On approval of the List of National registers, their structure, composition of reference digital data, as well as requirements for their maintenance and updating
Order of the Acting Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan dated July 14, 2026 No. 414/NK. Registered with the Ministry of Justice of the Republic of Kazakhstan on July 18, 2026 No. 39342
In accordance with paragraph 2 of Article 19 of the Digital Code of the Republic of Kazakhstan, I ORDER:
1. Approve the attached documents:
1) List of national registers;
2) the structure of national registers, the composition of reference digital data, as well as the requirements for their maintenance and updating.
2. Invalidate them:
1) Order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated September 30, 2024 No. 609/NK "On approval of the List of National Registers";
2) Order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated December 27, 2024 No. 852/NK "On Amendments to the Order of the Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan dated September 30, 2024 No. 609/NK "On Approval of the List of National Registers".
3. The Department of Digital Transformation Policy of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

The structure of national registers, the composition of digital reference data, as well as the requirements for their maintenance and updating
Chapter 1. General provisions
1. The structure of national registers (hereinafter referred to as the Structure), the composition of reference digital data (hereinafter referred to as the Composition), as well as the requirements for their maintenance and updating (hereinafter referred to as the Requirements) have been developed in accordance with paragraph 2 of Article 19 of the Digital Code of the Republic of Kazakhstan.
2. The following basic concepts are used in the structure, composition and requirements:
1) the name of the domain of activity is the area (sphere) of activity of state bodies that unites interrelated entities, accounting objects, functions and data within a common subject area.;
2) owners and (or) owners of digital objects - holders or sources of digital data for national registers, ensuring the proper quality of digital data contained in the relevant national registers;
3) reference digital data – digital data contained in the national register and recognized by the authorized body as the official, reliable and only source of information about the accounting object, used to perform government functions, provide public services, interdepartmental interaction and state statistics;
4) the national register is a digital resource containing reference digital data defined within the framework of the "digital government" architecture and used as a single source of reliable information for performing government functions, providing public services, interdepartmental interaction and state statistics.
Chapter 2. Structure of national registers
3. The structure of national registers includes:
1) the name of the national register;
2) the name of the domain of activity;
3) the name of the owner and (or) the owner of the national register (if the owner and (or) the owner of the national register is not a state body, the state body in charge of this area (sphere) is indicated);
4) the name of the digital system or digital resource.
Chapter 3. Composition of digital reference data
4. Reference digital data includes:
1) information about individuals (surname, first name, patronymic (if any); individual identification number, date of birth);
2) information about legal entities (business identification number, name, types of activities);
3) address and cadastral data (addresses, real estate, geospatial information, land registry);
4) transport and infrastructure data (vehicles, agricultural machinery, ships, infrastructure facilities);
5) socio-demographic and registration data (persons with disabilities, acts of civil status, orphans, adoptive parents);
6) data on licensing activities and regulated entities (licenses, accreditation, arms trafficking entities);

8) technical, economic and industry data (technical regulation, standards, energy, tourism, sports).
Chapter 4. Requirements for maintaining national registers
5. National registers are maintained by their owners and/or owners within the framework of the "digital government" architecture, which provide:
1) openness, accessibility, relevance, completeness of reference digital data, their digital compatibility and free exchange of reference digital data;
2) mandatory synchronization with digital reference data sources;
3) differentiation of access rights;
4) uniformity;
5) Cybersecurity;
6) compliance with ethical standards of behavior in the digital environment.
Chapter 5. Requirements for updating reference digital data
6. Owners and (or) owners of digital objects ensure that reference digital data is updated on an ongoing and continuous basis in compliance with the following requirements:
1) quality of reference digital data – ensuring the completeness and accuracy of reference digital data for its intended use;
2) relevance – timely updating of reference digital data;
3) mandatory use – if reference digital data is available in the national register, state digital facilities using such data receive it directly from the relevant national register.
