In accordance with the second part of Article 132 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use", I ORDER:
1. To approve the attached Rules for submission by subsurface users of a geological report during exploration and production of hydrocarbons and (or) a report on the results of geological exploration in a subsurface area located within poorly explored territories.
2. The Committee of Geology of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan after its official publication.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of their first official publication.

Rules for the submission by subsurface users of a geological report during exploration and production of hydrocarbons and (or) a report on the results of geological exploration in a subsurface area located within poorly explored territories.
Chapter 1. General provisions
1. These Rules for submission by subsurface users of a geological report during exploration and production of hydrocarbons and (or) a report on the results of geological exploration in a subsurface area located within Poorly explored territories (hereinafter referred to as the Rules) have been developed in accordance with paragraphs 1) and 1-1) of Article 132 of the Code of the Republic of Kazakhstan "On Subsurface and Subsurface Use" (hereinafter referred to as the Rules). – The Code) and determine the procedure for submission by subsurface users of a geological report during exploration and production of hydrocarbons and (or) a report on the results of geological exploration in a subsurface area located within poorly explored territories.
Chapter 2. Procedure for submission by subsurface users of geological reports during exploration and production of hydrocarbons and (or) reports on the results of geological exploration in a subsurface area located within poorly explored territories.
2. When conducting exploration and production of hydrocarbons, the subsurface user submits a geological report to the authorized body for the study of subsurface resources no later than three months from the date of termination of the license/contract, and the subsurface user submits a report on the results of exploration work on a subsurface area located within poorly studied territories for approval by the authorized body for the study of subsurface resources. appendix to these Rules.
3. The authorized body for the study of subsurface resources reviews the report on the results of exploration work on a subsurface area located within poorly explored territories within one month for the performance of work provided for in the program of work of the initial exploration period in full.
Based on the results of the review, the authorized body for the study of subsurface resources approves the report or refuses approval if the work provided for in the program of work for the initial exploration period has not been completed in full.
Appendix to the Rules
The form of submission by subsurface users of a geological report during exploration and production of hydrocarbons and (or) a report on the results of geological exploration in a subsurface area located within poorly explored territories

Report review period: 1 month from the date of receipt
1. The report consists of a text and graphical part (if there are graphical applications) and satellite images. The report contains the following structural elements:
1) Label (on the cover);
2) the title page;
3) the list of performers;
4) the abstract;
5) geological assignment (terms of reference);
6) Table of contents;
7) list of illustrations, tables (if available);
8) List of text applications (if available);
9) List of graphical applications (if available);
10) the substantive part;
11) list of sources used (literature);
12) Text applications (if available);
13) tables, illustrations (if available);
14) graphical applications (if available);
15) conclusion of the metrological examination;
16) conclusion on patent research (if any);
17) the form;
18) review(s);
19) the act of handing over primary geological materials;
20) certificate of completed work and cost write-off;
21) A list of organizations to which reports are sent for storage.
2. The report is compiled in three copies on paper and electronically (on flash drives or on CD-ROMs). One copy of the geological report is sent for storage to the Republican Geological Funds, the second to the territorial funds of the relevant Interregional Department, and the third is kept by the subsurface user.
3. The text of the reports is typed on a computer in A4 format (297 x 210 millimeters). The A3 format is used for tables. For computer typing, a Word text editor is used in Times Kaz font size No. 14, Times New Roman font size No. 14, or for tables size No. 12, line spacing is single.
4. Reports are generated based on the following parameters:
1) the margins on the left are 3.0 centimeters;
2) the margins on the right are 1.5 centimeters;
3) Headers and footers - 2.0 centimeters.
5. Page numbering of reports is end-to-end and independent within each book. The title page is not numbered.
6. If the volume exceeds 300 pages, the reports are divided into parts and packaged as separate books of no more than 300 pages, with the label and title page of each book printed in capital letters and the book number affixed.
7. Stitching of the book block during binding is performed only with threads.
8. Each book of reports is designed in a hardcover (cover).
9. If there are catalogs of deposits and ore occurrences, or passports of mineral deposits, they are attached to the reports in the form of separate books.
Explanation of filling out the "Form for submission by subsurface users of geological reports during exploration and production of hydrocarbons and (or) reports on the results of geological exploration in a subsurface area located within poorly explored territories" (1-UVG, one-time)
Chapter 1. General provisions
1. This explanation defines the uniform requirements for filling out the form "Geological reports during exploration and production of hydrocarbons and (or) reports on the results of geological exploration in a subsurface area located within poorly explored territories" (hereinafter referred to as the Form).
2. The form is filled in by subsurface users operating under a contract for the exploration and production of hydrocarbons.
3. The form for geological reports is submitted no later than three months from the date of termination of the license / contract to the authorized body for the study of subsurface.
4. A form for reports on the results of geological exploration in a subsurface area located within poorly explored territories is provided for the first three years of the exploration period for approval by the authorized body for the study of subsurface.
5. The form must be filled in the official and Russian languages.
Chapter 2. Explanation of filling out the Form
1. The label has the shape of a rectangle measuring 140-150 x 100-110 millimeters, is placed in the center of the cover of each book, notebook, report folder and is designed in accordance with Appendix 1 to this form.
2. The title page is the first sheet of the report and is drawn up in accordance with appendices 2 and 3 to this form.
3. The list of performers contains the names of all performers of the reports.
The list of performers for reports consisting of two or more books is placed in the first book.
4. The abstract is printed on a single sheet of paper and includes:
1) surnames and initials of the responsible executor (in capital letters), then the surnames of the other executors are indicated;
2) the name of the report, the total number of pages of text, illustrations, tables in the text, the number of text and graphic appendices (the number of graphic sheets in each folder), the protocol of the review of the report at the scientific and technical board or the state commission on reserves, the number of electronic disks, the name of the organization in which the report was compiled and its full address, the month and year of completion of the report, the list of organizations (in parentheses) to which the report was sent, the administrative area and the nomenclature of sheets in accordance with the international scale 1:1000000, within which the territory of the work performed is located (if the report consists of several books, then the volume of each book is indicated separately), information about the subject, goals, methods and results of the work performed, brief conclusions, information about the effectiveness of the work, opportunities and areas of application of the main results set out in the report, keywords;
3) last name, first name, patronymic (if any), signature of the originator.
5. The geological (technical) assignment contains precise information about the approved terms of work, its goals, objectives and stages. When carrying out work on the contract territory at the expense of the subsurface user, instead of the geological assignment, the minimum work program for the contract or an extract from it is included in the reports.
6. The original geological (technical) assignment is provided, printed on one side of the sheet.
7. The Table of Contents includes a sequential listing of all headings, sections, subsections, paragraphs of the report and an appendix indicating the location on the page.
8. The first book of reports, consisting of two or more books, contains the table of contents of the entire report for each book separately, and the subsequent ones contain the table of contents of this book only.
9. The list of illustrations and tables includes the numbers and titles of all illustrations, indicating the pages on which they are placed in the text of the report. The first book of the report, which consists of two or more books, contains lists of all illustrations, tables, and text appendices with book numbers, and subsequent books contain lists of illustrations, tables, and text appendices of only this book. The list of text applications indicates the serial number of the application, its title (exactly corresponding to the title of the application in the text) and the page number on which it is placed. The list of graphical applications is placed in the first volume of the report and in the folder with graphical applications and is formatted according to Appendix 6 to this form. The sequential number of the list corresponds to the number of the graphic application sheet, which is indicated in red in the upper-right corner.
In each folder, the sequential number of the list starts with one, and the application number is end-to-end. At the bottom of the list is indicated: "in total, the report contains (indicates the number of) drawings on (indicates the number of) sheets, including (indicates the number of) graphic applications on (indicates the number of) sheets marked "secret" or "for official use."
10. The substantive part consists of an introduction, the main part and the conclusion.
The introduction includes information about the subject, objectives, methods and results of the work performed, brief conclusions, information about the effectiveness of the work, opportunities and areas of application of the main results outlined in the report.
The main part contains the minimum amount of geological survey and (or) geophysical work in the initial exploration period, including two-dimensional seismic work on an area covering at least thirty percent of the territory of the subsurface area.
The conclusion provides the main conclusions on the results of geological exploration in the subsurface area located within poorly explored territories, with recommendations for further exploration of the subsurface area.
11. The list of sources used (literature) is compiled in alphabetical order and includes all the handwritten (stock) and published materials contained in the first book. If there are several works by the same author, they are indicated by the year of publication, and if the years coincide, they are listed in alphabetical order of their titles. Then the co–authored works are listed in alphabetical order of the co-authors' surnames, and if the author's teams completely coincide, in chronological order of publications. The bibliographic description of the report (source) contains: the surname and initials of the author(s), the title of the report. The title is followed by the word "report", the name of the organization that issued the report, the city and the year of issue.
12. The text appendices include auxiliary materials designed in any form (in A4 or A3 format in folded form) or in the form of tables necessary for the completeness of the report and explanation of the conclusions, or which served as primary material for them (descriptions of sections and wells), tables of inventory calculations, the results of laboratory determinations and their mathematical processing.
The title of each text application is printed from a new page.
The word "application" is printed in capital letters in the upper-right corner of the text application sheet. If there are two or more text appendices, they are numbered with Arabic numerals without the "No" sign.
13. Tables containing digital, textual, or mixed materials are placed in reports both on pages among the text and on separate sheets.
The title of each table reflects its content, is printed in lowercase letters (except for the first uppercase), without a dot at the end and is placed above the table in the center.
The tables are numbered separately for each section of the report. The table number consists of the section number and the sequence number of the table, separated by a dot. If there is only one table in the report, it is not numbered and the word "table" is not written. The table number is located on the right two intervals above the title, or it is located on the same line with the name separated by a hyphen (the beginning of the line).
The table is placed after the first mention of it in the text.
A table with a large number of rows is moved to another page, while the columns of the table are numbered and their numbering is repeated in subsequent parts of the table. The title and serial number are indicated only above the first part of the table, and the word "Continuation" is written above the subsequent parts. A table with a large number of graphs or rows is divided into parts and one part is placed under another on several pages. In this case, each part of the table repeats its side or header, respectively.
The notes to the text and tables contain only reference and explanatory data. If there is only one note, then it is not numbered, but a colon is placed after the word "Note". If there are several notes, then a colon is placed after the word "Notes" and the contents of the notes are numbered in Arabic numerals.
14. The illustrations are designed in such a way that their details and inscriptions (scale and clarity) provide the possibility of high–quality reproduction, microfilming, scanning: the minimum line thickness in all illustrations is 0.2 millimeters, the distance between the lines is at least 0.8 millimeters, the minimum font size in the inscriptions is 2.5 millimeters, the minimum dimensions of the sides (diameter) of geometric shapes, used as symbols – 2.5 millimeters. The restrictions set out in this paragraph also apply to graphical appendices to the report.
All illustrations (drawings, diagrams, drawings) are referred to as drawings, denoted by the word "Fig." and numbered sequentially with Arabic numerals within the section. The number of the illustration consists of the section number and its serial number, separated by a dot.
If there is only one illustration in the report, it is not numbered and the word "Figure" is not written.
The illustrations have a name and explanatory data. The name is placed above the illustration, the explanatory data is printed under it in capital letters, and the caption text is in lowercase (except for the first capital letter). The number of the illustration is placed below the explanatory data, and if there is none, directly under the illustration, or place the number of the illustration in the same line with the name, separated by a hyphen.
Illustrations can be dashed, made using computer technology or ink, or multiplied by photocopying and printing methods.
Tables and illustrations intertwined with the text are arranged on separate pages and included in the general numbering. Tables and illustrations made on sheets larger than the report format (but no more than A3 format) are folded and numbered as one page.
On each graphic appendix to the report, including on each sheet of the multi-leaf appendix, an angular stamp is affixed in the lower right corner of the sheet, designed in accordance with Appendix 7 to this form, executed in black ink or by printing.
The document access restriction label (if any) is placed in the upper-right corner of each sheet of the graphic application.
Graphic applications, which are maps, have in the corner stamp, in addition to the scale, an indication of the cartographic basis used in the compilation of this application. In the electronic version of the report, graphical applications are presented in the original format of the construction program with the addition of a copy in the format of computer programs used in geological funds in the Portable Document Format (PDF format).
Graphical applications are placed in folders with a size of 210 x 300 millimeters, no more than 70-80 millimeters thick. Graphical applications for area geological surveys are presented on standard international mapping sheets in folders up to 700 x 700 millimeters in size.
All sheets of graphic applications are folded according to the folder format so that the corner stamp is on the front side of the folded sheet.
Graphical applications located in the folder are not intertwined, individual sheets of applications made on several sheets are not glued together.
A label is affixed to the folder with graphic applications in accordance with Appendix 1 to this form, where the subtitle "Graphic applications" is made, while the book number is not indicated. If there are more than one folders with graphic applications, they are numbered with the indication on the label.
15. The conclusion of the metrological examination for reports consisting of two or more books is placed in the first book.
16. The conclusion on patent research is drawn up in accordance with Appendix 6 to this form.
The conclusion on patent research for a report consisting of several books is placed in the first of them.
17. The report form is drawn up in accordance with Appendix 7 to this form.
18. Reports with appendices, the conclusion of the metrological examination, the conclusion on patent research and a certificate of completed work and cost write-off are submitted for review in accordance with the procedure established by the contractor.
The title of the review contains the full name of the reports (in accordance with the title page of the report), the cipher, and the name of the responsible executive.
19. Primary geological materials are deposited in the archive of the interregional department according to the act of delivery of primary geological materials, which is attached to the report. The act of handing over primary geological materials for a report consisting of two or more books is placed in the first book of the report and is drawn up in accordance with Appendix 8 to this form.
20. The certificate of completed types and volumes of exploration work and costs to be written off for the object indicates the planned (project) and actually completed types and volumes of work in physical terms, the estimated cost of work and actual costs, divided by stages and types of research in accordance with the summary calculation of the estimated cost of exploration work, for geological survey work, also, the estimated and actual cost per square kilometer of geological survey. The certificate is signed by the head of the financial and economic service (chief accountant) and the first head of the organization that provided financing for the work. The reference for a report consisting of two or more books is placed in the first of them and is drawn up in accordance with Appendix 9 to this form.
If the report consists of several books, then the review protocol is placed in the first book. The protocol is filed in the text of the report or, in the case of a large volume (more than 7 pages), is presented as a separate appendix to the report.
21. The list of organizations to which reports are sent for storage is placed on the last page of the first volume of the report and is drawn up in accordance with Appendix 10 to this form.
Catalogs of coordinates made in the unified state coordinate system of 1942 (SK-42) are executed in a separate notebook, which is an integral part of the report. Catalogs of coordinates made in unclassified form are drawn up in the first book of the report and are drawn up in accordance with Appendix 11 to this form.
