Order of the Minister of Industry and Construction of the Republic of Kazakhstan dated April 30, 2026 No. 219. Registered with the Ministry of Justice of the Republic of Kazakhstan on May 4, 2026 No. 38637

In accordance with paragraph 3 of Article 71 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use", I ORDER:

1. To approve the attached Rules for studying the state of the State subsoil fund.

2. The Committee of Geology of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan after its official publication.

3. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.

4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for studying the state of the state subsoil fund

Chapter 1. General provisions

1. These Rules for Studying the state of the State Subsoil Fund (hereinafter referred to as the Rules) have been developed in accordance with paragraph 3 of Article 71 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use" (hereinafter referred to as the Code) and define the procedure for studying the state of the state subsoil fund by the national operator in the field of geology with the involvement of accredited scientific organizations.

2. The study of the state of the state subsoil fund is carried out within the framework of the state geological survey of the subsoil.

3. The work performed by accredited scientific organizations in accordance with these Rules is carried out by order of the national operator in the field of geology.

Chapter 2. The procedure for studying the state of the state subsoil fund

4. The study of the state of the state subsoil fund with the involvement of accredited scientific organizations is carried out by the national operator in the field of geology on the basis of the plan of the authorized body for the study of the subsoil within the framework of the state geological survey of the subsoil.

5. Accredited scientific organizations are involved by order of the national operator in the field of geology.

6. The involvement of accredited scientific organizations is carried out in order to provide comprehensive scientific support and provide expert and analytical support.

7. The involvement of accredited scientific organizations is carried out in the following areas of activity:

1) the state geological survey of the subsoil:

preparation of forecast and prospective estimates of the mineral resource potential of territories, taking into account modern geological models, digital data and the results of previous work;

development of scientific and analytical recommendations on priority areas of geological exploration of the subsurface, including justification of the choice of objects and research methods;

participation in the formation of programs and projects of the state geological survey of the subsurface, including scientific expertise of design solutions;

conducting scientific research aimed at improving the methods of prospecting, evaluation and exploration of mineral deposits;

2) state monitoring of subsurface resources:

development of scientifically based methods and approaches to monitoring the state of the subsurface;

preparation of scientific and analytical conclusions and forecasts of changes in the state of the subsoil;

analysis of monitoring data using modern methods of processing and interpreting geological information.

3) maintaining a unified cadastre of the state subsoil fund:

conducting a scientifically based assessment of the state and reproduction of the mineral resource base by types of minerals;

implementation of a comprehensive scientific assessment of deposits not involved in development, including determination of their investment attractiveness;

preparation of scientific and analytical materials for the purposes of state planning and management of the subsoil fund.

4) collection, systematization, generalization and analysis of geological information obtained as a result of state monitoring of subsurface resources, state geological survey of subsurface resources and operations on subsurface use:

preparation of scientifically based conclusions, analytical reports and recommendations for authorized bodies;

conducting integration analysis of heterogeneous geological data, including digital and archival sources;

ensuring comparability and reliability of geological information.

5) creation, operation and development of infrastructure for the storage, analysis and provision of geological information owned, owned or used by the state:

scientific substantiation of approaches to the formation and development of geological information storage infrastructure;

development of proposals for the modernization of the laboratory and analytical base, including the introduction of modern technologies and equipment;

scientific substantiation and analysis of geological information.

8. As part of the study of the state of the state subsoil fund, accredited scientific organizations carry out:

1) scientific examination of the results of the state geological survey of the subsurface;

2) preparation of analytical materials and scientifically based recommendations.

9. Based on the results of the work performed, the accredited scientific organization prepares an expert opinion containing conclusions and recommendations, which is drawn up in writing and submitted to the national operator in the field of geology.

10. The results of scientific research and examinations carried out by scientific organizations are included in the report on the results of studying the state of the state subsoil fund.

11. The national operator in the field of geology ensures that work is carried out according to the plan of the authorized body for the study of subsurface resources within the framework of the state geological survey of subsurface resources.

12. Upon completion of the work, a report is prepared on the results of studying the state of the state subsoil fund within the framework of the state geological survey of the subsoil.

13. The report contains a description of the work carried out, research results, geological conclusions and recommendations, graphic and cartographic materials.

14. The report is submitted to the authorized body for the study of subsurface resources and/or its territorial divisions for a phased and final assessment.

15. The report is subject to transfer to the republican and territorial geological funds on electronic and paper media.
