On the approval of the text of the Oath of law enforcement officers, civil protection agencies, the State courier Service of the Republic of Kazakhstan and the procedure for its taking, as well as the invalidation of certain decrees of the President of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated December 19, 2022 No. 61.
In order to implement the Law of the Republic of Kazakhstan "On Law Enforcement Service", I HEREBY DECREE:
1. Approve the attached documents:
1) the text of the Oath of law enforcement officers of the Republic of Kazakhstan;
2) the text of the Oath of civil protection officers;
3) the text of the Oath of the staff of the State courier service of the Republic of Kazakhstan;
4) The Rules for taking the Oath of Office by law enforcement officers, civil protection agencies and the State courier service of the Republic of Kazakhstan.

2. To invalidate certain decrees of the President of the Republic of Kazakhstan in accordance with the annex to this Decree.
3. This Decree shall enter into force from the date of its signing.

To serve your people faithfully, strictly observe the Constitution and laws of the Republic of Kazakhstan and follow the principles of legality and justice in all your actions.;
to fulfill the duties assigned to me in good faith and to use all my strength and knowledge to protect the rights and freedoms of man and citizen, the interests of society and the state from criminal and other unlawful encroachments.;
courageously protect the life and health of man and citizen, make every effort to save human life;

it is worthy to endure the difficulties associated with the service.

Rules for taking the Oath of Office by law enforcement officers, civil protection agencies and the State Courier Service of the Republic of Kazakhstan

1. These Rules for Taking the Oath of Office by Law enforcement officers, civil protection Agencies and the State Courier Service of the Republic of Kazakhstan (hereinafter referred to as the Rules) have been developed in order to implement the Law of the Republic of Kazakhstan "On Law Enforcement Service" and define the procedure for taking the Oath by law enforcement officers, civil protection agencies and the State Courier Service of the Republic of Kazakhstan (hereinafter referred to as the employees).

2. The oath is taken:
1) persons who enter the service of law enforcement agencies, civil protection agencies and the state courier service of the Republic of Kazakhstan for the first time, who have been awarded a special rank or class rank, no later than two months after being awarded a special rank or class rank;
2) cadets of an educational organization who have not previously taken the Oath – no later than two months after enrolling in their studies.;
3) employees who had not previously taken the Oath for any reason.
3. Employees take the Oath of Office once.
4. The date, time and place of the swearing-in ceremony shall be determined by the head of the relevant law enforcement agency, civil protection agency or the state courier service of the Republic of Kazakhstan or an authorized head.
5. The oath is taken under the supervision of the relevant head of the law enforcement agency, the civil protection agency and the state courier service of the Republic of Kazakhstan or an authorized head in a solemn atmosphere in places decorated with state symbols of the Republic of Kazakhstan, symbols of law enforcement agencies, the authorized body in the field of civil protection and the state courier service of the Republic of Kazakhstan.
6. Representatives of government agencies, veterans' organizations, and the media may be invited to the swearing-in ceremony.
7. Employees who are sworn in, as well as personnel participating in the swearing-in ceremony, dress in formal (formal, formal) uniforms.
8. The oath-taking ceremony begins with the performance of the National Anthem of the Republic of Kazakhstan.
9. The head of the relevant law enforcement agency, the civil protection agency and the state courier service of the Republic of Kazakhstan or the authorized head in a brief speech explains the meaning of the Oath and the responsibility that is assigned to employees who have taken the Oath of allegiance to the people of the Republic of Kazakhstan.
10. Employees who are sworn in leave the line, pronounce or read aloud the text of the Oath and sign it, after which they return to service.
The text of the Oath is pronounced in Kazakh or Russian at the choice of the persons being sworn in.
11. The oath-taking ceremony ends with the performance of the National Anthem of the Republic of Kazakhstan.
12. Forms with the text of the Oath, signed by employees, are attached to their personal files.
13. Responsibility for the timely swearing in of employees, the organization and accounting of its adoption are assigned to the heads of personnel services of law enforcement agencies, civil protection agencies or the state courier service of the Republic of Kazakhstan.
