On approval of the Instructions on the organization of anti-terrorist protection of metro facilities vulnerable to terrorism

In accordance with paragraph 1 of Article 10-2 of the Law of the Republic of Kazakhstan "On Combating Terrorism", I ORDER:
1. To approve the attached Instructions on the organization of anti-terrorist protection of metro facilities vulnerable to terrorism.
2. The Committee of Railway and Water Transport of the Ministry of Transport of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Transport of the Republic of Kazakhstan after its official publication.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Transport of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Instructions on the organization of anti-terrorist protection of metro facilities vulnerable to terrorism
Chapter 1. General provisions
1. This instruction on the organization of anti–terrorist protection of metro facilities vulnerable to terrorism (hereinafter referred to as the Instruction) has been developed in accordance with paragraph 1 of Article 10-2 of the Law of the Republic of Kazakhstan "On Countering Terrorism" and details the organization and conduct of measures to ensure anti-terrorist protection of metro facilities vulnerable to terrorism.
2. This Instruction applies to subway facilities (hereinafter referred to as the facility) classified as vulnerable to terrorism in accordance with the Rules and Criteria for classifying facilities as vulnerable to terrorism, approved by Resolution of the Government of the Republic of Kazakhstan dated April 12, 2021 No. 234.
3. This Instruction is intended for use in the organization and conduct of measures to ensure the anti-terrorist security of the facility, as well as in the study, verification and assessment of the state of anti-terrorist security of the facility.
The head of the facility appoints the person(s) responsible for carrying out anti-terrorist security measures for the facility.
The instruction details general approaches to ensuring the security of the facility, including the organization of security, the implementation of access and on-site modes, as well as the maintenance of relevant documentation.
4. During the operation of the facility, compliance is ensured with the Requirements for the organization of anti–terrorist protection of facilities vulnerable to terrorism, approved by Resolution No. 305 of the Government of the Republic of Kazakhstan dated May 6, 2021 (hereinafter referred to as the Requirements), as well as these Instructions.
5. The following basic concepts and abbreviations are used in this Manual:
1) primary response measures – a set of priority measures taken by the personnel of the facility and employees of the security entity, aimed at timely informing authorized government agencies about the threat or commission of an act of terrorism, as well as actions to minimize and eliminate the possible consequences of an act of terrorism (assistance in the implementation of primary and investigative actions by emergency (primary) response forces, providing first aid to victims, evacuation, and so on);
2) a checkpoint is a specially equipped place designed to provide control, access, and inspection of people and vehicles.;
3) video surveillance system – a set of video surveillance cameras, data transmission lines, software and hardware tools and storage of video recordings, as well as software and (or) technical controls that carry out information exchange among themselves;
4) access control and management system – a set of technically compatible hardware and (or) software designed to control access, delimit the rights to enter and (or) exit an object and (or) its individual areas of staff and visitors, and collect and store information;
5) protected area (site) – the territory, as well as the zones (sites) allocated on the object, parts of buildings (buildings and structures), premises and their structural elements subject to protection;
6) subjects of security activities – private security organizations that have concluded a contract to ensure the safety of the subway;
7) notification system – a set of technical means designed to promptly inform (light and (or) sound alerts) persons located at an object vulnerable to terrorism about the alarm in case of emergency (accident, fire, natural disaster, attack, act of terrorism) and actions in the current situation;
8) intra–facility regime - the order established within the facility, ensured by a set of organizational and technical measures aimed at ensuring secrecy and protection of state secrets, compliance with fire and technical safety in facilities;
9) access control – a set of rules governing the established procedure that excludes the possibility of unauthorized entry (exit) of persons, entry (exit) of vehicles, entry (removal), import (export) of property;
10) inspection – an examination, including through the use of technical and (or) other means, for the purpose of identifying and detecting substances and objects prohibited from entering transport infrastructure facilities, in accordance with the Rules and Requirements for conducting an inspection of passengers and persons visiting transport infrastructure facilities, and things with them, including hand luggage and baggage (hereinafter referred to as – Rules), approved by the Order of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated May 27, 2022 No. 301 (registered in the Register of State Registration of Regulatory Legal Acts under No. 28298);
11) anti–terrorist security passport is an information and reference document containing general and engineering information about an object, reflecting the state of its anti-terrorist security, and intended for planning measures to prevent, suppress, minimize and (or) eliminate the consequences of acts of terrorism at an object vulnerable to terrorism;
12) subway – a type of urban rail transport that carries out regular socially significant transportation of passengers and luggage along tracks isolated (separated, without single-level intersections) from lines of other modes of transport and pedestrian passage to them;
13) metro stations – a complex of structures and devices with or without track development, designed for the reception / departure of electric trains of the subway, passenger service and shunting operations;
Other concepts used in this Instruction are applied in the meanings defined by the laws of the Republic of Kazakhstan in the areas of counter-terrorism, transport and security activities.
6. The organization of anti-terrorist protection of the facility is aimed at creating conditions that prevent the commission of an act of terrorism (reducing the risk of committing an act of terrorism on the territory of the facility), and minimizing and (or) eliminating the consequences of possible terrorist threats.
7. In order to create conditions at the facility that prevent the commission of an act of terrorism on them (reducing the risk of committing an act of terrorism), the head and other officials implement measures aimed at:
1) preventing unauthorized entry into the facility, which is achieved by taking measures to:
establishment of access and intra-facility regime at the facility and its strict observance;
equipping the facility with engineering and technical equipment that allows to identify illegal entry into the facility;
2) detection of signs and facts of preparation and (or) commission of an act of terrorism, which is achieved by taking measures to:
monitoring the situation at the facility and the surrounding area to identify suspicious persons and objects;
improvement of the material and technical base, including the engineering and technical equipment of the facility;
3) prevention of attempts to commit acts of terrorism at the facility, which is achieved by taking measures to:
the implementation of the protection of the object by concluding an agreement with the subjects of security activities;
the organization of constant monitoring of the established access procedure for persons, passengers and vehicles at the facility;
conducting inspection activities of persons and passengers at the facility;
formation of anti-terrorist consciousness among the staff;
monitoring compliance with anti-terrorist security requirements and timely elimination of identified deficiencies;
4) minimizing and eliminating the consequences of an act of terrorism on the subway, which is achieved by taking measures to:
development of algorithms for responding to the prerequisites and acts of terrorism, adequate to the specifics of the facility;
appropriate training of employees of the facility and employees of the security company in relation to their actions during and after the commission of an act of terrorism;
timely preparation and up-to-date maintenance of the anti-terrorist security passport of the facility, its proper storage in accordance with Chapter 5 of this Instruction;
5) additional measures are carried out in accordance with the established level of terrorist danger in accordance with the Rules of Organization and Functioning of the state system for monitoring information and notifying the public about the threat of an act of terrorism, approved by Decree of the President of the Republic of Kazakhstan dated August 9, 2013 No. 611.
Chapter 2. Requirements for the organization of access control
8. The procedure for organizing access control is determined by the owner, owner or head of an object vulnerable to terrorism, taking into account the specifics of its organization, determined by the Instructions, unless otherwise established by the legislation of the Republic of Kazakhstan.
9. The access control ensures an increase in the safety of staff and visitors to the facility by:
1) organization of authorized access of persons and vehicles to the facility or its parts (zones);
2) identification of persons with illegal intentions, as well as objects and substances that can be used for their implementation;
3) protection of the facility, protection of potentially dangerous areas and critical areas of the facility, including the exclusion of unauthorized persons from them.;
4) monitoring the functioning of the inspection equipment installed at the facility;
5) ensuring the order of personnel, passengers and persons (third-party organizations) operating under concluded contracts at the facility.
Access control is set at the facility, corresponding to the specifics of the facility.
10. The introduction of access control is preceded by preparatory work aimed at:
1) defining the boundaries of the protected area of the facility;
2) the introduction of uniform samples of personal, transport and material passes, the organization of work on their accounting, registration and issuance;
3) organization of patrolling of the facility's territory (stations, tunnels, depots, ventilation shafts, as well as various service and technological structures, overpasses, exit chambers, dead ends, connecting tunnels, overpasses and bridges on aboveground sections) by foot guards and (or) the subject of security activities, including by setting up stationary posts;
4) securing office premises and equipment for structural divisions and individual employees;
5) determination of the places of storage of keys to office premises and the procedure for their use;
6) appointment of persons responsible for opening (closing) and fire safety of production, office and warehouse premises.
11. Measures to ensure security at metro stations, in addition to the procedure for organizing access control, include:
1) identification of responsible persons (persons) and (or) divisions (divisions) for maintaining the appropriate access regime;
2) the definition in the contract for the provision of security services of the procedure for the participation of the subject of security activities in ensuring anti-terrorist security and the level of security;
3) organizing the actions of the staff and visitors of the facility during the period of civil defense and emergency response.
12. The access regime provides for checkpoints and security checks in order to restrict access to high-security premises, restricted access areas to potentially dangerous areas and critical areas of the facility.
13. The inspection point in these Instructions refers to specially equipped places (checkpoints, station lobbies and building entrances) located at the entrances to buildings and metro stations for the inspection of passengers and persons, things with them, including hand luggage and baggage.
14. Inspection points at metro stations consist of one or more inspection zones with a room for personal inspection that meets sanitary and hygienic standards and fire safety requirements.
15. The inspection of passengers and persons visiting the facility, their belongings, including hand luggage and baggage, is carried out by the transport security service in the inspection areas in accordance with the Rules.
16. The inspection of personnel, passengers and persons, and their belongings, including hand luggage and baggage, is carried out to ensure anti-terrorist protection and the level of security of the facility by preventing the entry of substances and items prohibited from entering the transport infrastructure facility in accordance with the List of Substances and Items Prohibited from entering the transport infrastructure facilities. infrastructure, approved by the Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated April 18, 2022 No. 213 (registered in the Register of State Registration of Regulatory Legal Acts under No. 27649).
Chapter 3. Requirements for the organization of preventive and educational activities
17. The person(s) providing anti-terrorist protection measures for the facility on an ongoing basis conducts preventive and educational activities with the facility staff in order to form anti-terrorist awareness and skills of competent behavior among the facility staff when an act of terrorism is threatened and after it is committed.
Representatives of authorized bodies are also involved in the training of the head, officials, and staff of the facility, with the coordination of the anti-terrorist commission at the facility's location.
18. The person(s) providing measures for the anti-terrorist protection of the facility, in order to obtain relevant knowledge, skills and abilities, is sent (sent) for training in advanced training courses.
19. Preventive and educational activities are conducted in the form of briefings, practical and theoretical classes, and experiments. Briefings, practical and theoretical classes are conducted in accordance with the schedule approved by the facility manager.
In order to achieve the goals specified in paragraph 19 of these Instructions, a one-time lesson may cover several topics in accordance with appendix 1 to these Instructions.
20. During the briefing, practical and theoretical classes, the facility staff is informed of the algorithm of actions for possible terrorist threats, in accordance with Appendix 2 to these Instructions (hereinafter referred to as the algorithm).
21. Practical and theoretical classes and briefings are conducted individually or with a group of people working at the facility.
22. Theoretical classes are organized on an ongoing basis, through classes on explaining the dangers of terrorism, exposing the forms, methods and techniques by which terrorists propagandize their views and ideas about current threats of a terrorist nature and creating conditions that prevent the commission of an act of terrorism.
23. Practical and theoretical classes are conducted in accordance with the schedule approved by the facility manager, with a frequency of at least once a year.
24. The briefings are divided into scheduled and unscheduled.
25. The planned briefing is conducted once a year and is aimed at training staff to identify the current situation and act correctly in accordance with the algorithm.
26. The unscheduled briefing is conducted by the heads of structural divisions or officials of the facility, the head of the security activity, who have completed training courses based on the training and retraining program for the anti-terrorist protection of facilities vulnerable to terrorism, or representatives of government agencies involved in ongoing exercises, trainings and experiments at:
1) introduction of a terrorist danger level in the region;
2) availability of information about a possible threat of committing an act of terrorism;
3) preparation for exercises, trainings, experiments on the organization of anti-terrorist protection of subway facilities;
4) preparation for special security measures.
The content of an unscheduled briefing is determined on a case-by-case basis, depending on the reasons and circumstances that necessitated it.
27. Employees of a security company who carry out an inspection in order to identify substances and objects prohibited from entering the facility are subject to initial training and retraining in the interpretation of X-ray images using computer simulators (simulators). Retraining of security personnel is carried out at least once every two years.
28. Additional classes are held with employees responsible for organizing access control to acquire and (or) improve skills in using engineering and technical means of anti-terrorist protection, techniques for inspecting premises, and identifying possible locations for laying explosive devices.
29. Preventive measures are organized by the city's operational headquarters for combating terrorism (hereinafter referred to as the operational headquarters) by decision of its management with the staff of a facility vulnerable to terrorism by conducting experiments.
The experiments are aimed at assessing readiness for priority actions in the event of a terrorist threat.
30. The fact of conducting an experiment at the facility is confirmed by an act on the results of the experiment, which is kept by the head of the facility.
31. Upon receipt of the act on the results of the experiment at the facility, its head and the person(s) responsible for carrying out anti-terrorist protection measures at the facility shall take appropriate response measures, including making changes to the content of classes on the organization of anti-terrorist protection of the facility.
32. A written report is prepared on the implementation of preventive and training measures for anti-terrorist training in accordance with Appendix 3 to these Instructions.
Chapter 4. Requirements for organizing cooperation on responding to terrorist manifestations, as well as eliminating man-made threats resulting from a committed act of terrorism
33. The heads of the facility and the subjects of security activities who have concluded an agreement on the provision of security services to the facility interact with the territorial bodies of internal affairs, national security and operational headquarters for combating terrorism in the framework of ensuring readiness to respond to threats of committing or committing an act of terrorism, preparing and conducting multi-level anti-terrorist exercises, training, anti-terrorist operations.
34. The territorial bodies of internal affairs and national security are immediately informed in the following cases::
1) committing an attack on an object or receiving information about an impending attack;
2) an attempt to illegally enter the territory of the facility;
3) occurrence of fires and other natural disasters at the facility;
4) detection of suspicious objects in buildings, warehouses or the territory of the facility;
5) the manifestation of unreasonable interest on the part of unauthorized persons in the activities and the state of security of the facility.
35. The heads of the facility and the subject of security activities, as part of ensuring readiness to respond to the threat of committing or committing an act (acts) of terrorism, ensure:
1) to immediately inform the territorial bodies of internal affairs and national security about the threat of committing or committing an act (acts) of terrorism;
2) execution of initial response measures upon receipt of information from authorized state bodies about the threat of committing or committing an act (acts) of terrorism;
3) the implementation of primary response measures aimed at minimizing and eliminating man-made threats resulting from a committed act of terrorism.
36. When identifying threats to commit or commit an act (acts) of terrorism, the staff acts in accordance with the algorithm.
37. When submitting information, the information received about the commission of an act of terrorism or the threat of its commission, the name and address of the object, the time of the incident, the presence of victims, their location and condition, the surname, first name and patronymic (if any) of the person transmitting the message, and their position are indicated.
38. When establishing the levels of terrorist danger, the facility manager takes the following security measures::
1) at a moderate level ("yellow") of terrorist danger:
strengthening access control and on-site security at the facility;
checking and ensuring the operability of security, notification, video surveillance, fire extinguishing, fire and burglar alarm systems;
inspection of visitors, staff and vehicles, if necessary using special technical means;
instructing employees of security companies who have signed a contract for the provision of security services, facility personnel who perform the functions of localizing crisis situations with the involvement of specialists in the relevant field, depending on the information received.;
conducting training events with staff on actions when committing or threatening to commit an act (acts) of terrorism;
working out the issues of emergency evacuation of people, material assets and documentation with the identification of evacuation sites;
taking measures to prevent access to hazardous substances stored at the facility;
clarifying the availability and relevance of metro anti-terrorist security passports;
organization of regular inspection of territories and premises by employees of the transport security service and the security company in order to detect suspicious objects;
checking the availability and operability of schemes of evacuation routes and evacuation exits of the subway, allowing for the safe evacuation of people;
ensuring that persons at the facility are informed by voice of the procedure for detecting explosive devices and suspicious objects, as well as information on the procedure for evacuation.;
informing the entire facility staff of the phone numbers, which must be notified to the duty units of the territorial internal affairs and national security agencies if suspicious objects or signs of a threat of an act of terrorism are detected.;
2) at a high level ("orange") of terrorist danger (along with measures taken to establish a moderate level ("yellow") of terrorist danger):
equipping facility workers with personal protective equipment and preparing evacuation and shelter sites, if necessary;
clarifying the calculation of forces and means intended to eliminate the consequences of an act of terrorism, as well as technical means and special equipment for emergency rescue operations on the territory of the facility, checking their readiness for action, providing the necessary number of spare parts, tools and parts;
termination of activities of hazardous production facilities;
3) when establishing a critical level ("red") of terrorist danger (along with the measures applied when introducing moderate ("yellow") and high levels ("orange") of terrorist danger):
installation of round-the-clock duty with constant communication for immediate information of dispatching services;
strengthening tunnel security with additional duty shifts;
the introduction of a ban on unauthorized access to the facility's infrastructure;
conducting additional periodic inspections of electric rolling stock, wagons during pre-trip inspection and en route to identify suspicious, unattended, explosive objects;
immediate notification of unauthorized persons in the vicinity of the facility;
alerting the forces and means (fire fighting and recovery trains, emergency recovery teams and equipment) involved in the elimination of the consequences of an act of terrorism.;
evacuation and shelters of facility personnel, visitors and passengers to safe places;
rendering all possible assistance to representatives of law enforcement and/or special government agencies in carrying out anti-terrorist, operational-search and search activities;
taking urgent measures to save people, facilitating the smooth operation of rescue services and formations;
suspension of an object's activity;
suspension of security activities.
39. During the period of the anti-terrorist operation, the operational headquarters for combating terrorism provides management of the preparation and conduct of an anti-terrorist operation on the territory of the facility.
Chapter 5. Requirements for the development and circulation of an anti-terrorist security passport for an object vulnerable to terrorism
40. The person(s) responsible for carrying out anti–terrorist security measures at the facility develops an anti-terrorist security passport for the facility (hereinafter referred to as the passport).
The passport is developed in accordance with the standard passport of anti-terrorist protection of facilities vulnerable to terrorism, approved by joint Order No. 481 of the Minister of Internal Affairs of the Republic of Kazakhstan dated June 14, 2023 and No. 51/ke of the Chairman of the National Security Committee of the Republic of Kazakhstan dated June 26, 2023 (registered in the Register of State Registration of Regulatory Legal Acts under No. 32950) (hereinafter – standard passport), in two copies with simultaneous development of an electronic version.
41. The draft passport is developed within 45 (forty–five) working days from the date of receipt by the head of the facility of the relevant notification on the inclusion of the facility in the list of facilities vulnerable to terrorism, the region, the city of republican significance, the capital (hereinafter referred to as the territorial list).
If it is necessary to extend the time for the development of a passport related to a change in the characteristics of the facility specified in paragraph 49 of this Instruction, the facility manager initiates an appropriate appeal to the anti-terrorist commission at the location of the facility, indicating the reasons and timing of the extension.
The extension period for passport development does not exceed 15 (fifteen) business days.
42. When an object is located in buildings and (or) structures (a complex of buildings and structures) belonging to several owners, the passport is drawn up by written agreement between them jointly by all or one of them.
43. The draft passport of an object included in the territorial list is sent for approval with the head of the territorial body of internal affairs at the location of the object within 10 (ten) calendar days after compilation.
The deadline for approval of the draft passport in the internal affairs bodies does not exceed 15 (fifteen) working days from the date of its receipt to the addressee.
44. If there are comments from the territorial subdivision of the internal affairs body on the draft passport, the deadline for its completion does not exceed 15 (fifteen) working days from the date of return.
45. Within 10 (ten) business days after approval, the passport is approved (including when it is updated) by the head of the facility.
The passport is approved by all owners, owners of buildings and (or) structures when it is jointly compiled or by one owner, owner – in agreement with other owners, owners of buildings and (or) structures.
46. The first copy of the passport (the original) is stored in accordance with the requirements for the organization of work with information with limited access, with the responsible person or in the department of the facility, determined by the order of the head of the facility responsible for its storage and timely updating of passport data.
47. In order to ensure the timely issuance of a passport to the authorities involved in the elimination and minimization of the consequences of acts of terrorism, an act of temporary transfer of documents in two copies is drawn up for the passport.
One copy of the act of temporary transfer of documents, along with the passport, is transferred to the operational headquarters in charge of the anti-terrorist operation. The second copy of the inventory remains with the person responsible for storing the passport.
48. The second copy of the passport and the electronic version of the passport (in PDF format on an electronic data carrier) are sent to the territorial division of the internal affairs body of the Republic of Kazakhstan for storage no later than 10 (ten) calendar days from the date of its approval or correction.
49. The passport is adjusted when changing:
1) property rights,
2) the head of the facility;
3) names of the object;
4) the main purpose of the object;
5) the total area and perimeter of the facility, the development of the adjacent territory, or after the completion of major repairs, reconstruction of buildings (structures and structures) and engineering systems, if changes have been made to the structure;
6) potentially dangerous sections of the facility;
7) technical means used to ensure the anti-terrorist security of the facility.
50. Adjustments to the passport are made within 20 (twenty) business days from the date of occurrence of the reason for its change.
If it is necessary to extend the time for making adjustments to the passport related to changes in the characteristics of the facility specified in paragraph 49 of this Instruction, the head of the facility initiates an appropriate appeal to the anti-terrorist commission at the location of the facility, indicating the reasons and timing of the extension.
The extension period for making adjustments to the passport does not exceed 10 (ten) business days.
51. Changes are made to the passport, certified by the signature of the facility manager. Only those passport elements where changes have occurred are subject to replacement. At the same time, information about the relevant changes, signed by the head of the facility, is sent to the internal affairs bodies of the Republic of Kazakhstan for attachment to the second copy of the passport.
52. The passport must be completely replaced:
1) at least once every five years;
2) when making adjustments to more than half of the points in the passport text.
A passport that has become invalid must be destroyed on a commission basis with the preparation of an appropriate act. The Passport destruction Commission consists of at least three (3) people, whose composition is determined by the head of the facility. The certificate remains on the object.
A copy of the certificate is sent to the place of storage of the second copy of the passport.
53. Passport information is of a limited nature, and the procedure for working with it is determined by the legal requirements for information with limited access.
The head of the facility takes measures to restrict access to the passport to persons not involved in its development, to ensure the anti-terrorist security of the facility, to monitor the state of anti-terrorist security of the facility, and in the activities of the operational headquarters for combating terrorism.
54. The passport is used during anti-terrorist operations, exercises, training and experiments and is transferred to the operational headquarters for combating terrorism at the request of its representative within 1 (one) business day.
Chapter 6. Requirements for equipping facilities vulnerable to terrorism with engineering and technical equipment
55. The facility is being equipped:
1) a television security system;
2) Notification system;
3) security and alarm alarm systems and facilities;
4) Lighting system;
5) Communication system;
6) access control and management system (hereinafter referred to as ACS);
7) technical means of inspection;
8) the system and means of backup power supply.
It is allowed to equip the facility with other engineering and technical equipment not directly specified in this paragraph, but performing the same tasks and functions or meeting the same goals.
56. Potentially dangerous areas are identified at each facility in order to provide it with high-quality engineering equipment.
57. The facility is equipped with television security systems in order to monitor the situation at the facility and (or) its potentially dangerous areas, as well as visually confirm the fact of unauthorized entry to assess the situation and record the actions of violators.
The following are equipped with a television security system:
1) the perimeter of the territory;
2) checkpoints (if available);
3) security posts (checkpoints);
4) Main and back entrances;
5) the territory and premises with potentially dangerous areas, premises (places), corridors leading to them;
6) other premises at the discretion of the facility manager.
58. The television security system provides:
1) transmission of visual information to the monitors of a local observation point in a specially designated room of a security unit or a centralized security point in an automated mode;
2) saving video information for subsequent event analysis (information retention period is at least 30 days);
3) online access to video recordings.
59. The technical requirements for video surveillance systems included in the facility's security television system must comply with the minimum technical specifications for video surveillance systems provided for by the Rules of Operation of the National Video Monitoring System, approved by Order No. 69-ke of the Chairman of the National Security Committee of the Republic of Kazakhstan dated October 27, 2020 (registered in the Register of State Registration of Regulatory Legal Acts under No. 21693).
Surveillance cameras are installed in such a way that they cover all entrances (exits), corridors and the perimeter of the facility and function without distortion.
60. The facility is equipped with an alert system.
The notification of the staff and visitors of the facility is carried out using technical means that ensure:
1) the supply of sound and (or) light signals to buildings, premises, and areas of the facility with permanent or temporary residence of people;
2) broadcasting speech information both in automatic mode (reading previously recorded text) and using a microphone about the nature of the danger, the need and procedure for evacuation or blocking in the premises of the facility, and other actions aimed at ensuring the safety of personnel and visitors to the facility.
Evacuation warning system signals are installed at the facility separately from the blocking of premises. The number of sounders and their power ensure the necessary audibility in all places of permanent or temporary residence of people.
61. The facility is equipped with security and alarm alarm systems and facilities for detecting and issuing notices of unauthorized entry or attempted entry into the facility and (or) the protected area of the facility.
An alarm device (mobile or stationary) (alarm button) is installed at the security post (checkpoint) in order to promptly notify authorized bodies of the threat of committing an act of terrorism at the facility.
The alarm system provides an opportunity to covertly send a signal to security personnel.
The structure of the alarm system is determined based on:
1) the operating mode of the facility;
2) the specifics of the location of rooms inside buildings;
3) the number of protected areas.
62. The facility is equipped with a lighting system.
The lighting system provides illumination of the object at night at any point of the perimeter, forming a continuous strip 3-4 meters wide.
63. The communication system provides two-way radio communication between the person on duty at the security checkpoint and security teams in the service area, as well as between them within the service area.
64. In order to prevent unauthorized access, entrances to the facility and (or) its parts (zones) are equipped with access restrictions.
Access restrictions (turnstiles) provide access to the facility and (or) its parts (zones) for staff and visitors to the facility, according to the procedure for organizing access and intra-facility modes.
65. In order to detect objects and substances prohibited for unauthorized entry into the facility, security posts (checkpoints) at all entrances are equipped with technical means of inspection.
The technical means of inspection include stationary and (or) manual metal detectors.
66. The facility is equipped with backup power supply systems and facilities to ensure at least 72 (seventy-two) hours of uninterrupted operation of security and alarm systems, lighting, video surveillance, access control and management.
67. By the decision of the head, additional engineering and technical equipment is being installed at the facility, which helps to increase the level of anti-terrorist protection of the facility.
The facility's engineering and technical equipment is maintained in working order.
68. The inspection points at the facility are equipped with special technical means:
1) stationary metal detectors (metal detectors);
2) Portable (hand-held) devices;
3) X-ray television installations;
4) equipment for the detection of explosives, narcotic and dangerous chemicals;
5) electronic pass readers (for administrative buildings of the facility) integrated with ACS;
6) premises for personal inspection of passengers;
7) alarm alarm devices that notify the subject of security activities and law enforcement agencies on duty;
8) Video surveillance systems;
9) tables for manual (physical) inspection of hand luggage and baggage;
10) plastic, visually visible containers for placing things and objects of the examined persons for inspection by X-ray television installations;
11) fences that prevent the mixing of the flows of inspected and not inspected passengers, regulating the flow of passengers undergoing inspection;
12) stands with information on the list of dangerous substances and objects, as well as all types of drugs prohibited for transportation by rail, and extracts from regulatory legal acts regulating the procedure for screening passengers, hand luggage and baggage.
69. The inspection of passengers and persons, things with them, including hand luggage and baggage, is carried out by technical means that meet the Requirements for technical means used in the inspection of passengers and persons visiting transport infrastructure facilities, things with them, including hand luggage and baggage, approved by the order of the Minister of Industry and Infrastructural Development of the Republic Kazakhstan No. 228 dated April 26, 2022 (registered in the Register of State Registration of Regulatory Legal Acts No. 27871).
70. The ACS facility is equipped according to zones providing for different levels of access for personnel and persons at the facility and/or its zones (sections).
71. ACS is designed for:
1) restrictions on the access of staff and visitors to the premises protected by the ACS;
2) recording the arrival and departure times of each individual;
3) receiving information about the opening of the interior (when and by whom they are open);
4) issuing information about attempts of unauthorized entry into the premises of the facility equipped with ACS;
5) control the movement of personnel in the controlled area and their crossing of the boundaries of restricted access zones.
72. The ACS provides automatic recording and preservation of the archive of all events on information media for at least one year.
73. Underground and surface communications of the subway, having entrances or exits in the form of wells, hatches, shafts through which one can enter the territory of the subway, into protected buildings, are equipped with grilles, covers, doors with locking devices.

Receiving a threat over the phone
If you receive a threat over the phone to commit an act of unlawful interference, you must:
1) remember the gender of the caller and the features of his speech (voice loud / quiet, high / low, the pace of speech fast / slow, pronunciation distinct, distorted, stuttering, lisping, with an accent or dialect, the manner of speech is loose), as well as information to identify the sender of the message;
2) note the background sound during the conversation (the noise of cars or railway transport, the sound of television and radio equipment, extraneous voices and noises);
3) mark the place of origin of the call (urban or long-distance);
4) record the exact start time of the conversation and its duration;
5) try to get the most necessary information (where, to whom, on what phone the person is calling, what specific requirements he puts forward, makes demands personally, acts as an intermediary or represents a group of people, how and when you can contact him, to whom you can or need to inform about this call);
6) try to obtain information about the exact place and time of the act of unlawful interference and its description;
7) record, if you have a phone with automatic caller ID, the caller's identified number, and when using sound recording equipment, immediately after the conversation, remove the data carrier with the recording of the conversation and take measures to preserve it.;
8) during the conversation, inform the management about the call, and if this could not be done, then inform them immediately after it ends.
The materials are immediately transferred to the management of the metro for their subsequent referral to law enforcement and/or special government agencies.
Receiving a threat in writing
If you receive a threat to commit an act of unlawful interference in writing (letters, anonymous materials, notes, inscriptions, emails, and messages), you must:
1) handle them as carefully as possible, put them in a clean, tightly sealed plastic bag and place them in a separate hard folder;
2) do not leave your fingerprints on the envelope;
3) open the envelope only by cutting off the edge of the envelope on the left or right side;
4) Save all materials: the document itself with the text, any attachments, envelope and packaging;
5) save the message and the materials attached to it (if available) on an electronic device and make copies to a magnetic medium (disk, flash card).
The materials are immediately transferred to the management of the metro for their subsequent referral to law enforcement and/or special government agencies.
Receiving a threat verbally
When making a direct appeal about the commission of an act of unlawful interference, it is necessary:
1) obtain the applicant's identification data (surname, first name, patronymic, address, place of residence, contact phone numbers);
2) pay attention and remember the external signs (age, height, physique, facial features, clothes and special signs (physical defects, tattoos, scars, moles, defects in spoken language).
The information received is immediately transmitted to the management of the metro for subsequent information to law enforcement and/or special government agencies.
Detection of suspicious persons
If suspicious persons are detected on the subway, it is necessary:
1) immediately inform the situation center and the management of the metro, representatives of the subject of security activities, duty services or employees of law enforcement and/or special government agencies about them, indicating their signs and exact location (direction of movement);
2) if possible, without attracting attention, to carry out surveillance of suspicious persons, during which to record the number of persons, the exact signs of their appearance, clothing, special signs and objects with them, as well as the brands and numbers of cars (when used by suspicious persons), the direction of movement;
3) upon arrival of law enforcement officers and (or) special government agencies or employees of a security company, without attracting attention, indicate suspicious persons.
Upon receipt of information about the detection of suspicious persons, the metro Situation Center further informs the heads of structural divisions involved and the duty services of law enforcement and (or) special government agencies, according to the schemes for organizing operational notification, in the event of a case of commission or threat of commission of an act of terrorism on the subway.
Detection of suspicious objects with signs of explosive devices
If suspicious objects with signs of explosive devices are found on the subway, it is necessary:
1) immediately inform the situation center and the management of the metro, representatives of the subject of security activities, duty services or employees of law enforcement and/ or special government agencies;
2) record the time of object detection;
3) mark the location of the suspicious object with a clearly visible sign and fence off the location of its detection;
4) involve passengers and/or persons with special training (doctors, railway workers, police officers, military personnel) to assist in eliminating the consequences of acts of terrorism before the arrival of special units and services;
5) if a fire occurs, take measures to extinguish it.;
6) ensure the possibility of unhindered passage (passage) to the place of commission of the act to representatives of law enforcement and special state bodies, employees of the Ministry of Emergency Situations, fire protection, emergency medical services, maintenance services, emergency recovery units;
7) wait for the arrival of the operational investigation team and transfer all known information about the commission of an act of terrorism into the activities of the metro to law enforcement and (or) special government agencies and continue to act on their instructions.;
8) upon receipt of information about the commission of an act of terrorism, the situation center shall further inform the heads of structural divisions involved and the duty services of law enforcement and/or special government agencies in accordance with the schemes for organizing operational notification in the event of a case of commission or threat of commission of an act of terrorism on the subway.
