On amendments and additions to some legislative acts of the Republic of Kazakhstan on livestock breeding and beekeeping
The Law of the Republic of Kazakhstan dated June 19, 2026 No. 319-VIII SAM
Article 1. To make amendments and additions to the following legislative acts of the Republic of Kazakhstan:
1. To the Law of the Republic of Kazakhstan dated July 9, 1998 "On Livestock Breeding":
1) throughout the text, replace the words "regions, cities of republican significance, capitals" with the words "capitals, regions, cities of republican significance";
2) in article 1:
Sub-paragraphs 1) and 2) should be deleted;
Sub-paragraphs 5) and 15) should be worded as follows:
"5) studbook – a set of data on the origin, productivity and other qualities of breeding animals of a certain breed, taking into account their breeding value;";
"15) breeding products (material) – breeding animals, as well as seeds, embryos, incubation eggs, day-old chicks, caviar, larvae and juveniles of fish obtained from breeding animals; breeding queen bees, as well as a breeding bee family, drone sperm, eggs, larvae obtained from a breeding queen bee;";
Sub-paragraph 23) should be deleted;
subparagraph 33) after the word "tribal" add the words "and productive";
3) Article 2 should be worded as follows:
"Article 2. Purpose, objectives and principles of the legislation of the Republic of Kazakhstan on livestock breeding
1. The purpose of the legislation of the Republic of Kazakhstan on livestock breeding is to create conditions for the development of the livestock breeding industry aimed at increasing its economic efficiency and competitiveness.
2. The objectives of the legislation of the Republic of Kazakhstan on livestock breeding are:
1) state regulation of activities in the field of livestock breeding;
2) organization of accounting of breeding products (materials);
3) provision of state support for breeding livestock;
4) state control in the field of livestock breeding;
5) organization and development of breeding and breeding work, as well as the introduction of modern breeding methods.
3. The principles of the legislation of the Republic of Kazakhstan on livestock breeding are:
1) ensuring the conservation of the gene pool of breeding animals, including breeds with a limited gene pool;
2) reliability of accounting in the field of livestock breeding and its openness in accordance with the legislation of the Republic of Kazakhstan;
3) providing scientific support to the livestock breeding industry.";
4) add the words "in accordance with this Law" to the fourth part of Article 9;
5) Subparagraph 1) of paragraph 3 of Article 16 shall be worded as follows:
"1) to exercise state control over:
the state of breeding and breeding work, its accounting and reporting among subjects in the field of livestock breeding, individuals and legal entities that have received budget subsidies;
the quality of services for the bonus and (or) index assessment of breeding animals;";
6) in article 16-2:
In subparagraph 1) of the second part of paragraph 4, the words "(for a legal entity)" should be deleted.;
In subparagraph 1) of the second part of paragraph 5, the words "(for a legal entity)" should be deleted.;
add paragraph 8-1 as follows:
"8-1. A legal entity that has notified the authorized body of the beginning of its activity as a republican chamber is obliged to:
1) be registered with the judicial authorities in the form of a republican chamber, subject to the requirements of paragraph 5 of Article 28-2 of this Law;
2) timely and efficiently fulfill the powers provided for in paragraph 9 of Article 28-3 of this Law;
3) have employees in the relevant specialties.
The following documents are attached to the notification:
1) a copy of the certificate of state registration (re-registration) of a legal entity;
2) copies of supporting documents of the staff of employees in the relevant specialties "agriculture and bioresources" or "veterinary medicine".";
7) the third part of Article 16-3 should be worded as follows:
"Data on the origin, productivity and other qualities of breeding animals of a certain breed, taking into account their breeding value, are entered in the studbook.";
8) in article 18:
in the title, replace the words "and implementation" with the words "and (or) implementation";
in paragraph 1, replace the words "and implementation" with the words "and (or) implementation";
in paragraph 2:
in the first paragraph, replace the words "and is being implemented" with the words "and (or) is being implemented";
add the following part of the second part:
"The requirements of the first part of this paragraph also apply to the import of seeds.";
in the first paragraph of paragraph 3, replace the words "and is being implemented" with the words "and (or) is being implemented";
9) paragraphs three and four of Article 20 shall be worded as follows:
"assessment (testing) of breeding animals based on their own productivity and (or) genomic assessment;
assessment of the quality of offspring and (or) genomic assessment.";
10) in paragraph 5 of article 28-2:
add the following part of the fourth:
"One republican chamber for all bee breeds is being created on the territory of the Republic of Kazakhstan.";
In part four, the word "beekeeping," should be deleted.;
11) in article 28-3:
in paragraph 3:
In part three, replace the words "updated annually" with the words "updated every two years";
In part four, the word "equal" should be deleted.;
in paragraph 9:
subparagraph 6) should be supplemented with the words "in accordance with the procedure determined by the authorized body";
In subparagraph 7), replace the words "data monitoring" with the words "monitoring the management and condition of breeding records, data".
2. To the Law of the Republic of Kazakhstan dated July 13, 1999 "On Protection of breeding achievements":
Subparagraph 4) of Article 2 shall be worded as follows:
"4) breeding products (material) – breeding animals, as well as seeds, embryos, incubation eggs, day-old chicks, eggs, larvae and juveniles of fish obtained from breeding animals; breeding queen bees, as well as a breeding bee family, drone sperm, eggs, larvae obtained from a breeding queen bee;".
3. To the Law of the Republic of Kazakhstan dated March 12, 2002 "On Beekeeping":
1) in article 1:
Subparagraph 1) should be worded as follows:
"1) the queen bee is a female member of the bee family with a developed reproductive system that performs a reproductive function;";
add sub-paragraphs 1-1) and 1-2) as follows:
"1-1) An instrumental insemination facility is a specialized facility where artificial insemination of queen bees is performed using special equipment.;
1-2) breeding queen bee – a purebred queen bee from a highly productive family, characterized by breeding value, which she steadily transmits to her offspring;";
subparagraph 3) should be worded as follows:
"3) a breeding bee family is an integral highly productive biological unit consisting of a breeding queen bee, as well as bees, drones and brood during the active period, obtained from a breeding queen bee;";
Add sub-paragraphs 3-1), 3-2), 3-3) and 3-4) as follows:
"3-1) a drone is a male member of the bee family that performs a reproductive function;
3-2) honey is a natural product obtained as a result of the collective and physiological properties of bees, produced from plant nectar or secretions of living parts of plants, or secretions of insects parasitizing living parts of plants, which bees collect, transform, mix with special substances produced by them, put into honeycomb cells, dehydrate, accumulate and leave in honeycomb for maturation;
3-3) a honeycomb package of bees is a bee family with honeycombs and brood, assembled in a box for its transportation;
3-4) a honeycombless package of bees – bees with a queen bee and food in a box without honeycombs, intended for transportation;";
sub-items 4), 6), 7), 10) and 12) state it in the following wording:
"4) beehive – a facility for keeping one or more bee colonies;";
"6) a bee breed is a group of bee families of common origin, formed in certain natural and climatic conditions, possessing a complex of traits that are steadily inherited, supported by selection, selection of morphological, physiological and economically useful properties as a result of breeding and breeding work;
7) wax – a wax sheet with embossed bottoms of bee or drone cells;";
"10) a bee family is a community consisting of a queen bee, bees, drones, a nest with brood during the active period and feed;";
"12) bee products – products obtained due to the collective and physiological properties of bee colonies;";
add subparagraph 14-1) as follows:
"14-1) isolated accidental point – a specially selected area of the area intended for the preservation, improvement and reproduction of zoned bee breeds, local (aboriginal) bee populations;";
subparagraph 15) should be worded as follows:
"15) apiary – beehives with bee colonies located in a certain place;";
add subparagraph 15-1) as follows:
"15-1) the veterinary passport of the apiary is a document of the prescribed form, which indicates the owner of the apiary, the number of bee colonies, the timing and nature of the veterinary treatments performed;";
2) add article 2-1 to Chapter 1 as follows:
"Article 2-1. Purpose, objectives and principles of the legislation of the Republic of Kazakhstan on beekeeping
1. The purpose of the legislation of the Republic of Kazakhstan on beekeeping is to create conditions for the development of beekeeping, as well as the protection and conservation of bees.
2. The objectives of the legislation of the Republic of Kazakhstan on beekeeping are:
1) state regulation of activities in the field of beekeeping;
2) ensuring the quality and safety of bee products;
3) organization and development of breeding and breeding work, as well as the introduction of modern breeding methods;
4) organization of accounting for individuals and legal entities engaged in beekeeping;
5) training and retraining of specialists in the field of beekeeping.
3. The principles of the legislation of the Republic of Kazakhstan on beekeeping are:
1) ensuring the safety of bee breeds;
2) creating conditions for increasing the productivity of beekeeping;
3) equal access to beekeeping activities;
4) participation of individuals and legal entities in solving the issues of beekeeping development;
5) providing scientific support for beekeeping.";
3) paragraph 2 of Article 6 shall be worded as follows:
"2. Nomadic apiaries should be located at honey collection sources at a distance of no closer than one and a half kilometers from each other and three kilometers from stationary apiaries.
It is not allowed to place stationary and (or) nomadic apiaries closer than five kilometers from stationary and (or) nomadic apiaries that organize a honey base in adjacent territories by sowing and (or) planting entomophilic plants.
It is not allowed to place stationary and (or) nomadic apiaries on the way for bees to fly from another previously located apiary to honey collection sources.";
4) in article 13:
The title should be worded as follows:
"Article 13. Transportation (migration) of bee colonies. Transportation of bees in a honeycomb bag of bees or a honeycombless bag of bees";
add the following part of the second part:
"The transportation of bees in a honeycomb package of bees or a honeycombless package of bees is carried out in accordance with the legislation of the Republic of Kazakhstan.";
5) in article 14-1:
in the title, replace the words "oblasts (cities of republican significance, capitals)" with the words "capitals, oblasts, cities of republican significance";
in the first paragraph, replace the words "regions (cities of republican significance, capitals)" with the words "capitals, regions, cities of republican significance";
add subparagraph 3-1) to read as follows:
"3-1) organization and (or) provision of scientific research in the field of protection, reproduction and use of bees in the relevant administrative-territorial unit;";
6) add paragraph 4 to Article 15 as follows:
"4. In order to keep records of apiaries and carry out medical and preventive measures for each apiary, state veterinary organizations established by local executive bodies of the capital, regions, and cities of republican significance issue a veterinary passport of the apiary in the manner and in the form determined by the authorized body in the field of veterinary medicine.";
7) Article 17 should be worded as follows:
"Article 17. Breeding and breeding work in the field of beekeeping
1. The activities of individuals and legal entities in the breeding and (or) sale of breeding products (materials) in the field of beekeeping are carried out in accordance with the legislation of the Republic of Kazakhstan on breeding livestock.
2. In order to preserve, improve, and reproduce zoned bee breeds and local (native) bee populations, individuals and legal entities may establish an isolated breeding facility and/or an instrumental insemination facility.
3. Individuals and legal entities, when carrying out activities at an isolated checkpoint, must simultaneously comply with the following requirements::
1) provide services for the controlled mating of unfertilized queen bees with drones of known origin of the same breed;
2) maintain paternal families of adequate quality and have a sufficient number of drones available for the entire period of operation of the isolated emergency point;
3) issue a document on the beginning of oviposition of the queen bee and data on the origin of paternal families;
4) comply with other requirements determined by the authorized body in the field of livestock breeding.
4. A protective zone with a radius of seven kilometers is being established around the area provided for the isolated command post. It is prohibited to import bee colonies with drones that are not involved in the breeding process into the protective zone.".
Article 2. This Law shall enter into force sixty calendar days after the date of its first official publication.
Article 3. Republican chambers operating prior to the entry into force of this Law shall be included by the authorized body in the field of livestock breeding in the state digital register of permits and notifications in the field of livestock breeding without notification of the beginning or termination of activities in the field of livestock breeding in accordance with the Law of the Republic of Kazakhstan "On Permits and Notifications" within three months. from the date of entry into force of this Law.
The republican chambers included in the state digital register of permits and notifications in the field of livestock breeding in accordance with the first part of this Article are obliged, within three months after being included in the register, to bring their activities in accordance with the requirements provided for in paragraphs eight and eleven of subparagraph 6) of paragraph 1 of Article 1 of this Law.
The requirements of paragraphs seven and eight of subparagraph 6) of paragraph 1 of Article 1 of this Law shall apply to the republican chambers specified in part two of this Article after three months after their inclusion in the state digital register of permits and notifications in the field of livestock breeding.
