On approval of the Rules for the Development, Application and Distribution of machine-readable Forms
Order of the Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan dated April 15, 2026 No. 202/NK. Registered with the Ministry of Justice of the Republic of Kazakhstan on April 16, 2026 No. 38444
In accordance with paragraph 3 of Article 22 of the Law of the Republic of Kazakhstan "On Artificial Intelligence", I ORDER:
1. Approve the attached Rules for the Development, Application, and Distribution of Machine-readable Forms.
2. The Committee of Digital Assets and Breakthrough Technologies of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order, submit to the Legal Department of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the development, application, and distribution of machine-readable forms
Chapter 1. General provisions
1. These Rules for the Development, Application and Distribution of Machine–readable forms (hereinafter referred to as the Rules) have been developed in accordance with paragraph 3 of Article 22 of the Law of the Republic of Kazakhstan "On Artificial Intelligence" and define the procedure for the development, application and distribution of machine-readable forms.
2. In order to ensure transparency and accountability in the field of artificial intelligence, machine-readable forms are used that allow automated reading and processing of information.
3. The following concepts are used in these Rules:
1) artificial intelligence is a functional ability to simulate cognitive functions characteristic of humans, providing results comparable to or superior to the results of human intellectual activity;
2) an artificial intelligence system is an object of informatization that operates on the basis of one or more artificial intelligence models.;
3) machine–readable form is a form of providing information that allows its automated reading and processing by artificial intelligence systems or other software.
Chapter 2. The procedure for developing machine-readable forms
4. The development of machine-readable forms is carried out taking into account these Rules and includes the following stages::
1) analysis of the subject area and application objectives;
2) designing the structure and content of a machine-readable form;
3) Data schema development;
4) Testing;
5) Form approval and commissioning.
5. When developing machine-readable forms, it is mandatory to ensure:
compliance with one and/or several data structuring formats: XML, JSON, RDF, CSV, YAML, JSON-LD;
availability of an approved data schema;
unified encoding (UTF-8);
machine verifiability of required and additional fields;
the availability of machine-readable metadata, the composition and structure of which are determined taking into account the purpose of the machine-readable form, the nature of the processed data and the requirements of national and (or) international standards.
6. Changes to machine-readable forms are made by updating them to ensure compatibility with previous versions of the data. If there is a significant change in the structure of machine-readable forms, multiple versions can be used in parallel.
7. Updating of machine-readable forms is carried out within the time limits determined by the metadata of the corresponding form.
Chapter 3. The procedure for using machine-readable forms
8. The use of machine-readable forms is carried out with automated data collection and processing using artificial intelligence systems or other software.
9. Machine-readable forms are used in accordance with the field of application for which they are intended, as well as the conditions of use, including the use of works for teaching artificial intelligence models is allowed only in the absence of a prohibition by the author or copyright holder, expressed in machine-readable form.
10. The use of machine-readable forms ensures:
correctness of automated processing;
reproducibility of results;
possibility of subsequent control and audit;
protection against unauthorized data modification;
compatibility and correct interaction with existing artificial intelligence systems.
11. The application of machine-readable forms includes the following steps::
1) identification and authentication of the data source in a machine-readable format;
2) checking the integrity and authenticity of the machine-readable form;
3) transformation (parsing) of data into a structure suitable for processing by an artificial intelligence system or software;
4) checking the data for compliance with established schemes and metadata.
12. The decision on the use of specific types of machine-readable forms is made by the owner and/or owner of the artificial intelligence system, based on the technical requirements of artificial intelligence systems and the need to ensure automated interaction.
Chapter 4. The procedure for distributing machine-readable forms
13. The distribution of machine-readable forms is carried out in a form that ensures their automated use and processing.
14. The distribution of machine-readable forms ensures:
data protection in accordance with the legislation of the Republic of Kazakhstan;
data integrity control (including electronic signature if necessary);
to prevent unauthorized modification of machine-readable forms and related metadata.
15. When distributing machine-readable forms, disclosure of information with limited access is not allowed, unless otherwise provided by the legislation of the Republic of Kazakhstan.
