On approval of the Rules for the Formation, development and monitoring of the digital Architecture of the State

In accordance with paragraph 3 of Article 68 of the Digital Code of the Republic of Kazakhstan, I ORDER:
1. To approve the attached Rules for the formation, development and monitoring of the digital architecture of the state in accordance with Appendix 1 to this order.
2. To invalidate certain orders in accordance with Appendix 2 to this order.
3. The Department of Architecture and Digital Transformation Policy of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the formation, development and monitoring of the digital architecture of the state
Chapter 1. General provisions
1. These Rules for the Formation, Development and Monitoring of the digital Architecture of the state (hereinafter referred to as the Rules) have been developed in accordance with paragraph 3 of Article 68 of the Digital Code of the Republic of Kazakhstan and define the procedure for the formation, development and monitoring of the digital architecture of the state (including the architecture of the "digital government").
2. The following basic concepts are used in these Rules:
1) information interaction is the process of exchanging information and information between structural divisions of government agencies, government agencies with subordinate organizations, other government agencies, individuals and legal entities;
2) Architectural Coordination Center is a legal entity designated by the Government of the Republic of Kazakhstan, which ensures the integrity, compatibility and effectiveness of the digital architecture of state bodies, state legal entities, quasi-public sector entities, legal entities, fifty or more percent of voting shares (participation interests) of which are directly or indirectly owned by quasi–public sector entities, as well as other organizations involved in public administration processes.
3) data architecture – a layer of the digital architecture of the state, which is a description of digital objects, the data contained in them, information interaction, including approaches and data management tools;
4) the planned digital facility is a project for the creation and development of digital facilities of the "digital state", the development and placement of platform software products, which are financed from budgetary funds, including other sources of financing not prohibited by the legislation of the Republic of Kazakhstan in the field of digitalization;
5) client–oriented architecture - an architecture formed using a client-oriented approach through the design of multiple client paths that arise from domain service recipients (multiple domains), built around the needs of service recipients;
6) customer–oriented approach - an approach used in the design and reengineering of business processes in order to maximize their adaptation for the recipient, taking into account his personal characteristics;
7) a component is a structurally isolated element of the digital architecture of the state that performs a specific function and is considered as an independent part of the system in the analysis, design and development of the digital architecture of the state.
8) activity architecture – a layer of the digital architecture of the state, which is a description of strategic priorities, goals, objectives, functionality (groups of functions), functions, business processes and services in the context of the relevant domains;
9) domain of activity (hereinafter referred to as the domain) is an area of activity of government agencies belonging to the same branch of the economy and social sphere, having common segments (profiles) of individuals or legal entities, formed taking into account client paths. The domain unites participants (government agencies, legal entities, and organizations providing services to citizens) performing various functions in the same field of activity.;
10) state body (hereinafter referred to as the GO) – the central state body and the GO, directly subordinate and accountable to the President of the Republic of Kazakhstan, as well as local executive bodies of the capital, region, city of republican significance;
11) the digital architecture of the state is a comprehensive description of digital objects, digital data created and used to achieve the goals of the functioning of the state, as well as tasks, functions and processes of public administration by industry (spheres), formalized and presented in digital format in order to ensure the coordinated development, integration and standardization of digital solutions;
12) methodological support for the formation, development and monitoring of the digital architecture of the state (hereinafter referred to as methodological support) - methodological recommendations for the design and approval of the current and target digital architecture of the state, developed and introduced by the Architectural Coordination Center in accordance with subparagraph 3) paragraph 2 of Article 72 of the Digital Code of the Republic of Kazakhstan.
13) an interested party to the digital architecture of the state and a project in the field of digital technologies (hereinafter referred to as the interested party) is a legal entity (a state–owned legal entity, a state–owned enterprise, a state-owned enterprise on the right of economic management, a quasi-public sector entity), whose activities will be influenced by the formation of the digital architecture of the state, having expectations and interests in relation to digital objects and platform software products;
14) the context of the digital architecture of the state – the internal environment and external conditions of the functioning of the "digital state", within which the formation of the digital architecture of the state is carried out;
15) the layer of the digital architecture of the state is an integral part of the digital architecture of the state, characterizing the state of the "digital government" from one perspective, describing activities, data, digital systems and digital infrastructure facilities;
16) the architectural portal of digital objects of the state (hereinafter referred to as the architectural portal) is a digital object designed to record, store and systematize information about digital objects of the state, the digital architecture of the state, and platform software products in order to further use GO for monitoring, analysis and planning in the field of digitalization;
18) technical documentation – a set of documentation for a digital object, on the basis of which the creation and development of a digital object, as well as its pilot and industrial operation, is carried out;
19) the authorized body in the field of digitalization (hereinafter referred to as the authorized body) is the central executive body responsible for the management and intersectoral coordination in the field of digitalization;
20) the architecture of digital systems is a layer of the digital architecture of the state, which is a description of digital management systems (application software) that automate government functions and the public services provided resulting from them, the processes of their interaction, and relations to the functional capabilities of the relevant branches (spheres) of public administration;
21) digital infrastructure architecture is a layer of the digital architecture of the state, which is a description of system-wide software, hardware and software complexes, telecommunications networks, cybersecurity tools and engineering infrastructure;
22) a digital object is a separate element of the digital environment created, used or transmitted through digital technologies, possessing unique digital characteristics and allowing subjects of the digital environment to exercise ownership, use or disposal powers to the extent established by the legislation of the Republic of Kazakhstan.;
23) the registration code of a digital object or platform software product is a unique identification number assigned to each platform software product, which is recorded on the architectural portal of digital objects of the state.;
24) the digital government platform (hereinafter referred to as the Digital Government platform) is a digital platform of the digital government operator designed for the development, development, placement, integration of platform software products and (or) placement of digital objects;
25) the software product of the Digital Government platform (hereinafter referred to as the platform software product) is software developed and hosted on the digital government platform;
3. The digital architecture of the state is designed to form a targeted client-oriented architecture of the state based on the domain model in order to effectively manage planned digital objects, including implementation on the PCP.
4. Principles of formation of the digital architecture of the state.
The formation and development of the digital architecture of the state is based on the following principles:
1) the principle of architectural integrity and the evolutionary development of digital objects.
Digital systems and digital platforms are designed and developed based on unified architectural approaches that ensure consistency, scalability, technological sustainability, and the phased development of the state's digital infrastructure.;
2) the principle of interoperability and compatibility of digital systems.
Digital systems provide interaction and data exchange through standardized interfaces, protocols and data formats, forming a single digital space of the "digital government".;
3) the principle of cloud availability of architectural solutions.
The architecture of digital systems is designed taking into account the possibility of placement and operation in a cloud infrastructure, providing flexibility of scaling, fault tolerance and optimization of use of computing resources.;
4) the principle of service and modular architecture.
Digital solutions are implemented based on a service approach that provides for modularity, reuse of components, minimal interconnection of services, as well as the possibility of their flexible combination to form public digital services.;
5) the principle of controllability and quality of digital data.
The digital data architecture ensures the integrity, reliability, compatibility, security and rational use of data, as well as the definition of reference sources and uniform standards for information processing.;
6) the principle of architectural security and sustainability of digital infrastructure.
The digital architecture of the state is formed taking into account the requirements of cybersecurity, data protection, resilience to cyber threats and ensuring the continuity of critical digital services.
Chapter 2. The procedure for the formation, development and monitoring of the digital architecture of the state
Paragraph 1. The procedure for the formation of the digital architecture of the state

The Architectural Coordination Center carries out the formation, development and monitoring of the implementation of the digital architecture of the state in accordance with these Rules in accordance with subparagraph 2 of paragraph 2 of Article 72 of the Digital Code of the Republic of Kazakhstan.
6. The formation, development and monitoring of the implementation of the digital architecture of the state is carried out in accordance with the Uniform Requirements in the fields of digitalization and cybersecurity (hereinafter – ET), approved by the Government of the Republic of Kazakhstan in accordance with the Law of the Republic of Kazakhstan "On Cybersecurity".
7. The formation of the digital architecture of the state is carried out by sequentially constructing layers of architecture in the following order:
1) formation of the activity architecture;
2) formation of the data architecture;
3) the formation of the architecture of digital objects;
4) the formation of the architecture of digital infrastructure.
8. The process of formation and development of the digital architecture of the state includes the following stages:
1) defining the current digital architecture of the state;
2) description of strategic goals, target indicators, tasks, indicators of public administration in the context of relevant domains (spheres of public administration);
3) formation of the target digital architecture of the state.
9. As part of the formation of the current architecture of the digital architecture of the state, the Architectural Coordination Center:
1) defines and describes the domains of public administration activities and the specific state functions performed within them, and the public services resulting from them, indicating the areas of activity and the participating companies included in the domains. Several companies can be members of the same domain. At the same time, one GO is included in one or more domains of the "digital government" activity;
2) analyzes organizational structures, regulations, and government functions, and groups government functions and services into a list of functional capabilities (groups of functions) of the relevant domains (spheres of public administration) based on the results;
3) forms a functional model of the "digital government" from the list of functionality;
10. The construction of the target digital architecture of the state based on the domain model is based on the following principles:
1) building the digital architecture of the state based on customer-oriented processes aimed at meeting the needs of citizens and organizations;
2) eliminating duplication of core data across multiple authorities within the same domain;
3) transfer of the main (master) data of the "digital state" to a digital format;
4) unified architectural control (supervision) provided by the Architectural Coordination Center.
11. Upon completion of work on all layers of the digital architecture of the state, the results of the work are drawn up by the Architectural Coordination Center in digital form in accordance with its methodological support and submitted to the authorized body for approval.
The authorized body shall coordinate the draft of the digital architecture of the state no later than 10 (ten) working days from the date of receipt, and refuse to approve it if there are reasoned comments and suggestions.
At the same time, reasoned comments and suggestions are understood as a reasoned conclusion of the authorized body containing:
1) an indication of the specific inconsistencies of the digital architecture project of the state with the principles of digital architecture formation (integrity, interoperability, cloud availability, and others) provided for in paragraph 4 of these Rules;
2) documented facts of duplication of functionality and/or data with existing or planned digital objects;
3) references to specific paragraphs of regulatory legal acts or state standards, the requirements of which do not meet the draft digital architecture of the state.
Based on the comments and suggestions of the authorized body, the Architectural Coordination Center is finalizing and making the necessary changes to the draft digital architecture of the state. The deadline for the elimination of comments by the Architectural Coordination Center is no more than 10 (ten) working days from the date of receipt of a reasoned refusal. The re-examination of the finalized draft by the authorized body is carried out within 5 (five) working days. Upon reconsideration, it is not allowed to submit new comments that were not previously indicated in the initial refusal.
The modified digital architecture of the state is posted digitally on the architectural portal.
12. The Architectural Coordination Center ensures compliance with legislation in the field of digitalization when forming the digital architecture of the state.
13. Based on the formed digital architecture of the state, the GO makes changes to the digital transformation map of the GO and the documents of the sixth-level State planning System in order to reflect in them the planned digital objects of the digital architecture of the state, measures and measures for the implementation of the digital architecture of the state aimed at achieving the goals and objectives defined in the branches (spheres) of public administration.
Paragraph 2. Development of the digital architecture of the state
14. The foundations for the development of the digital architecture of the state are:
1) reorganization of public administration bodies;
2) adoption of new, amendments and additions to existing regulatory legal acts and documents defined by the State Planning System in the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated November 29, 2017 No. 790 (hereinafter referred to as the documents of the State Planning System);
3) reengineering of GO business processes, in which the implementation of the target version of the business process provides for the automation of GO activities, including government functions and the provision of public services resulting from them, conducted in accordance with Article 85 of the Digital Code of the Republic of Kazakhstan;
4) inconsistency of created and developed digital objects and platform software products with the digital architecture of the state;
5) determination by the Architectural Coordination Center in the framework of monitoring the digital architecture of the state of the need to make changes and rework the corresponding architecture of the domain, the digital architecture of the state. Domain architecture includes activity architecture, digital systems architecture, data architecture, and digital infrastructure architecture;
6) recommendations of the Architectural Coordination Center.
Paragraph 3. The procedure for monitoring the digital architecture of the state
15. GO, state-owned legal entities, quasi-public sector entities, legal entities, fifty or more percent of the voting shares (participation interests) of which are directly or indirectly owned by quasi-public sector entities, as well as other organizations involved in the implementation of government functions and the provision of public services, ensure the implementation of the digital architecture of the state, in accordance with paragraph 3 of Article 68 of the Digital Code, as well as Methodological Recommendations for the design and approval of the current and target architecture of the "digital government".
16. Digitalization of GO activities, including government functions and the provision of public services resulting from them, is carried out through the creation and development of digital objects of the state, or through the acquisition of digital objects of the state and digital services, platform software products in accordance with the approved digital architecture of the state, and taking into account the reengineering.
17. GO ensure the implementation of the digital architecture of the state through the implementation of the GO digital transformation map and sixth-level State planning System documents, including through the implementation of planned digital facilities, recommendations for decommissioning, balancing, migration to the control center, accounting and updating information about digital facilities of the "digital state", platform software products, including decommissioning of digital objects, platform software products.
18. GO implement the planned digital facilities defined by the digital architecture of the state, in accordance with the Rules for the implementation of the stages of the life cycle of the digital facility of the "digital government".
19. In order to conduct a reliable and objective assessment of the effectiveness, efficiency and risks of implementing the digital architecture of the state and individual planned digital facilities, GO ensure that information about digital facilities and platform software products is recorded on the architectural portal in accordance with these Rules.
20. GO, local executive bodies and state legal entities, quasi-public sector entities, in order to account for digital objects, platform software products and the formation of the digital architecture of the state, continuously record and update information about digital objects, platform software products and technical documentation of digital objects on the architectural portal in accordance with Appendix 1 to these Rules.
21. To record information about digital objects, platform software products and technical documentation of digital objects on the architectural portal, GO, local executive bodies, state legal entities, quasi-public sector entities submit to the Architectural Coordination Center through the architectural portal an application for providing a user account of the architectural portal in accordance with Appendix 2 to these Rules.
22. The Architectural Coordination Center provides a user account on the architectural portal within one business day from the date of receipt of the application, the account provides access to the services of the architectural portal and the digital architecture of the state.
23. The Architectural Coordination Center, within two working days, in case of complete presentation of information about digital objects of the "digital state", platform software products and technical documentation of digital objects of the "digital state", verifies the accuracy and correctness of the data, assigns an accounting code to the digital object of the "digital state", the platform software product.
24. In case of incompleteness or incorrectness of the entered data, the Architectural Coordination Center notifies the owner of the digital objects of the "digital state", a platform software product through the architectural portal about the need to supplement or change the submitted information and technical documentation.
25. The presentation and updating of information about the created (developed) or acquired digital object of the "digital state", a platform software product is carried out at all stages of the life cycle of the digital object.
26. The owner of digital objects of the "digital state" and platform software products ensures that information about digital objects of the "digital state" and platform software products is updated on the architectural portal no later than five working days after information about digital objects and platform software products is changed or their absence is detected.
Appendix 1 to the Rules of Formation, Development and monitoring of the digital architecture of the State
Information about digital objects and platform software products on the architectural portal
1. Information about digital objects of the state to be registered on the architectural portal:
1) technical documentation on cybersecurity, defined by ET;
2) information on conducting tests for compliance with cybersecurity requirements of digital objects of the "digital state" (test protocols for compliance with cybersecurity requirements);
3) a document confirming the fact of registration of digital objects of the state;
4) a document confirming the termination of the industrial operation of the digital facility of the "digital state";
5) information on the conclusion of contracts on public procurement of goods, works and services in the field of digitalization;
6) operational documents, which include:
User's guide;
The administrator's guide;
7) techno-working project, which includes:
specification (GOST 19.202-78 "Specification. Requirements for content and design");
description of the program (GOST 19.402-2000 "Description of the program. Requirements for content, design and quality control");
explanatory note (GOST 19.404-79 "Explanatory note. Requirements for content and design").
8) the test program and methodology, test reports (GOST 34.603-92 "Information technology. Types of tests of automated systems");
9) the act of commissioning into pilot, industrial operation;
10) information on approval and amendments to technical and project documentation;
11) terms of reference (ST RK 34.015-2002 "Information technology. A set of standards for automated systems. Terms of reference for the creation of an automated system");
12) contracts for the acquisition, creation, development, and maintenance of a digital object of the "digital state";
13) inventory list and characteristics of the digital object of the "digital state";

2. Information about platform software products to be registered on the architectural portal:
1) information on conducting tests for compliance with cybersecurity requirements of platform software products (test reports for compliance with cybersecurity requirements);
2) a document confirming the fact of registration of platform software products;
3) a document confirming the termination of commercial operation of the platform software product;
4) information on the conclusion of contracts on public procurement of goods, works and services in the field of digitalization;
5) operational documents, which include:
