On approval of the Rules for testing to determine the level of knowledge of the state language at an elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan

 In accordance with subparagraph 152-4) of paragraph 15 of the Regulation on the Ministry of Science and Higher Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 No. 580 "On certain issues of the Ministry of Science and Higher Education of the Republic of Kazakhstan", I ORDER:

     1. To approve the attached Rules for testing to determine the level of knowledge of the state language at an elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan.

     2. The Language Policy Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

     2) posting of this order on the Internet resource of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

     3. Control over the execution of this order is entrusted to the supervising Vice Minister of Science and Higher Education of the Republic of Kazakhstan.

     4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for testing to determine the level of knowledge of the state language at an elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan

Chapter 1. General provisions

     1. These Rules for testing to determine the level of knowledge of the state language at an elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan (hereinafter – The Rules) were developed in accordance with subparagraph 152-4) of paragraph 15 of the Regulation on the Ministry of Science and Higher Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 No. 580 "On certain issues of the Ministry of Science and Higher Education of the Republic of Kazakhstan", and determine the procedure for testing to determine the level of knowledge of the state language at the elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan (hereinafter – the amount of knowledge).

     2. An applicant for citizenship of the Republic of Kazakhstan (hereinafter referred to as the test taker) is tested to determine the amount of knowledge.

     3. The rules do not apply to minors, incapacitated persons, persons who have special merits to the Republic of Kazakhstan or have professions and meet the requirements of the list established by the President of the Republic of Kazakhstan, ethnic Kazakhs, as well as persons entitled to acquire citizenship of the Republic of Kazakhstan in a simplified manner on the basis of international treaties ratified by the Republic of Kazakhstan.

     4. The following basic concepts are used in these Rules:

     1) appeal is a procedure for re–examining the results of the assessment of the knowledge of the test takers, which is carried out at the request of the test taker in accordance with these Rules.;

     2) the biometric data verification system is an automated system that performs the identification procedure;

     3) the landing list is a list of the distribution of test takers by seats in the audience.;

     4) testing is a procedure conducted to assess knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan.;

     5) the testing administrator is the responsible person who monitors compliance with the order at the testing site.;

     6) threshold score – the minimum set of points for each block of testing, established by the amount of knowledge (Order of the Minister of Science and Higher Education of October 8, 2024 of the Republic of Kazakhstan No. 479 "On approval of the amount of knowledge of the state language at the elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration to citizenship Of the Republic of Kazakhstan" (registered in the Register of State Registration of Regulatory Legal Acts under No. 35233);

     7) electronic certificate is an electronic document with unique data of the test taker, officially confirming the overcoming of the threshold score during testing and published on the website of the Republican State Enterprise under the right of economic management "National Testing Center" of the Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter – NCT).

     5. Testing consists of the following blocks:

     1) a test to determine the knowledge of the Kazakh language at the elementary level of the language knowledge assessment system (in Kazakh);

     2) test on the fundamentals of the Constitution of the Republic of Kazakhstan (in Kazakh or Russian);

     3) a test on the history of Kazakhstan (in Kazakh or Russian).

     6. The total number of test tasks is 100 (one hundred), of which:

     1) in the Kazakh language – 30 (thirty), including: in terms of listening – 15 (fifteen), in terms of reading – 15 (fifteen);

     2) according to the fundamentals of the Constitution of the Republic of Kazakhstan – 40 (forty);

     3) on the history of Kazakhstan – 30 (thirty).

     7. The testing uses test tasks with the choice of one correct answer from the four possible answers. The choice of the correct answer is estimated by one point.

     8. The total time allowed for testing is 2 (two) hours and 10 (ten) minutes.

     An additional 30 (thirty) minutes are provided for persons with disabilities of all groups.

     9. The threshold score is at least 50 (fifty) points, including for blocks:

     1) Kazakh language – at least 15 (fifteen) points;

     2) fundamentals of the Constitution of the Republic of Kazakhstan – at least 20 (twenty) points;

     3) the history of Kazakhstan – at least 15 (fifteen) points.

     10. Testing is conducted twice a year in February and August of the calendar year. The dates and location of testing are determined by the authorized body in the field of science and higher education.

     11. At startup, the test subject presents the original of one of the following documents:

     1) certificates of a stateless person or a foreign passport;

     2) residence permit of a foreign citizen in the Republic of Kazakhstan.

     12. Based on the results of testing, foreign citizens and stateless persons, upon overcoming the threshold score specified in paragraph 9 of these Rules, are issued an electronic certificate in the Kazakh language in accordance with Appendix 1 to these Rules. If the threshold score is not exceeded, an electronic certificate will not be issued. The electronic certificate is available after completion of testing in the personal account of the test taker (with the exception of test takers who have filed an appeal).

     13. The electronic certificate is confirmed by entering an individual identification number (hereinafter referred to as the IIN) and an individual test code on the NTC website (https://certificate.testcenter.kz ).

     14. The validity period of the electronic certificate is 2 (two) years from the date of issue.

Chapter 2. Testing procedure and procedure

     15. Applications for participation in testing are accepted through the digital NTC system in the following terms:

     1) from February 3 to February 10 of the calendar year;

     2) from August 10 to August 20 of the calendar year.

     16. Information on the acceptance of applications for participation in testing and the testing periods is published on the NTC website. www.testcenter.kz . To participate in the testing, the test taker registers on the NTC website. www.app.testcenter.kz , where the personal account of the testee is created. Next, the test taker, in accordance with Appendix 2 to these Rules, fills in the testing parameters and selects the payment method. After successful completion of all stages, the message "Application accepted" is displayed.

     In case of refusal to participate in the testing, the test taker must delete his application in his personal account before the database is closed. The database is closed on the last day of acceptance of applications, specified in paragraph 15 of these Rules.

     The refund is carried out within 1 (one) month from the end of the test, provided the following documents are provided:

     1) statements;

     2) payment receipts;

     3) copies of the identity document;

     4) copies of the bank's payment card (front side);

5) a 20-digit account number, indicating the details of the second-tier bank of the Republic of Kazakhstan.

     After the database is closed, the test fee will not be refunded.

     17. A test taker who submitted an application but did not take part in the testing on the appointed day is given the opportunity to participate on one of the following days during the testing period (if there is a flow and a place in the audience) or a refund for the following valid reasons:

     1) if there is a temporary disability certificate and (or) a medical certificate, in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated November 18, 2020 No. KR DSM-198/2020 "On approval of the rules for the examination of temporary disability, as well as the issuance of a sheet or certificate of temporary disability" (registered in the Register of State Registration of regulatory legal acts acts under No. 21660) and (or) extracts from the portal of the digital government of the Republic of Kazakhstan for health reasons;

     2) if there are documents confirming the death of a spouse or close relative, the list of which is set out in subparagraph 13) of Article 1 of the Code of the Republic of Kazakhstan "On Marriage (Matrimony) and Family".;

     3) if there is a business trip order confirming participation or the fact of participation in national and international Olympiads, sports competitions, as well as in national and international competitions and festivals in the field of culture and sports.;

     4) in emergency situations.

     18. To allow individual assistants to accompany test takers with disabilities, when applying for testing, a notarized translation of the disability identification document in Kazakh or Russian, as well as documents of the individual assistant (identity documents, documents confirming education (if any), IIN) is required. Specialists in the field of Kazakh philology, history of Kazakhstan and law are not allowed as an individual assistant. Individual assistants who are not specified in the application for testing are not launched into the audience.

     19. When launching for testing, the testing administrator takes measures to prevent the entry into the building and the auditorium and the use of educational and methodological literature, a dictionary, information media and records revealing the content of test tasks, paper of various formats, photo and video equipment, any type of mobile communication with information transfer functions (mobile phones, tablets, laptops, ipods, modems (mobile routers), the use of any type of radio-electronic communication (Wi-Fi, Bluetooth, Dect, smart watches, smart glasses, voice recorder, wired and wireless headphones, micro-headphones).

     If the prohibited items specified in this paragraph are detected during a metal detector inspection, the testing administrator draws up an act on detecting the prohibited item at the entrance to the testing facility and removing the test subject from the building in accordance with Appendix 3 to these Rules, as a result of which the test subject is suspended from participating in testing in the current period.

     The footnote. Paragraph 19 is amended in Kazakh, the text in Russian does not change in accordance with the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated 06/19/2026 No. 299 (effective ten calendar days after the date of its first official publication).

     20. If an unauthorized person is identified at the entrance to testing or during testing, the test administrator draws up an act of identifying an unauthorized person during the launch of testing or during testing in accordance with Appendix 4 to these Rules.

     An outsider identified during testing is removed from the audience, the test taker does not complete this test, and if completed, the results are canceled.

     21. Video surveillance equipment and devices for suppressing mobile and electronic communications signals are used during testing in accordance with Annex 38 to the Order of the Minister of Health of the Republic of Kazakhstan dated August 20, 2021 No. KR DSM-84 "On approval of forms of accounting and reporting documentation in the field of sanitary and epidemiological welfare of the population" (registered in the Register of State Registration of Regulatory Legal Acts under No. 24082).

     22. The test administrator launches the test takers into the classroom (computer lab) one at a time. After identification, the test taker sits down in accordance with the number indicated on the boarding form and signs the boarding form in accordance with Appendix 5 to these Rules.

     23. Before starting testing, the test administrator instructs the test takers about the testing rules in Kazakh, if necessary in Russian.

     24. Before starting testing, the test taker must:

     1) to log in to the testing system, enter the IIN and log in using the biometric verification system through the front camera installed on the computer;

     2) confirm the correctness of the test subject's data;

     3) review and confirm familiarization with the rules of conduct during testing and testing in the interface of the testing program;

     4) start taking the test after clicking the "Login" button.

     The test taker is authorized each time they log in and out of the testing system, and after testing is completed, they are authorized using a biometric verification system via a front-facing camera installed on the computer.

     The test taker confirms the completion of testing by clicking the "End testing" button.

     The test taker submits an application for an appeal for technical reasons during testing by clicking on the "File an appeal for technical reasons" button in the testing program interface.

     After the test is completed, an analysis map is displayed on the screen of the test taker's personal computer, indicating the options for his answers, the number of points scored for each question and for blocks, as well as the total test score. The test taker is given 10 minutes to review the test results and the test results analysis card.

     Next, the computer screen displays the functions "File a content appeal" and "Complete without appeal". If the test taker does not select one of the two functions, the test program will automatically close after 10 minutes. When you select the "Apply for a content appeal" button, the appeal menu opens.

     The test taker submits an application for an appeal on the content of the test tasks within 30 (thirty) minutes. After completing the application for an appeal, the test taker clicks the "End the appeal" button.

     Next, a map of the analysis of the accepted application for the test tasks submitted on appeal is displayed on the screen.

     When the "Finish without appeal" function is selected, the test taker leaves the audience.

     The evaluation of responses to test tasks is carried out in accordance with paragraph 7 of these Rules.

     Repeated testing during the testing period is not allowed.

     25. In the event of a power outage, water supply, or Internet connection at the testing site, the test taker waits no more than 45 (forty-five) minutes for the testing process to resume. If it is impossible to continue testing, the testing administrator, in agreement with the NTC, reschedules the testing process to another date by drawing up an act on termination of the testing process and postponement to another date/flow in accordance with Appendix 6 to these Rules. The test results are not processed and are subject to cancellation.

     26. If technical failures occur during testing, the test taker must inform the testing administrator about this.

     The testing administrator draws up a report on the identification of a technical malfunction of the equipment during testing in accordance with Annex 7 to these Rules.

     In case of a technical malfunction of the equipment, the registration file of the test subject is checked in the testing system and in case of loss of time, the lost time is additionally added.

     After the technical malfunction is eliminated, the test subject continues testing.

     27. When the test taker leaves the audience and re-enters the audience, a metal detector is checked.

     28. During testing, the test taker is not allowed to:

     1) leave the classroom (computer lab) without the permission of the testing administrator;

     2) leave the classroom (computer lab) during the last hour of testing, except in emergency situations and/or cases related to the health of the test taker;

     3) to talk, to move from place to place;

     4) bring into the classroom (computer lab) and/or use prohibited items specified in paragraph 19 of these Rules;

     5) Make noise before or during testing;

     6) exchange documents and the sheet provided to the test taker for work;

     7) discuss and disclose the content of test assignments;

     8) perform actions that lead to damage to the equipment used for testing and the security system;

     9) an attempt to interfere with the testing system.

If the test taker violates the above-mentioned subitems of this paragraph of the Rules, the testing administrator draws up an act on removing the test taker from the audience for violating the Rules of testing to determine the level of knowledge of the state language at an elementary level, the basics of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan when applying for citizenship or restoring citizenship of the Republic of Kazakhstan in accordance with Annex 8 to these Rules. The test taker is removed from the audience and does not complete this test. If completed, the results will be canceled.

Chapter 3. The procedure for filing an application for appeal and its consideration

     29. In order to ensure compliance with uniform criteria and resolve disputes when evaluating test assignments, an appeals commission is being established.

     30. The Chairman and members of the appeal commission are approved by the order of the authorized body in the field of science and higher education.

     31. The Appeals Commission consists of at least two people for each block. Candidates for the members of the appeal commission are formed from among experienced teachers, teachers and other employees of educational organizations recommended by regional and city education departments, state language teaching centers, and higher education institutions.

     The Appeals Commission accepts and reviews applications from test takers regarding the content of test assignments and for technical reasons.

     32. The Appeals Commission considers the appeal and makes a decision within 5 (five) business days.

     The results of the appeal are available in the personal account of the test taker on the website www.app.testcenter.kz .

     An appeal for a technical reason is considered if there is no fragment of the test task condition (texts, diagrams, figures, tables) as a result of which it is impossible to determine the correct answer.

     An appeal on the content of test assignments is conducted for the following reasons:

     1) the correct answer does not match the code of correct answers;

     2) the correct answer is missing;

     3) there is more than one correct answer in the test tasks with the choice of one correct answer (all correct answers are indicated);

     4) the test task was not written correctly.

     The specific facts set out in the appeal application are subject to consideration. When submitting a content application for reviewing test assignments, the test taker indicates a reasoned justification (full explanation). An application without justification (full explanation, step-by-step solution of tasks) is not subject to review.

     33. The Appeals Commission reviews the validity of the proposals and makes a decision. The decision of the appeal commission is made by the chairman and members of the appeal commission for the block (blocks).

     In case of disagreement with the decision, the test taker has the right to file a complaint against an administrative act, administrative action (inaction), guided by subparagraph 5) of paragraph 2 of Article 22 of the Administrative Procedural Code of the Republic of Kazakhstan.

     34. The decision of the appeal commission is drawn up by a protocol in accordance with Appendix 9 to these Rules, which is signed by the chairman and members of the appeal commission for the block (blocks). The minutes of the meetings of the appeals commission are kept during the year in the NTC.
