On approval of the Rules for keeping records and assigning a registration number to an electric scooter by legal entities and individual entrepreneurs engaged in the rental of electric scooters, as well as its form and sample

Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated March 3, 2026 No. 158. Registered with the Ministry of Justice of the Republic of Kazakhstan on March 4, 2026 No. 38094

In accordance with subparagraph 24-4) of Article 10 of the Law of the Republic of Kazakhstan "On Traffic", I ORDER:

     1. To approve the following:

     1) the Rules for keeping records and assigning a registration number to an electric scooter by legal entities and individual entrepreneurs engaged in the rental of electric scooters, according to Appendix 1 to this order;

     2) the Forms and samples of registration numbers for electric scooters, according to Appendix 2 to this order.

     2. The Committee of Administrative Police of the Ministry of Internal Affairs of the Republic of Kazakhstan shall ensure, in accordance with the procedure established by law:

     1) the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

     2) the posting of this order on the Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

     3) the submission to the Department of Legal and Normative Coordination of the Ministry of Internal Affairs of the Republic of Kazakhstan of information on the implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph.

     3. The control over the implementation of this order shall be entrusted to the Deputy Minister of Internal Affairs of the Republic of Kazakhstan in charge.

     4. This order shall come into force on July 1, 2026 and shall be subject to official publication.

Appendix 1 to the order of the Minister of Internal Affairs of the Republic of Kazakhstan dated March 3, 2026 No. 158

 

Rules for keeping records and assigning a registration number to an electric scooter by legal entities and individual entrepreneurs engaged in the rental of electric scooters

Chapter 1. General Provisions

     1. These Rules for Accounting and assignment of registration numbers for electric scooters by legal entities and individual Entrepreneurs engaged in Leasing electric scooters (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 24-4) of Article 10 of the Law of the Republic of Kazakhstan "On Road Traffic" and determine the procedure for accounting and assignment by legal entities and individual entrepreneurs engaged in the rental of electric scooters, registration number for an electric scooter.

     2. The following basic concepts are used in these Rules:

     1) rental operator – a legal entity or individual entrepreneur engaged in the rental of electric scooters;

     2) registration number is a unique alphanumeric designation assigned by the rental operator to an electric scooter;

     3) registration numbers of electric scooters – a list of registration numbers assigned to electric scooters.

Chapter 2. The procedure for keeping records and assigning a registration number to an electric scooter

     3. Rental operators keep records of the registration number assigned to the electric scooter in accordance with the appendix to these Rules.

     4. The registration number assigned to the electric scooter includes the following information:

     1) make, model and year of manufacture;

     2) Serial number;

     3) date of commissioning and decommissioning;

     4) Maintenance and repair information;

     5) Registration number.

     5. Registration numbers assigned to electric scooters are kept up to date.

     6. The registration number for an electric scooter is assigned by the rental operators individually by determining the Latin letter and the numerical designations (five digits) before its commissioning.

 The Latin letter determined by the rental operator applies to all electric scooters owned by the rental operator and is not subject to change or reassignment, as well as use by another rental operator.

     7. After determining the Latin letter, the rental operator sends a written notification of its decision to other rental operators.

     8. The notification contains:

     1) the name of the legal entity or the surname, first name, and patronymic (if any) of the individual entrepreneur;

     2) the selected Latin letter.

     9. If no objections are received from other rental operators regarding the use of the selected Latin letter within 5 (five) business days from the date of the notification, the Latin letter is considered assigned to the rental operator.

     Disagreements between rental operators regarding the determination of the Latin letter are resolved through negotiations and mutual agreement.

     10. The serial number (digital designation) is assigned in a sequential order, starting with "00001". The serial number increases consecutively.

     11. When an electric scooter is removed from service, the registration number is updated.
