On approval of the Rules and Criteria for inclusion of platforms for the exchange and turnover of digital data products in the Register of Platforms for the exchange and Turnover of digital Data products
Order of the Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan dated April 27, 2026 No. 4. Registered with the Ministry of Justice of the Republic of Kazakhstan on April 28, 2026 No. 38564
In accordance with paragraph 4 of Article 31 of the Digital Code of the Republic of Kazakhstan, I ORDER:
1. To approve the attached Rules and criteria for the inclusion of platforms for the exchange and turnover of digital data products in the register of platforms for the exchange and turnover of digital data products.
2. The Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan shall ensure, in accordance with the procedure established by the legislation of the Republic of Kazakhstan:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Department of Administrative and Legal Support of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
3. Control over the implementation of this order is entrusted to the supervising Deputy Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.
4. This order will enter into force on July 12, 2026 and is subject to official publication.

Rules and criteria for the inclusion of platforms for the exchange and turnover of digital data products in the register of platforms for the exchange and turnover of digital data products
1. These Rules and criteria for the inclusion of platforms for the exchange and turnover of digital data products in the register of platforms for the exchange and turnover of digital data products (hereinafter referred to as the Rules) have been developed in accordance with paragraph 4 of Article 31 of the Digital Code of the Republic of Kazakhstan and define the procedure and criteria for the inclusion of platforms for the exchange and turnover of digital data products in the register of platforms for the exchange and turnover of products digital platforms (hereinafter referred to as the platform registry).
2. The platform registry is maintained in the state and Russian languages in electronic form by the authorized body for the development of the data economy (hereinafter referred to as the authorized body) in accordance with the annex to these Rules and posted on the authorized body's Internet portal.
3. The register of platforms is maintained in order to record, systematize and monitor the activities of platforms for the exchange and turnover of digital data products (hereinafter referred to as the platform), to ensure the reliability of information about platforms, their copyright holders and hosted digital data products.
4. The criterion for including a platform in the platform registry is the submission by the owner and (or) the owner of the platform of a notification to the authorized body in accordance with the Rules for Receiving Notifications approved by Order No. 4 of the Minister of National Economy of the Republic of Kazakhstan dated January 6, 2015 (registered in the Register of State Registration of Regulatory Legal Acts under No. 10194).
5. The platform is included in the register of platforms by the authorized body within three working days from the date of receipt of the notification.
6. The platform is excluded from the platform registry.:
1) based on the notification of the owner and (or) the owner of the platform about the termination of the platform's activities submitted to the authorized body;
2) by a court decision on the prohibition (termination and/or suspension) of the platform's activities.

1. n/a is the serial number of an entry in the register of platforms for the exchange and turnover of digital data products.
2. The name and number of the notification is the official name and registration number of the notification, on the basis of which the platform for the exchange and turnover of digital data products is included in the register of platforms for the exchange and turnover of digital data products.
3. Date of inclusion in the register (inclusion in the register) – the date when the authorized body made an entry on the digital data products exchange and turnover platform in the register of digital data products exchange and turnover platforms.
