On approval of the Rules for placing State orders in State children's and youth sports schools

In accordance with subparagraph 65-28) of Article 7 of the Law of the Republic of Kazakhstan "On Physical Culture and Sports", I ORDER:
1. To approve the attached Rules for placing state orders in State children's and Youth sports schools.
2. The Committee on Sports and Physical Culture of the Ministry of Tourism and Sports of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Tourism and Sports of the Republic of Kazakhstan;
3) within three working days after the execution of subitems 1) and 2) of paragraph 2 of this order, the submission of information on the execution to the Department of Legal Service of the Ministry of Tourism and Sports of the Republic of Kazakhstan.
3. Control over the execution of this order is entrusted to the supervising Deputy Minister of Tourism and Sports of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for placing state orders in public children's and youth sports schools
Chapter 1. General provisions
1. These Rules for Placing state orders in State children's and Youth sports schools (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 65-28) of Article 7 of the Law of the Republic of Kazakhstan "On Physical Culture and Sports" and define the procedure for placing state orders in state children's and youth sports schools (hereinafter referred to as the state order).
2. The state order is placed in state children's and youth sports schools established in the form of a state enterprise (hereinafter referred to as the Organization) that implement educational programs for additional education of children in physical culture and sports in accordance with the charter (founding agreement).
3. A student under a state order is enrolled in one state children's and youth sports school for the chosen sport.
The contingent of the state children's and youth sports school consists of athletes enrolled in the permanent staff by the order of the head in accordance with the order of the Minister of Culture and Sports of the Republic of Kazakhstan dated November 22, 2014 No. 106 "On approval of the list of types of physical culture and sports organizations and the rules of their activities in which the training process for the preparation of sports reserves and athletes is carried out high-class" (registered in the Register of State Registration of Regulatory Legal Acts under No. 10012).
The contingent of state children's and youth sports schools is taken into account through the digital platform of physical culture and sports.
Chapter 2. The procedure for placing state orders in state children's and youth sports schools
4. The placement of the state order and the determination of the average cost of maintenance per student is carried out by the local executive bodies of the capital, regions, cities of republican significance (hereinafter referred to as the local executive body).
5. The volume of the state order is determined in accordance with the order of the Minister of Tourism and Sports of the Republic of Kazakhstan dated July 10, 2026 No. 120 "On approval of the Methodology of per capita regulatory financing in State children's and Youth sports schools" (registered in the Register of State Registration of Regulatory Legal Acts under No. 39274).
6. The cost of the number of students is reimbursed in the amount of the state order.:
1) remuneration of employees of state organizations implementing educational programs for additional education of children in accordance with the Resolution of the Government of the Republic of Kazakhstan dated December 31, 2015 No. 1193 "On the remuneration system for civil servants, employees of organizations maintained at the expense of the state budget, employees of state-owned enterprises";
2) expenses for the purchase of sports equipment, implements and equipment, as well as expenses for providing horses and birds during the preparation and participation in sports events in accordance with the Order of the Minister of Tourism and Sports of the Republic of Kazakhstan dated June 9, 2025 No. 82 "On approval of in-kind standards for athletes, coaches and specialists in the field of physical culture and sports, military personnel and law enforcement officers during the preparation and participation in sports events held on the territory of the Republic of Kazakhstan and abroad";
3) expenses for pharmacological care of athletes, in accordance with the Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated November 22, 2014 No. 107 "On approval of the Methodology of nutrition standards and pharmacological care for athletes, including military personnel of all categories and employees of law enforcement and special government agencies, during the training process and sports events" (registered in the Register of State Registration of Regulatory Legal Acts under No. 10005);
4) expenses related to training camps and participation in sports competitions in accordance with the Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated April 24, 2020 No. 100 "On Approval of the Rules for Spending Money allocated for sports events, including training camps for sports and sports organizations funded by from the republican and local budgets" (registered in the Register of State Registration of Regulatory Legal Acts under No. 20488);
7. For the duration of restrictive measures, including quarantine, social, natural and man-made emergencies, as a result of which students do not attend an Organization that implements an educational program for additional education of children in physical culture and sports, the state order is funded in the amount and amount determined by the decision of local executive bodies.
8. The local executive body annually posts information on its official Internet resources about the beginning of accepting applications from Organizations for placing a state order before June 1 of the calendar year.
9. To place a government order, an Organization submits to the local executive body an application in the form specified in the appendix to the Rules, with attached documents, within 10 (ten) business days from the date the local executive body posted information on the Internet resources about the start of accepting applications from Organizations for the placement of a government order.
10. With the application, the Organization provides the following documents to the local executive body:
1) a copy of the charter of the Organization (founding agreement) implementing the educational program of additional education for children in physical culture and sports;
2) copies of title documents for immovable property owned by the Organization and (or) otherwise legally used by the Organization;
3) copies of educational programs for additional education of children in physical culture and sports in cultivated sports in accordance with the Order of the Minister of Tourism and Sports dated July 14, 2025 No. 129 "On approval of national standards of sports training";
4) a certificate of state registration (re-registration) of a legal entity, as well as information on registered rights (encumbrances) on immovable property and its technical characteristics;
5) information on the absence (presence) of debt, which is recorded in the state revenue authorities with a date not earlier than one month before the submission of documents for the placement of a state order;
6) the scheme of the evacuation plan in case of fire, certified by the signature and seal of the head of the Organization and agreed by the authorized body in the field of fire safety;
7) the layout of the video surveillance, certified by the signature and seal of the head of the Organization with the safety of the video archive for at least 30 days;
8) a copy of the sanitary and epidemiological conclusion in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated December 30, 2020 No. KR DSM-336/2020 "On certain issues of providing public services in the field of sanitary and epidemiological welfare of the population" (registered in the Register of State Registration of Regulations under No. 22004).
11. Organizations send documents signed by the head and stamped in electronic format to the e-mail address indicated in the announcement or in paper form to the office of the local executive body.
12. The local executive body reviews applications from Organizations with attached documents for placing a state order within 10 (ten) business days from the date of their registration.
When considering applications from Organizations with attached documents, the local executive body verifies the completeness of the submitted documents.
13. If it is revealed that the Organization has submitted an application and /or attached documents that do not comply with these Rules, the local executive body, within two (2) business days, sends the Organization an email address specified in the application or, in the absence of an email address, to the postal address specified in the application, a notification of the need to eliminate inconsistencies.
Within 3 (three) business days from the date of sending the notification by e-mail or receiving it to the postal address, the Organization shall resubmit the application and attached documents to the local executive body in accordance with these Rules.
The local executive body shall review the repeated application of the Organization with the attached documents within 3 (three) business days from the date of receipt.
14. In case of repeated identification of the fact that the Organization has submitted an application and (or) attached documents that do not comply with paragraphs 9, 10 of these Rules, the local executive body sends the Organization to the postal address or e-mail specified in the application, a reasoned and reasoned refusal to place a government order.
Decisions, actions (inaction) of a local executive body and its officials may be appealed in accordance with the procedure established by the Administrative Procedural Code of the Republic of Kazakhstan.
15. The local executive body, no later than 30 (thirty) business days from the date of posting information on the Internet resources about the start of accepting applications from Organizations, forms a list of Organizations for placing a state order indicating the number of places and publishes it on Internet resources.
16. The local executive body places a state order by carrying out the procedure for concluding a contract with an Organization included in the list of Organizations for placing a state order in accordance with the Law of the Republic of Kazakhstan "On Public Procurement".
