On approval of the Regulations on the procedure for submitting laws of the Republic of Kazakhstan for signature and consideration by the President of the Republic of Kazakhstan, their registration, publication and storage

I DECREE:
1. To approve the Regulations on the procedure for submitting laws of the Republic of Kazakhstan for signature and consideration by the President of the Republic of Kazakhstan, their registration, publication and storage (attached).
2. This Decree comes into force from the date of signing.

Regulations on the procedure for submitting laws of the Republic of Kazakhstan for signature and consideration by the President of the Republic of Kazakhstan, their registration, publication and storage
1. The Law of the Republic of Kazakhstan, adopted by the Parliament, previously signed by the Chairman(s) Chambers (chambers) The bill is submitted to the President of the Republic of Kazakhstan for signature in Kazakh and Russian with a cover letter signed by the respective Chairman of the House of Parliament. If an international treaty is ratified by law, certified copies of this treaty shall be submitted together with the law.

2. The law submitted for signature is sent by the General Department of the Presidential Administration of the Republic of Kazakhstan to the State Legal Department to prepare an opinion containing proposals to sign the law or to return it with objections to the Mazhilis of Parliament. Copies of the law are also sent by the General Department to the relevant structural units of the Presidential Administration.

3. The State Legal Department of the Presidential Administration, taking into account the proposals of assistants, advisers to the Head of State, the head of the Presidential Representative Office in Parliament, as well as relevant structural units of the Presidential Administration, develops an opinion and submits it together with the original texts of the law to the Office of the President.

4. The Office of the President submits the law together with the conclusions to the Head of the Presidential Administration, who reports to the Head of State on the law submitted for signature and the conclusions drawn up on it.
4-1. The President of the Republic signs the law submitted by the Parliament within one month, promulgates the law, or returns the law or its individual articles for reconsideration and voting.

5. The law signed by the Head of State is transferred by the Office of the President to the General Department of the Presidential Administration, which:
1) assigns an ordinal number to the law. At the same time, the numbering is carried out for the period of the Parliament's activity of the corresponding convocation - it is indicated by Arabic numerals, the convocation is indicated by Roman numerals (separated by dashes), and then the capital letters of the SAM (Law of the Republic of Kazakhstan) are inserted;
2) register the law in a special journal indicating the date of signing, serial number and convocation of the Parliament;
3) submits a copy of the law certified by the appropriate stamp for publication in the relevant mass media;
4) submits to the Senate and the Mazhilis of the Parliament, respectively, two copies of the law certified with the appropriate stamp for the resolution of the following issues by the offices of the Senate and the Mazhilis in accordance with the established procedure:
publications in the Vedomosti of Parliament and contributions to the case with primary materials generated during the discussion of the law in the Senate;
distribution to interested bodies and organizations, and inclusion in the case of primary materials generated during the discussion of the law in the Mazhilis.

6. The originals of the laws signed by the Head of State are kept in the General Department of the Presidential Administration and transferred after the expiration of the established period for permanent storage in the Archive of the President of the Republic of Kazakhstan.
Copies of the laws, stamped in the General Department of the Presidential Administration, together with other materials generated during their discussion and adoption, are duly filed in the Senate and Mazhilis of Parliament, respectively, and deposited in the Central State Archive of the Republic of Kazakhstan.

7. When an unsigned law is returned to the Mazhilis of Parliament for its re-discussion and voting, the Head of State expresses his disagreement with the law as a whole or its individual articles (provisions). At the discretion of the Head of State, objections may contain the wording of the entire law or its individual articles (provisions).
8. The President of the Republic of Kazakhstan, during the consideration of objections in Parliament, has the right, taking into account the proposals of members of Parliament, to introduce an updated version of the law or its individual articles (provisions). A proposal on the need to clarify the wording of the law or its individual articles (provisions) is submitted to the Head of State for consideration by the Presidential Administration.

9. When considering the objections of the Head of State in Parliament, the position of the President of the Republic is represented by the head of the State Legal Department of the Presidential Administration, the head of the Presidential Representative Office in Parliament, or other officials authorized by him.
