of Independent States of August 26, 2005, providing for the establishment of the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States. Member States (hereinafter referred to as the Council),
have agreed on the following :
Article 1
The Council carries out its activities on the basis of the Regulations on the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States (attached), which is an integral part of this Agreement.
Article 2
This Agreement shall enter into force on the date of the deposit of the third written notification to the depositary on the completion by the signatories of the internal procedures necessary for its entry into force. For the Parties that have completed the internal procedures later, this Agreement shall enter into force on the date of delivery of the relevant notifications to the depositary.
Article 3
By mutual agreement of the Parties, amendments and additions may be made to this Agreement, which are formalized by separate protocols that are an integral part of it and enter into force in accordance with the procedure provided for in Article 2 of this Agreement.
Article 4
This Agreement is open for accession by other member States of the Commonwealth of Independent States that share its provisions and are ready to assume obligations arising from this Agreement. For the acceding State, the Agreement enters into force on the date of deposit of the instruments of accession to the depositary.
Article 5
Each of the Parties may withdraw from this Agreement by sending a written notification of its intention to the depositary no later than 6 months before the date of withdrawal.
Done in Minsk on November 28, 2006, in one original copy in the Russian language. The original copy is kept in the Executive Committee of the Commonwealth of Independent States, which will send a certified copy to each signatory State of this Agreement.

Regulations on the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States
I. General provisions
1.1. The Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States (hereinafter referred to as the Council) is established in order to implement the Agreement on Humanitarian Cooperation of the Member States of the Commonwealth of Independent States dated August 26, 2005, and coordinate multilateral cooperation between the member States of the Agreement on the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States (hereinafter referred to as the Agreement) in the fields of culture, education, science, archival affairs, information and mass communications, sports, tourism and youth work.
1.2. The main objectives of the Council are to improve and develop mechanisms for cooperation in the fields of culture, education, science, archives, information and mass communications, sports, tourism and youth work, and to ensure harmonious conditions for the realization of each individual's abilities and talents, regardless of their country of residence, based on the mutual enrichment of national cultures and accumulated knowledge among States.-the CIS countries have scientific and educational potential.
1.3. The Council shall be guided in its activities by the generally recognized principles and norms of international law, the fundamental documents of the Commonwealth of Independent States and other treaties adopted within the Commonwealth in the fields of culture, education, science, archives, information and mass communications, sports, tourism and youth work, decisions of the Council of Heads of State and the Council of Heads of Government of the Commonwealth Of Independent States and this Regulation.
II. Functions of the Council
The Council performs the following functions:
2.1. Consideration of conceptual and practical issues of humanitarian cooperation between the States parties to the Agreement, taking into account the proposals of the CIS sectoral cooperation bodies in the humanitarian field, forums of creative and scientific intelligentsia of the Commonwealth member states, public and commercial organizations operating in the field of culture, education, science, archival affairs, information and mass communications, sports, tourism and work with young people.
2.2. Identification of priority areas and forms of cooperation in the humanitarian field, development of proposals for interaction and coordination of joint actions in the main areas of humanitarian cooperation.
2.3. Preparation of two-year plans for priority interstate activities in the field of humanitarian cooperation between the States parties to the Agreement.
2.4. Development of drafts of international legal documents in the field of humanitarian cooperation.
2.5. Cooperation with UNESCO and other international organizations, including the development and implementation of joint international programs, projects and events in the fields of culture, education, science, archives, information and mass communications, sports, tourism and youth work.
2.6. Cooperation with the Interstate Fund for Humanitarian Cooperation of the member States of the Commonwealth of Independent States.
2.7. Preparation of proposals for meetings of the Council of Heads of State and the Council of Heads of Government of the CIS on further strengthening and development of humanitarian cooperation.
III. Council rights
The Council has the right to perform its functions:
3.1. To request information on issues within its competence from the States parties to the Agreement and the CIS sectoral cooperation bodies in accordance with the established procedure.
3.2. Submit information on the implementation of their decisions on humanitarian cooperation to the supreme bodies of the Commonwealth in accordance with the established procedure.
3.3. Submit, in accordance with the established procedure, draft documents prepared by the Council for consideration by the supreme bodies of the Commonwealth, including proposals on the scope and sources of financing for interstate projects and programs.
3.4. To create permanent or temporary working groups, if necessary, to carry out the tasks facing the Council.
3.5. To resolve other issues within its competence.
IV. The procedure for forming the Council
4.1. The members of the Council are authorized representatives of the States parties to the Agreement (one from each State).
4.2. The chairmanship of the Council is carried out alternately by each State party to the Agreement, represented by its representative on the basis of the principle of rotation, for a period of no more than one year.
V. Organization of work
5.1. Meetings of the Council are held as necessary, but at least twice a year, and are recognized as valid if attended by at least two thirds of the members of the Council. An extraordinary meeting of the Council is convened by the Chairman on his initiative or on the initiative of at least three members of the Council. If a member of the Council is absent from the meeting, his rights may be transferred to another person authorized by the State party to the Agreement.
5.2. The venue of the meetings is determined by prior agreement of the members of the Council.
5.3. The heads of the CIS sectoral cooperation bodies in the humanitarian field and the CIS Executive Committee may participate in the meeting of the Council with the right of advisory vote.
5.4. By decision of the Council, adopted on a case-by-case basis, representatives of international and national organizations engaged in humanitarian activities may participate in its meetings as observers.
5.5. Decisions of the Council are taken by a simple majority of the votes of its members present at the meeting, unless otherwise determined by the Council. Any member of the Council can declare his disinterest in a particular issue, which should not be considered as an obstacle to making a decision. Members of the Council who disagree with the decision may express a dissenting opinion, which is included in the minutes of the meeting.
5.6. The decisions of the Council shall be formalized by protocols, which shall be signed by the Chairman of the Council.
5.7. The Council makes decisions on the internal organization of its activities.
5.8. The functions of the Council's working staff are performed by the relevant structural subdivision of the Executive Committee of the Commonwealth of Independent States.
VI. Financing
The costs of holding Council meetings shall be borne by the State party to the Agreement in whose territory the Council meeting is being held. The expenses for the secondment of the Council members are borne by the sending State.
I hereby certify that the attached text is an authentic copy of the Agreement on the Council for Humanitarian Cooperation of the Member States of the Commonwealth of Independent States, adopted at the meeting of the Council of Heads of State of the Commonwealth of Independent States, which took place on November 28, 2006 in Minsk. The original copy of the above-mentioned Agreement is kept in the Executive Committee of the Commonwealth of Independent States.
