On approval of the text of the oath of an employee of a special state body of the Republic of Kazakhstan and the Rules for its taking
Decree of the President of the Republic of Kazakhstan dated May 7, 2012 No. 319.
In accordance with paragraph 2 of Article 13 of the Law of the Republic of Kazakhstan "On Special State Bodies of the Republic of Kazakhstan", I HEREBY DECREE:
The footnote. The preamble is in the wording of the Decree of the President of the Republic of Kazakhstan dated December 28, 2023 No. 423 (effective from the date of its first official publication).
1. Approve the attached documents:
1) the text of the oath of an employee of a special state body of the Republic of Kazakhstan;
2) The rules for taking the oath of office by an employee of a special state body of the Republic of Kazakhstan.
2. This Decree shall enter into force from the date of its first official publication.

Oath of the employee of a special state body of the Republic of Kazakhstan
I am, ________________________ ( Full name), a citizen of the Republic of Kazakhstan, entering the service of a special state body of the Republic of Kazakhstan, realizing the special trust from society and the state, his high responsibility in the matter to protect the sovereignty and national security of the Republic of Kazakhstan, I solemnly swear:
to be devoted to the people and the President of the Republic of Kazakhstan;
observe the Constitution and legislation of the Republic of Kazakhstan;
follow the principles of legality in all your actions;
to protect the rights and freedoms of citizens and the interests of the state;
to fulfill the duties assigned to me in good faith, to keep state and official secrets;
cherish the title of an employee of a special government agency.
If I violate the oath I have taken, I am ready to bear the responsibility established by the laws of the Republic of Kazakhstan.

The rules of taking the oath by an employee of a special state body of the Republic of Kazakhstan
1. In accordance with paragraph 2 of Article 13 of the Law of the Republic of Kazakhstan "On Special State bodies of the Republic of Kazakhstan", the oath is taken.:
1) persons who have entered the service of special state bodies of the Republic of Kazakhstan, who have not previously taken the military oath or the oath of an employee of a special state body of the Republic of Kazakhstan, no later than two months from the date of awarding the first special rank;
2) cadets, students of military and special educational institutions who have not previously taken the military oath or the oath of an employee of a special state body of the Republic of Kazakhstan, no later than two months from the date of acquisition of the status of an employee of a special state body of the Republic of Kazakhstan;
3) officials of special state bodies of the Republic of Kazakhstan who, for some reason, had not previously taken the military oath or the oath of an employee of a special state body of the Republic of Kazakhstan.

2. The date, time and place of the swearing-in ceremony are indicated in the relevant order of the authorized head of a special state body or a person replacing him.
3. The oath is taken under the supervision of the authorized head of a special state body or a person replacing him, in a solemn atmosphere in places decorated with state symbols of the Republic of Kazakhstan and symbols of special state bodies of the Republic of Kazakhstan.
4. Representatives of government agencies, veterans' organizations, and the media may be invited to the swearing-in ceremony.
5. Employees who are being sworn in, as well as personnel participating in the swearing-in ceremony, must be dressed in formal (ceremonial) uniforms.
6. At the appointed time, the employees who are sworn in line up in accordance with the procedure established by the first head of a special state body and the place reserved for taking the oath.
7. The oath-taking ceremony begins with the performance of the National Anthem of the Republic of Kazakhstan with the raising of the National Flag of the Republic of Kazakhstan.
8. The authorized head of a special state body or a person replacing him, in a brief speech, explains the meaning of the oath and the high responsibility of an employee of a special state body of the Republic of Kazakhstan.
Upon completion of the speech, the authorized head or the person replacing him proceeds to take the oath of office.
With a large number of employees being sworn in, several groups of 10-15 people are formed, in each of which a responsible person is appointed to be sworn in, usually from among the deputies of the authorized head of a special state body. Responsible persons proceed to swearing in employees at the command of the authorized head of a special state body or a person acting in his place.
9. An employee who is being sworn in is incapacitated, pronounces or reads aloud the text of the oath and signs it, after which he returns to service.
The text of the oath, duly executed and printed in the state and Russian languages, is pronounced in one of these languages at the choice of the person being sworn in.
10. The authorized head of a special state body or a person acting in his place congratulates the employees who have been sworn in, who can also be congratulated by the persons present at the oath-taking ceremony.
11. The oath-taking ceremony ends with the performance of the National Anthem of the Republic of Kazakhstan.
12. The form with the text of the oath, signed by the employee, is attached to his personal file.
A note is made in the employee's service record "Took the oath of office of an employee of a special state body of the Republic of Kazakhstan (date, month, year)".
13. The responsibility for the timely swearing in of employees of special state bodies, the organization and accounting of its adoption are assigned to the heads of departments and staff of special state bodies of the Republic of Kazakhstan.
