On approval of criteria for classifying informatization objects as artificial intelligence systems

Order of the Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan dated April 1, 2026 No. 171/NK. Registered with the Ministry of Justice of the Republic of Kazakhstan on April 2, 2026 No. 38288

In accordance with subparagraph 6) of paragraph 1 of Article 13 of the Law of the Republic of Kazakhstan "On Artificial Intelligence", I ORDER:

     1. To approve the attached criteria for classifying informatization objects as artificial intelligence systems.

     2. The Committee of Digital Assets and Breakthrough Technologies of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

     2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after its official publication;

     3) within ten working days after the state registration of this order, submit to the Legal Department of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

     3. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

     4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Criteria for attributing informatization objects to artificial intelligence systems

     1. The following concepts are used in these Criteria for classifying informatization objects as artificial intelligence systems:

     1) artificial intelligence is a functional ability to simulate cognitive functions characteristic of humans, providing results comparable to or superior to the results of human intellectual activity;

     2) an artificial intelligence system is an object of informatization that operates on the basis of one or more artificial intelligence models.;

     2. The following criteria are applied to classify informatization objects as artificial intelligence systems:

     1) Computer vision:

     identification, identification, and analysis of objects, events, or features in a particular environment;

     data processing for the purpose of extracting structural, textual or contextual information;

     formation of digital models or representations of the environment, including 3D reconstruction and spatial navigation;

     autonomous semantic segmentation, object classification and identification, subdivision into subobjects and recognition of individual details, including in real time;

     providing interaction with virtual or augmented environments through visual information processing;

     diagnosis, control and identification of patterns and anomalies, risks and forecasting of their consequences in various fields (processes);

     2) Natural language processing:

     analysis and interpretation of textual and oral speech;

     analysis of semantics and syntax of texts;

     speech recognition and conversion to text;

     recognition of intentions and emotional coloring of speech or text;

     machine translation;

     extracting the most important information from the context and synthesizing unique texts, including for automatic and semi-automatic summarization (annotation, referencing) of texts, for creating semi-automatic content generation assistants, for synthesizing subtitles and sign language translation, annotating images and videos;

     3) Speech recognition and synthesis:

     Multitasking voice assistants capable of performing multiple functions simultaneously through voice interaction;

     Identity verification using voice characteristics to authenticate users;

     speech recognition in difficult environments such as noise or long distances;

     recognition of complex speech structures and slang to improve the accuracy of search engines and user interaction;

     managing emotions and intonation in synthesized speech to create a more natural sound, for example, in fiction reading;

     speech synthesis in various languages for use in translation and multilingual applications;

     recognition of anthropological signs by voice;

     recognition of emotional shades of speech to improve interaction with voice assistants and translators;

     4) Intelligent decision support systems:

     predictive and prescriptive analytics for predicting the development of situations and automating decision-making processes in real time;

     analyzing and predicting events based on historical data, including processing open and unstructured data to form informed decision-making recommendations.;

     Evaluate, optimize, and test the quality of machine learning models to improve their efficiency and accuracy without the need for real-world applications.;

     modeling the behavior of objects and process participants to predict their actions in various scenarios;

     5) generation of synthetic results of activity, regardless of the creation of images, videos, audio, texts or their combinations:

     modification of existing data in order to form new objects or events;

     imitation of the appearance, voice, behavior of individuals, or events that did not actually occur;

     automatic or semi-automatic content generation;

     multimedia content generation;

     6) Machine learning:

     training models based on historical data in order to predict future events or the behavior of objects in various fields;

     classification of data and objects for their further analysis;

     clusterization of data, division into groups based on similarity to identify hidden patterns;

     Processing unstructured data such as text, images, and sounds to extract meaningful information.
