On approval of the Rules for the formation and maintenance of architectural, urban planning and construction catalogs

In accordance with paragraph 3 of Article 45 of the Building Code of the Republic of Kazakhstan, I ORDER:
1. Approve the attached Rules for the formation and maintenance of architectural, urban planning and construction catalogs.
2. Invalidate them:
1) Order of the Minister of National Economy of the Republic of Kazakhstan dated November 19, 2015 No. 701 "On Approval of the Rules for the formation and Maintenance of Architectural, Urban planning and Construction Catalogs" (registered in the Register of State Registration of Regulatory Legal Acts No. 12423);
2) Order of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated August 10, 2021 No. 428 "On Amendments to the Order of the Minister of National Economy of the Republic of Kazakhstan dated November 19, 2015 No. 701 "On Approval of the Rules for the Formation and Maintenance of Architectural, Urban Planning and Construction Catalogs" (registered in the Register of State Registration of Regulatory Legal Acts No. 24007).
3. The Committee on Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the official Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan after its official publication.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
5. This order will enter into force on July 1, 2026 and is subject to official publication.

Rules for the formation and maintenance of architectural, urban planning and construction catalogs
Chapter 1. General provisions
1. These Rules for the Formation and Maintenance of Architectural, Urban Planning and Construction Catalogs (hereinafter referred to as the Rules) determine the procedure for the formation and maintenance of architectural, urban planning and construction catalogs (hereinafter referred to as AGSC).
2. AGSCS are digital resources containing up-to-date information about:
1) regulatory legal acts and regulatory technical documents (AGSK-1);
2) standard designs of buildings and structures and standard design solutions of enterprises (AGSK-2);
3) building structures, materials, products and equipment for cross-industry applications (AGSK-3);
4) production technologies (AGSK-4);
5) regulatory documents on pricing in construction (AGSK-5).
Chapter 2. The procedure for the formation and maintenance of architectural, urban planning and construction catalogs
3. The formation and management of the AGSC is carried out by the National Institute of Technical Standardization in Construction (hereinafter referred to as the National Institute).
4. The AGSC is formed on the basis of information on the operation of state regulatory documents on the territory of the Republic of Kazakhstan.
The State system of regulatory documents in the field of architecture, urban planning and construction includes state regulatory documents provided for in paragraph 2 of Article 41 of the Building Code of the Republic of Kazakhstan.
5. The AGSC consists of the following elements and sections: name, content, introduction and main part.
The forms of the main part of the AGSC are given in the appendix to these Rules.
6. Information on the adopted departmental standards and regulatory documents on standardization, affecting design and construction issues, is sent to the National Institute for registration in the AGSC along with a copy of the order approving the document.
Information on amendments and (or) additions to departmental regulatory documents and regulatory documents on standardization is also sent to the national Institute.
7. State regulatory documents that contain information constituting state secrets, as well as documents for official use, are not included in the AGSC.
8. Information on manufactured building structures, materials, products and equipment for cross-industry use, as well as on the withdrawal of products from production, are sent by business entities engaged in the production (manufacture) and (or) supply of building materials, products, structures and equipment to the National Institute for making appropriate changes and additions to the classifier of building resources.
Information on manufactured building structures, materials, products and equipment for cross-industry use contains the product code from the classifier of building resources, developed in accordance with the Rules for the Development and Approval of Elements of National Reference Information, approved by Order No. 77 of the Chairman of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan dated September 26, 2024, its name, standard, code for the general classifier of goods, works and services (hereinafter referred to as the OKTRU).
9. Information on standard technological maps is sent by the developers to the national institute along with a copy of the order for their approval.
10. The received information on the approval of departmental regulatory documents, regulatory documents on standardization and other state regulatory documents, standard projects, standard design solutions, standard technological maps, building structures, materials, products and equipment for cross-industry applications are submitted by the national institute to the AGSC within 30 calendar days.
11. The formed AGSCS are posted on the Internet resource of the National Institute.
